Division on Industry Budget Standards Development is engaged in improving pricing and determining the cost of repair and maintenance of public highways and road infrastructure; shaping a regulatory and methodological framework for pricing and determining the cost of the repair and maintenance of public highways and road infrastructure; working with branch/representative offices of the Institution.
The Division performs the following functions:

Develops budget standards for the repair and maintenance of public roads and road infrastructure;

Participates in providing informational and analytical support to the Ministry of Transport of the Russian Federation and the Federal Road Agency in the field of pricing and determining the cost of the repair and maintenance of public roads and road infrastructure;

Participates in examining budget standards and financial cost standards, applied for determining the cost of road construction;

Provides, at the request of the Institution's leadership, information and materials on issues related to the Division’s competence;

At the request of the Institution’s leadership prepares answers and conclusions on letters from legal entities and citizens on issues related to the Division’s competence;

Participates in the preparation of tender documentation (Technical Specifications and Calendar Plan) on state contracts and R&D topics in the field of pricing and determining costs for the repair and maintenance of public roads and road infrastructure;

Develops proposals on subjects of R&D of the Ministry of Transport of the Russian Federation, the Federal Road Agency and other organizations in the field of pricing and determining the cost of repair and maintenance of public roads and road structures, constituting their technological part;

Prepares information and reference materials on activities performed by the Division.
