On April 17 and 18, 2021, the All-Russian seminar "Transport Planning and Digitalization: Synergy and Efficiency" was held at the SBERBANK University in Anosino near Moscow. The event was dedicated to the development of ground urban passenger transport. The organizer was the FAA "ROSDORNII" with the support of the Ministry of Transport of the Russian Federation and the Federal Road Agency. It was attended by representatives of the regional executive authorities of 40 subjects. Among them is the Governor of the Kursk region Roman Starovoit, who spoke about the problems and tasks of the transport industry on the example of the region he heads.
The All-Russian seminar was timed to coincide with the launch of the federal project "Modernization of passenger Transport in urban agglomerations", within the framework of which a large-scale renewal of the fleet of city buses, trolleybuses and trams is planned in the regions. The federal project is part of the national project "Safe and high-quality Roads" (NP "BKD"), the passport and implementation dates of which are updated in 2021.
General Director of the FAA "ROSDORNII"Stanislav Naboko read an address to the seminar participants on behalf of First Deputy Minister of Transport of RussiaAndrey Kostyuk. "We have a strategic task set before us:to create reliable, safe and comfortable systems of ground urban passenger transport in all regions. This requires a comprehensive solution to a number of tasks: bringing highways into a regulatory state, developing transport infrastructure, updating the fleet of buses, trolleybuses and trams, introducing transport planning technologies and intelligent transport systems. This will improve the quality of passenger transportation, and therefore increase the level of satisfaction of the population with the quality of life," the appeal says.
The first report was made by the Governor of the Kursk regionRoman Starovoit. It was devoted to the priority tasks of reforming public transport in urban agglomerations.
"The state of affairs in our region reflects the situation typical for the absolute majority of the subjects of the Federation, where the public transport fleet is often in poor condition, outdated buses, trams and trolleybuses enter the routes, and the level of the deterioration of infrastructure sometimes reaches the limits," he notedRoman Starovoit.
According to him, the implementation of a large–scale reform of public transport is one of the key tasks of today, as is the digitalization of the industry.
In his report, the Governor focused on the main issues of the development of the urban passenger transport system and the tasks of its reform in the period 2021-2024. The presentation reflects plans for the development of public electric transport and optimization of the bus route network, projects for the construction of transport hubs, issues of updating the rolling stock fleet and transferring the route network to a system of regulated tariffs.
The Acting Deputy Director General of the Institute introduced the examples of projects implemented with the participation of the FAA "ROSDORNIA" for the modernization of passenger transport systems in the Russian regions to the participants of the seminarEkaterina Bryazgina. Omsk and Voronezh were cited as successful examples, where the rolling stock was updated in 2020-2021. Competent organization of dedicated separate lanes for public transport along the central axis of the city streets of Belgorod, it allowed to increase the speed of movement on 34 bus routes by 2.5 times. According to the expert, since the beginning of 2020, 27 urban agglomerations in Russia have received more than a thousand units of buses, trolleybuses and trams for a total of 9.3 billion rubles.
The audience was introduced to the main directions of the implementation of the federal program "Modernization of passenger transport in urban agglomerations", with the regulatory framework for the renewal of rolling stock of public passenger transport (PTO) within the framework of the road national project, as well as the procedure for selecting subjects to participate in these events. During the seminar, experts discussed the problems of the quality of transport services and priorities in the development of urban transport.
The Director of the Department of State Policy in the field of road and urban passenger transport told about the state policy in the field of public transport development, priorities in the field of development of the PTOP and intelligent transport systems, as well as the tasks of the regions within the framework of the federal project implementation Ministry of Transport of RussiaAlexey Bakirei. He elaborated on the issue of the effectiveness of public investment in the development of regional transport networks. In particular, the need to consider the development of all types of passenger transport in a complex in order to avoid duplication of routes and increase the costs of their development. "Such events allow us to receive feedback from the regions and municipalities necessary for planning and solving strategic tasks, as well as to share with you our new plans and best practices," he said.

