In the leadership of Primorsky Krai and Rosavtodor , the proposal of the Accounting Chamber to consider the reconstruction of the existing road was generally supported. The 65 km long section of the new construction will allow redirecting transit transport going through five settlements of Ilishevsky from the M-7 highway, Dyurtyulinsky and Chekmagushevsky districts. The M-12 highway project provides for the construction of a high-speed highway with a length of about 800 km, which will connect the Moscow, Vladimir, Nizhny Novgorod regions, the Republics of Chuvashia and Tatarstan with a network of high-speed highways of the European part of Russia (M-11 "Neva", Central Ring Road, M-3 "Ukraine", M-1 "Belarus", M-4 "Don"). Rosavtodor: federal budget expenditure plan for The first quarter of 2022 was exceeded by 5.4 billion

The schedule of financing federal budget expenditures for the first quarter Rosavtodor was provided with 108 billion rubles. The execution amounted to 113.4 billion rubles, that is, we exceeded the plan by 5.4 billion due to the use of 5% of the reserve of the Ministry of Finance of the Russian Federation. In particular, under the federal projects "Development of the Federal highway Network" and "Regional and local Road Network", overfulfill amounted to 4 and 1.8 billion rubles, respectively, and under the departmental target program "Overhaul, repair and maintenance" – 1.7 billion rubles. The indicators are very good, thanks to everyone for their work – both the relevant departments and the regional project offices."
At the same time, the task for the second quarter of this year, as the head of Rosavtodor noted, is to achieve the fulfillment of all federal budget funds provided to the department, namely – 157 billion rubles.
In addition , due to the increase in prices for construction resources and the need to change the prices of concluded contracts , budget allocations have been allocated from the reserve fund of the Government of the Russian Federation for 25 objects of Rosavtodor in the amount of 26.9 billion rubles for the period 2022-2024. In accordance with the approved federal targeted investment program, financing in the amount of 7.6 billion rubles is provided this year.
A separate discussion was devoted to anti-crisis measures of the Cabinet of Ministers of the Russian Federation, which are aimed at maintaining the road industry. "First of all, a government decree has been issued No. 505, according to which, from March 30, 2022 , state customers can set increased advances – from 50 to 90% of the contract amount if the funds are subject to treasury support, and up to 50% of the amount if they are not subject to such support. In addition, the resolution Government No. 482 has changed the rule of extended treasury support: until the end of this year, it is carried out only for objects in respect of which The Government has made an appropriate decision. According to Resolution No. 575, building permits are extended for a year, and a simplified procedure for preparing changes to documentation on the layout of territories is also applied. Finally, we are expanding the list of backbone enterprises. In this list there were 13. Now 14 more are being added. In the near future, we plan to supplement this list with 4 enterprises. Let me remind you that On April 5, the Government prepared a resolution on subsidizing the interest rate. As you know, the key rate is now 20%. Loans for contractors are even higher. And this resolution allows half of the interest rate to be subsidized by the state. In her report, Irina Tsvigun, head of the Financial and Economic Department of the Federal Highway Agency, separately focused on the procedure for bringing the maximum amounts of financing of federal budget expenditures (PFR): "It is necessary to clearly follow the established time frames. By June 3, all subordinate state institutions must submit applications for the III and IV quarters 2022. It is necessary to plan road work programs competently, take into account possible financial risks, and also take into account the new issued resolutions, orders of the Russian Government. I repeat that the application by June 3 must be as complete and complete as possible."

As of March 31, cash expenditures of federal state institutions amounted to 44.5 billion rubles, or 12%. That is, we managed not only to fulfill, but also to exceed the established indicators. Favorable weather conditions and early contracting made it possible to start work earlier than usual . The government has made changes to the procedure for the examination of project documentation in construction

On the official Internet portal of legal information pravo.gov.ru the decree of the Government of the Russian Federation is published Of the Russian Federation dated April 4, 2022 No. 579 "On establishing the Specifics of Making Changes to the Project Documentation and (or) the Results of Engineering Surveys that have received a positive conclusion of the state Expertise, including in connection with the Replacement of Construction Resources with Analogues, features and Cases of State expertise of project documentation". The document comes into force on April 14, 2022.
The resolution was developed in order to offset the effects of restrictive measures against the Russian Federation and stabilize the economic situation in the country.
The amendments adopted by the government define the specifics of making changes to the project documentation and (or) the results of engineering surveys that have received a positive conclusion of the state expertise, including in connection with the replacement of construction resources with analogues, as well as the specifics and cases of state expertise of project documentation.
It applies to project documentation (PD) that has previously received a positive conclusion of the state examination, as well as to PD that has already been submitted for state examination or will be submitted for examination before the end of 2022.
The resolution allows making changes to the project documentation related to the replacement of construction resources with analogues, without re-examination of the PD, if such changes meet the requirements of paragraphs 2-4 of part 38 of the article 49 GrK1 and do not lead to an increase in the estimated cost of construction by more than 30% and over 100 million rubles.
If the cost of construction changes by more than 30% and exceeds 100 million rubles, then a repeated state examination of the PD is carried out in terms of verifying the reliability of determining the estimated cost.
A simplified procedure is provided for conducting such a check :
abbreviated the list of submitted documents;
the verification period has been shortened (no more than 14 working days);
no fee is charged for the verification.
A number of objects specified in the resolution will not be subject to state environmental expertise. The assessment of the PD of such objects for compliance with the requirements in the field of environmental protection will be carried out within the framework of the state examination of PD.
This helps to reduce administrative barriers and deadlines for the implementation of investment projects for the duration of the state environmental assessment (2-3 months).
The state historical and cultural expertise (GCE) will not be carried out in relation to the PD for carrying out works on the preservation of the object of cultural heritage, if a state examination of the PD is carried out in relation to such a PD.
It should be noted that both within the framework of the GCE PD for carrying out works on the preservation of an object of cultural heritage, and within the framework of the state examination of the PD, which provides for the conduct of these works, such a PD is evaluated for compliance with the requirements of state protection of cultural heritage objects.
The exclusion of the need for a GICC will reduce the duration of the investment project for the duration of the GICC (on average 3-6 months), while maintaining the obligation to assess compliance with the requirements of state protection of cultural heritage objects, arising , among other things, from decisions taken on the results of previously conducted GICS of other types (establishing the boundaries of the protective zone of the cultural heritage object, establishing the status of cultural heritage object, etc.).
The resolution does not apply to cases where other types of GICs are necessary, including GIC in relation to the PD for carrying out works that do not affect the structural and other characteristics of the reliability and safety of the cultural heritage object.
The resolution provides for the possibility of multiple extensions of the terms of the state examination of the PD on the basis of the application of the developer in order to finalize the PD during the state examination, without interrupting the process of its conduct.

Another important topic of discussion was the project of the Ministry and the National Association of Builders (NOSTROY) to create a special industry catalog. Manufacturers and suppliers will be able to add information about available alternative building materials and technologies to replace imported analogues. All the introduced items will undergo a conformity assessment in a public body that is planned to be created under the Ministry of Construction of Russia with the involvement of representatives of the scientific community, experts of professional associations and construction companies.
