The employees of the FAA "ROSDORNIA" told about the changes to the state standards in Tyumen at the seminar "Changing the requirements of regulatory documents in terms of ODD. Arrangement of highways and places of work in order to ensure road safety". The event was organized by the Federal Road Agency (Rosavtodor)
Recall that on April 1, GOST R 52289-2019 and Amendment No. 3 of GOST R 52290-2004, developed by the FAA ROSDORNII, will begin to operate. Oleg Kuzmin, Head of the Department of Engineering Arrangement of Highways, told the participants about the new GOST R 52289-2019.
The new standard expands and clarifies the terminology, clarifies the rules of duplication and repetition of road signs. The standard also allows the use of reduced-size signs on a narrow road network of settlements (one lane for each direction of movement). The document eliminates the conflict associated with signs 3.27-3.30 (prohibiting/restricting stopping or parking) and sign 6.4 "Parking". "Currently, these signs are not canceled by the sign 6.4 "Parking" and formally vehicles installed in an equipped parking lot after one of the signs, those who prohibit stopping or parking can be fined and evacuated," Oleg Kuzmin explained. The new standard changes the cancellation rules for these signs.
Also among the changes are new rules for the designation of complexes for automatic photo–video recording of traffic violations. According to the new requirements, the corresponding sign will also be installed at mobile complexes. Amendments have been developed concerning the rules for the joint use of a number of road signs, the use of new road signs included in the Rules of the Road and in Amendment No. 3 of GOST R 52290-2004, traffic lights, in particular T.2 and T.7, cable and pedestrian fences, the use of markings.
The report on Change No. 3 of GOST R 52290-2004 and the innovations that they introduce into the standard for road signs was presented by Irina Golovchenko, Head of the Traffic Safety Department of the Federal State Administration for Road Safety of ROSDORNIA: "The change introduces images of 20 new road signs. For example, the standard is supplemented with images of signs 5.14.2 "Lane for cyclists", 5.37 "Zone with environmental class restriction by types of vehicles". Images of signs 5.39 "Bicycle zone", 8.9.3 "Parking lot" are introduced only vehicles of the diplomatic corps."
The standard has been supplemented with a number of requirements for current images of road signs. So, in the lower right part of the Parking sign, it is allowed to indicate the parking fee and its purpose. The standard has been supplemented with the image of a new pictogram for designating architectural monuments. Manufacturing and trading enterprises are excluded from the list of objects that are allowed to be indicated on information signs.
A number of requirements are also introduced for the design of signs and for the warranty of the manufacturer of signs with a retroreflective surface.
