"As for the laying of highways, this year it is necessary to fully commission the roads from Naftalan to the village of Talysh. They will simultaneously connect Naftalan with Sugovushan. Both localities are very favorable for tourism. Naftalan has already turned into an international tourist center, and the distance from there to Sugovushan is very short. Recently, tourist opportunities were presented in Sugovushan – tourism, accommodation, and sports. That is, this road is of great importance, we will be able to comfortably reach Sugovushan from both Naftalan and Terter. Therefore, this road should be put into operation this year.
The commissioning of a new alternative road bypassing the city of Lachin is also planned for this year. This road is also very important, and this year we have to put it into operation. Among the roads that will be put into operation this year are the Fuzuli-Hadrut highway, the Gubadli – Eyvazli village road and other roads. Including in the Kalbajar and Lachin districts, the construction of military roads will continue. In places, in territories where there have never been roads in history, roads with a length of about 700 km were laid only last year. That is, these roads are laid to the Azerbaijani-Armenian border," the head of state said.

During a working trip to the West Kazakhstan region, he told what works are planned to be carried out in the current road construction season in Aktobe, Atyrau and West Kazakhstan regions, the press service of KazAvtoZhol JSC reports.
"Criticism of residents of the western region is justified and objective. One of the main reasons for unsatisfactory roads is the lack of inert materials for construction on the ground. This issue is being worked out jointly with the authorized bodies. So, in the current road construction season, it is planned to repair more than 1,200 km of roads in the above-mentioned western regions. In addition, control over contractors has been tightened. Kazakhavtodor LLP has also been instructed to strengthen road maintenance work. Systematic care of the road, road structures should be at the level," Meyrhat Kasymbayev said.
According to KazAvtoZhol JSC, the total length of highways of republican significance in Aktobe region is 1869 km. At the same time, 67% are in good and satisfactory condition, 16% are in unsatisfactory condition.
311 km of roads have been reconstructed in this region this year. These are such sites as Aktobe – Kandyagash, Kandyagash – Makat. In addition, design and estimate documentation is being developed for two sections: Aktobe - Karabutak – Ulgaisyn and Kandyagash – Shalkar – Irgiz – gr. Kostanay region.
Also this year, sections of the roads border of the Russian Federation (to Samara) – Shymkent and Aktobe – Martuk – border of the Russian Federation (to Orenburg) will be covered by an average repair (68 km).
In Atyrau region, the total length of highways of republican significance is 1126 km. At the same time, 460 km is in good and satisfactory condition, 181 km is in unsatisfactory condition. 385 km were transferred for reconstruction. These are the sections Kandyagash – Makat and Atyrau-Astrakhan. Work is also underway to develop design and estimate documentation for the Aktobe - Atyrau section. In addition, 70 km of Makhambet-Hamit Ergaliev and Atyrau – Aktobe will be covered by medium repairs.
In the West Kazakhstan region, the length of highways of republican significance is 1,414 km. At the same time, 984 km is in good and satisfactory condition, 182 km is in unsatisfactory condition. It is planned to reconstruct the A-30 Podstepnoye – Fedorovka – border of the Russian Federation section and a PSD is being developed for the Atyrau – Uralsk section. 248 km are under major repair (Kaztalovka – Zhanibek – border of the Russian Federation and Unege – Bisen – Saykhin). The following sections are covered by the average repair: the entrance to the village of Khan Orda, Uralsk – the border of the Russian Federation (to Buzuluk) and the border of the Russian Federation (to Samara) – Shymkent.

434 km of roads from Karaganda to Kapshagai are part of the Nur-Sultan – Almaty transport corridor with a total length of 946 km. The KAD assures that the lower layer, even in case of prolonged use without a fine crushed stone-mastic coating, should easily withstand the load from a dense traffic flow. And if defects are detected, contractors will have to eliminate them at their own expense. In winter, the rough asphalt layer will be treated with a sand-salt mixture, which will not harm the coating.

Special attention was paid to the development of road service for users. Since, now the intensity of roads and roads with a high category is increasing every year.
Considering that Kazakhavtodor is one of the largest contracting organizations with almost 4,000 employees, it occupies a special place in the training of road personnel in the country. Much attention is paid to the working conditions of ordinary road workers, whose wages have been raised to 30% this year.
In accordance with the requirements of modernity and the level of consumer demands imposed on the road sector, it was decided to jointly study the issues of improving both the condition of roads and the working conditions of road workers.

