The Cost Expertise Division provides methodological and expert support to activities of the Institution, the Ministry of Transport of the Russian Federation and the Federal Road Agency in the field of pricing and cost expertise in construction, reconstruction, overhaul, repair and maintenance (hereinafter referred to as "construction") of roads; improvement of the Institution and the Department activities in the field of road construction pricing and cost expertise; methodological and analytical support of the Department's activities on issues related to the Division’s competence.
The Division performs the following functions:

Participates in the development and improvement of the Institution main activities in the field of road construction pricing and cost expertise and, if necessary, interacts with branch/representative offices of the Institution;

Develops and examines resource-technological models and indices of changes in the estimated cost of road construction in regions of the Russian Federation, construction projects, structural elements (types of work) and elements of direct expenses;

Participates in providing expert-analytical and information support to the Ministry of Transport of the Russian Federation and the Federal Road Agency in the field of pricing and cost expertise in road construction;

Participates in examining budget documents, calculations of the initial maximum price of contracts and estimates road construction contracts;

Participates in developing and examining budget standards used to determine the cost of road construction;

Provides, at the request of the Institution's leadership, information and materials on issues related to the Division’s competence;

At the request of the Ministry of Transport of Russia, the Federal Road Agency and the Institution’s leadership prepares answers and conclusions on letters from legal entities and citizens on issues related to the Division’s competence;

Participates in preparation of tender documentation (Technical Specifications and Calendar Plan) on state tasks and R&D topics in the field of pricing and cost expertise in the construction of road facilities;

Develops proposals on the subject of R&D of the Ministry of Transport of the Russian Federation, the Federal Road Agency and other organizations in the field of pricing and cost expertise in construction of road facilities;

Prepares information and reporting materials on activities performed by the Division.
