Regional performers of NP "BCAD" at the webinar of the FAA "ROSDORNIA" were told how the quality audit is organized and what to pay attention to when building control on the ground
The first webinar for regional performers of the national project "Safe and high-quality highways" was held on May 20. About 160 people took part in it. The participants were representatives of regional customers of road works. The webinar was dedicated to ensuring the quality of work carried out within the framework of the national project. In the reports, the employees of the FAA "ROSDORNIA" outlined the problems identified by monitoring the quality of road works in 2019, voiced proposals for their solution, and told how the approach to quality monitoring in 2020 has changed in this regard.
The main purpose of monitoring the quality of road works is to collect, analyze and communicate information about the quality of road construction work to all interested participants in the framework of the federal project "Road Network" of the national project "Safe and High-quality Highways". Task performs the FAA "ROSDORNII" as an Industry-wide competence center: The main institution in Moscow and 8 branches in the regions.
"This is only in some part an audit. First of all, we must be consultants and assistants for the regions. If there are facilities where there are difficulties, there are doubts about the relationship with the contractor, we are ready to cooperate with you, to provide support so that the national project is implemented throughout the country with the highest possible quality," said Alexey Kovrov, moderator of the webinar, Director of Organizational Activities of the CCC.
2019: results and conclusions
In 2019 – the first year of the national project implementation – the quality audit was carried out in two stages: document analysis (verification of certificates of certification or accreditation of testing laboratories, selection of mixtures, acceptance control sheets and test reports) and instrumental audit (sampling followed by laboratory tests). The audit was carried out in relation to sites with the use of certain technologies. There was also a limited list of sites that were subject to a trial check.
Requests for information were sent to 63 subjects of the Russian Federation (75% of regions responded), an instrumental quality audit was conducted at 41 facilities in 32 regions, said the head of the Department for Monitoring the Quality of Road Works of the FAA ROSDORNIA Evgeny Makarov. The result of monitoring a limited list of sites made it possible to determine the risks of ensuring the quality of work and approaches to conducting a quality audit in the future.
Of the 92 testing laboratories, 75% have documented their competence. The analysis of the selection of compositions showed that 52% of them met the requirements of regulatory documentation. So, in a number of cases, contradictions in the calculations were revealed. Not all the objects checked as part of the instrumental audit met the requirements of the regulatory documentation on the quality of production and the quality of asphalt concrete laying.
Experts called the possible reasons for this result insufficient control on the part of customers over the quality of work and over the design of asphalt concrete mixtures, the involvement of laboratories that do not have sufficient competence, failure of contractors to perform real work on the design of mixtures.
The task of the FAA "ROSDORNIA" as an Industry–wide competence center is to ensure the quality of road works carried out within the framework of the national project. Therefore, the Institution proposed to increase the responsibility of the regions within the framework of obligations to fulfill the functions of customers, to carry out large-scale work to assess the competence of testing laboratories, to strengthen quality control.
2020: changes and first results
It was decided to significantly increase the number of monitoring sites in 2020.
"The number of monitoring sites should be sufficient to extend the results of the work done to the whole process with great reliability. On the other hand, the number of sites should not be very large, because with the increase in the number of monitoring sites, the costs of conducting it significantly increase," said the head of the operational audit department. Pavel Kriushin.
Having set the necessary criteria (confidence probability, confidence interval), experts have calculated the minimum required number of monitoring sites, which allows with 95% probability to judge the quality of the work as a whole – this is 303 sites.
In each regional project (including individual projects of agglomerations), 2 monitoring sites were selected – with and without the use of new and best technologies. The total number of sample monitoring sites was 364 sites, which is even more than the minimum required number of sites. The distribution system was agreed with the Ministry of Transport of Russia.
This year, the quality control of road works is carried out by three methods: documentary audit (verification of all necessary documents – from project documentation to documentation confirming the qualifications of services), inspection monitoring (monitoring of the organization and execution of road construction works) and instrumental monitoring.
According to the Procedure for conducting selective monitoring (audit) of the quality of road works, approved by the project committee of the national project "BCAD", verification is carried out at all stages of road construction works. The first stage is before the start production of works – includes both the analysis of documentation and qualifications of service personnel, assessment of the competence of the laboratory service, and sampling of raw materials. Selective sampling of arranged constructs and their laboratory tests are carried out both during the production of works (stage 2) and after (stage 3).
The contractor's compliance with the schedule, the terms of the contract, the requirements of the design and regulatory documentation, the rules for conducting and fencing work is also assessed. The analysis of the activities of the organizations of construction control is carried out. That is, a comprehensive check is being carried out.
Work is already underway in 29 regions of the Russian Federation, visits to 50 monitoring sites have been made, more than 100 contracts and construction control services have been verified.
Competent organization of construction control – a competent approach to ensuring the quality of work
Strengthening quality control, as already mentioned above, is one of the proposals of the specialists of the FAA "ROSDORNIA" according to the results of 2019. And if the Industry-wide Competence Center conducts selective monitoring, then on-site construction control should be carried out in relation to each object. The third report was devoted to the peculiarities of the organization of the quality control service of the regional customer.
One of the components of successful work in this direction, the head of the Department for Monitoring the Quality of Road Works, Yevgeny Makarov, called a competently drawn up contract: "It is there that all the fundamental mechanisms of inspection and acceptance of completed works are prescribed, which then play a decisive role in the formation of relationships between specialists working with representatives of the contracting organization."
Experts also recommend obliging the general contractor to allocate the necessary specialists to carry out quality control work for subcontractors.
It is important to pay close attention to compliance with the work schedule, deadlines for the development and approval of documentation (to exclude cases when the contractor postpones the provision of documentation), the quality of documentation and the quality of the work itself.
The specialist of the customer's quality control service should not only identify shortcomings, but also find the reasons for this or that non-compliance with the requirements of construction control. This is especially true in relation to the work carried out under the national project, because new technologies are being introduced, with which both the contractor and the customer may not have worked before. In this regard, Yevgeny Makarov recalled another area of activity of the FAA "ROSDORNIA" within the framework of the road national project – the creation of a System of advanced training. Representatives of both customers and contractors can complete training programs and get the necessary skills.
The webinar evoked a lively response from his listeners. So, many people were interested in the results of last year's inspection in their regions. There were also questions about the organization of laboratories for the introduction of new technologies and the training of laboratory assistants, which showed the relevance of the agenda of the next webinars.