The Ministry of Transport and Communications of the Kyrgyz Republic told about the ongoing and planned projects for the construction of highways in the Issyk-Kul region.
According to the press service of the ministry, since October 13, 2015, the Department of Road Management of the Ministry of Transport of the Kyrgyz Republic has been implementing a project for the reconstruction of 0-104 km of Balykchi - Tamchy – Cholpon–Ata - Korumdu.
Currently, the project "Reconstruction of the Balyk – Karakol – Balykchy highway, km 104 – 184.5" is planned to be implemented with the credit funds of the Arab Coordination Group (ACS).
The procedures for selecting a consulting company are almost completed.
According to the selection of the contractor, an invitation to participate in the prequalification was announced on February 14, 2022. Prequalification is currently underway.
It is planned to attract funds from the European Bank for Reconstruction and Development for the rehabilitation of the Balbai Baatyr village – Karakol, km 184.5 – 220 section. The feasibility study was developed in 2017 by the Kyrgyzdortransproject FDI by order of the DDH at MTASiK KR, after which it was updated in 2018.
The project was approved by the meeting of the Council of the Government of the Kyrgyz Republic on Fiscal and Investment Policy on August 28, 2020. Currently, work is underway with the donor on the financing of the project and the preparation of project documentation.
According to the Balykchy – Barskoon – Bokonbaevo project, km 0-141, we inform you that today the excavation work on the sub-stage 0-25 km has been fully completed, the construction of 27 drainage pipes has also been completed, construction work is underway on 4 drainage pipes.

The construction project of the Barskoon–Karakol highway (141-220 km) is at an early stage of consideration and approval with the donor and government agencies.
The third phase of the "Program to improve Regional Communication routes in Central Asia (PURPS CA-3)" is the Tyup– Kegen section from 39 to 76 km and the Karkyra– Turuk– Sary–Zhaz highway section from 0 to 13 km. To date, work is underway on the project to select a contractor company for construction work.

The Khokim instructed all district khokimiyats, together with all relevant organizations, to repair all major roads of the city within ten days.
"I understand that there is a lot of work, the city is not small. If necessary, organize work in the evening. I will ask the internal affairs bodies and traffic police officers to ensure convenient movement along the streets where repairs will be carried out. We will not forgive if the work is not completed within ten days," he said.
The Tashkent City Prosecutor was asked to monitor the quality of the work performed.
"Ask your employees to rest during the day and work in the evening. Let them work when there are no cars on the roads. We usually work when there are a lot of cars, when people go to work. When people go to work or come back, clean everything, clean the places. No need to close the roads during rush hour, to interfere with everyone. People will have problems at work, nerves. In Uzbekistan, cement will be used instead of asphalt in the construction of internal roads

The Head of State stressed that all three tasks included in the agenda of the meeting are aimed at exalting the honor and dignity of a person, ensuring the well-being of the people.
The condition of internal roads is one of the most disturbing problems for the population. The relevance of the issue is evidenced by the fact that 20 thousand proposals were received from citizens on this occasion on the Initiative Budget portal, which is 25 percent of the total number of appeals.
A new experiment has been launched in the Andijan region to improve the quality of internal roads. Cement-producing enterprises have organized a cluster, its forces in 31 remote mahalla have covered 23 kilometers of roads with cement-concrete mixture.
Using cement instead of asphalt saved 600 million soums ($53,000) in road construction and 350 thousand dollars in bitumen imports. Most importantly, the cluster has committed itself to maintaining the roads it has built for 10 years.
At the meeting, the task was set to build 2.3 thousand kilometers of cement-concrete roads of internal communication in the Republic of Karakalpakstan and the regions, taking into account this experience.
According to calculations, by the end of this year, domestic cement production will reach 18 million tons. This will fully meet the internal needs.
In general, to support the activities of road clusters, imported equipment for the construction of roads with cement concrete pavement will be exempt from customs duties and recycling fees for the period from May 1 to the end of the year.
In addition, this year it is planned to build 670 kilometers of pedestrian and bicycle paths in regional centers and cities. It is noted that they should also have a cement-concrete coating, special attention should be paid to the drainage system when designing them.
At a video conference on February 2, plans were determined for planting 125 million seedlings during the spring season as part of the nationwide project "Yashil Makon". The heads of the state Committees on ecology and Environmental protection, forestry and khokimiyats reported on the work done in this direction.
It is indicated that it is necessary to plant trees and poplar cuttings in each mahalla, educational institutions, along canals and roads. It is noted that the experience of uniform cultivation of fruit and ornamental trees under the age of 5 years, started in Tashkent, should be extended to other cities.
The state of laying new irrigation systems and drilling wells within the framework of the Yashil Makon project is also considered.
In accordance with the agenda of the meeting, issues of simplification of the provision and expansion of public services were discussed. Further tasks have been identified to improve the convenience of receiving such services.
In particular, from July 1 of this year, the requirement to approve an electronic signature for 38 types of public services will be canceled and will be carried out using a mobile phone. The requirements for obtaining 6 types of licenses will also be canceled. An electronic notification system for more than 8 services will be introduced for the population and entrepreneurs. The procedure for demanding 32 types of documents and certificates from the population and entrepreneurs of municipal organizations is canceled. Children from low-income families will be exempt from paying fees to participate in university entrance exams.
In general, by the end of next year, the number of services provided through public service centers will increase from the current 172 to 300, and those provided through a mobile application – from 60 to 250.
Instructions have been given for the construction of public service centers in the regions.
