Experts told about the first results at a meeting of the Urban Planning Council in Samara

Within the framework of the state contract, the experts of the FAA "ROSDORNIA" are developing transport planning documents for the Samara-Togliatti urban agglomeration (PKRTI, CSOT). Recall that the availability of such documents is mandatory, their quality affects the comfort of movement of residents and guests of the urban agglomeration by public and private transport, the efficiency of public transport, as well as the indicators of the region for the implementation of the national project "Safe and high-quality highways". In addition, experts are working on the creation and implementation of elements of the intelligent transport system of the Samara region. We are talking about the automation of traffic management processes.

The customer focuses on the development of public transport. The Russian Road Research Institute proposes to increase traffic flows between Samara, Tolyatti and Kurumoch Airport with the help of high-speed rail transport. It is also planned to develop the potential of this type of transport in Samara itself and its suburbs. In the capital The region already has a rail transport system (tram network), experts have assessed it as really effective and recommend continuing to use it and develop its capabilities.

In addition, experts suggest considering river transport as an undisclosed reserve of the transport system. Its presence and active use as one of the means of transportation of residents is a feature of the Samara agglomeration.

Experts told about the existing developments at a meeting of the Urban Planning Council, which was chaired by the head of the region Dmitry Azarov in Samara.

"The final result of the work of the specialists of the FAA "ROSDORNIA" is a forecast set of measures for the development of the transport system until 2030, justified by means of mathematical modeling as the most effective. In turn, efficiency is determined by the development targets that we, together with the region, will have to choose and adhere to in the future," explained the head of the Transport Planning Department of the Federal State Budgetary Institution ROSDORNIAVladimir Pashchenko. –It is the choice of these goals that determines the transport policy of the region and influences the implementation of the proposed measures. Of course, all the indicators included in the regional project of the Samara region within the framework of the BCAD national project will be among these indicators."

It should be noted that at the meeting of the City Council, the heads of regional ministries and departments, heads of municipalities and deputies also discussed issues of optimizing transport infrastructure. At the end of the meeting, the Governor of the Samara region noted that when developing transport planning documents, it is important not to miss the issue of preserving historical buildings, not to ignore the growing number of bicycles and scooters every year, pay special attention to the development of digitalization and intelligent transport systems in region.

"We set the task to create a digital twin of the region – to digitize all areas in order to be able to model, design and effectively manage, make the right decisions. This also applies to the transport scheme," Dmitry Azarov concluded.

In turn, ROSDORNIA specialists note the indifference and professional approach on the part of representatives of the regional authorities and municipalities. Success depends on the interaction of the parties. According to the institute, anti-epidemic restrictions made some adjustments to the work, but the collection and analysis of the initial data, which could be obtained remotely, was carried out in full. Experts plan to start field research in September, then experts intend to record the flows characteristic of the transport system.