· Director of development of wheeled transport LLC "PC Transport Systems"Denis Frolov, who introduced the audience to the modern products of the Russian manufacturer: electric buses, trolleybuses and trams;
· Head of the Transport Planning Department of ROSDORNIAVladimir Pashchenko with an interesting report on the development trends and statistical indicators of urban public transport systems over the past 30 years. The expert spoke about the main problems of transport infrastructure development and ways to solve them. Among other things, the effectiveness of trolleybuses was noted;
· Candidate of Technical Sciences, Associate Professor of the Department of Transport Systems of the St. Petersburg State University of Architecture and Civil EngineeringOlga Popova, who spoke about the principles of modernization of the transport network;
· Vice-President of the consulting company "Center for Infrastructure Economics"Pavel Chistyakov with a report on the concept of transport order, the use of gross contracts of life cycle contracts;
· Director of the Center for Transport Research problems of Megacities of the Institute of Transport Economics and Transport Problems of the HSEKonstantin Trofimenko, who spoke about the socio-economic efficiency of public transport development projects;
· Head of the Research Department of Stroy Invest Project LLCYana Yanko with a report on transport planning documents for the subjects of the Russian Federation, agglomerations and municipalities;
· CEO of SIMETRA (developer of state transport models)Vladimir Shvetsov, who introduced the audience to the principles of mathematical modeling of transport systems;
· Deputy Head of the Transport Planning Department of ROSDORNIASergey Mokrousov, who analyzed a number of problematic issues on real examples of transport planning documents of various levels.
The second day of the seminar was entirely devoted to the digitalization of the industry and the development of intelligent transport systems (ITS). The Deputy Head of the Federal Highway Agency (FDA) addressed the participants with a greeting Igor Kostyuchenko.
"We need to establish effective traffic management on city streets, on the borders of urban agglomerations and beyond, using the most advanced practices and technologies. In 2021, about four billion rubles have been allocated from the budget for these purposes. These funds should be used as efficiently as possible to solve the tasks as soon as possible," he saidIgor Kostyuchenko.
The head of the Department of Scientific and Technical Research, Information Technology and Economic Support of Rosavtodor took the floor next after himOleg Stupnikov, who spoke about the structure of digital transformation management of public authorities and the main directions of the digital transformation of the FDA.
Deputy Head of the FKU "Roads of Russia"Yuri Fedyukin summarized the best practices of digitalization in the road sector of the subjects of the Russian Federation within the framework of the NP "BCD" according to the results of 2020. In particular, the experience of the Republic of Tatarstan was shown, where the first adaptive traffic management system in the territory of the Russian Federation was introduced, providing an increase in throughput street and road network by 20%. In addition, the expert spoke about digitalization projects implemented in the Volgograd region (the speed of transport has been increased by 12% and the number of accidents has been reduced by 14%) and in the Belgorod Region (an automated traffic management system has been introduced and photo-video recording and weight and size control systems have been integrated into a single complex).
The Head of the Department for Intelligent Transport Systems of ROSDORNIA told about the principles of building a national ITS networkVasily Kurguzov. The expert revealed the current problems of implementing intelligent transport systems, showed their structure and place as part of a Single digital platform of the transport complex, spoke about the architecture of ITS within the urban agglomeration, about the formation of an information platform, as well as plans to create a national network of ITS until 2030.

The expert spoke about the concept of mobility (Mobility-as-a-Service, MaaS), ITS architecture, traffic light control technologies, the construction and use of a dynamic digital traffic map, methods of passenger traffic analysis, parking management, the use of mobile applications, the introduction of unmanned vehicles and much more;
· Deputy Head of the Department of ITS "ROSDORNII"Maxim Porokhov with a report on the effectiveness of joint development of transport planning documents and ITS. The concepts of micro- and macro-modeling in transport planning were given, examples of the implementation of subsystems of indirect and directive traffic management, decision-making algorithms and ITS management architecture were shown.
