The analytical note is included in the set of substantiating materials for regional projects
On May 22, within the framework of the webinar of the FAA "ROSDORNIA", the regional executors of the national project "Safe and high-quality Highways" were presented with a report on the specifics of coordinating an analytical note on transport planning documents. Such a note is included in the list of substantiating materials for regional projects "System-wide measures for the development of road facilities". Recall that now regional projects of the subjects of the Russian Federation are undergoing the approval procedure.
The speaker was Nikita Anufriev, Deputy Head of the Department for Monitoring the Implementation of transport Planning documents of the FAA ROSDORNII.
The task of providing analytical notes on transport planning documents was sent to the constituent entities of the Russian Federation in February 2020 for preliminary approval before including them in regional projects. Specialists of the Transport Planning Department of the ITS Development Directorate prepared a form analytical note – in order for the information presented to be presented in the most qualitative and sufficiently complete way.
The Institute, as an Industry-wide competence center, analyzes materials on a profile issue and sends review reports to the subjects of the Russian Federation, which, among other things, include comments and recommendations on building regional control mechanisms in terms of transport planning.
In their materials, the regions mainly provide information about the current status of documents at all levels: subjects of the Russian Federation, urban agglomerations, municipalities. For unapproved, but planned for the development of documents, the planned deadlines for the development and approval of documents are indicated.
Among the tasks of such control: analysis of the availability of long-term plans for the development of transport systems and the possibility of implementing complex infrastructure projects and system measures, increasing industry competence, ensuring a systematic approach to planning transport systems.
The speaker indicated the most common reasons why the submitted analytical note is rejected. The main difficulty for the regions was the provision of information on the municipal level, despite the fact that legislation (the Urban Planning Code of the Russian Federation and Federal Law No. 443-FZ) defines the powers of regional authorities to monitor the status of documents of municipalities.
The relevant documentation has not yet been developed in all municipalities. Nikita Anufriev pointed out that the development of transport planning documents is mandatory, the task is fixed by law, so the status in relation to the development of "not planned" is permissible only in some cases: "The issue of developing programs for the integrated development of transport infrastructure (PKRTI) and an integrated traffic management scheme (CSODD) is not a matter of choice. PCRTI must be approved within a 6-month period after the approval of the general plan, CSODDS are approved for all municipalities with a population of more than 10 thousand people."
The speaker recalled that all relevant materials it must be submitted in the final – edited – form no later than May 27. Specialists of the Transport Planning Department expressed their readiness to provide consulting support in case of questions and difficulties in the formation of materials.
Recall that a series of webinars of the FAA "ROSDORNII" dedicated to the implementation of the national project "Safe and high-quality highways" started on May 20.
