A weighty argument: how to improve roads by developing a weight and size control system

Experts of the FAA "ROSDORNIA" again held an online conference on the basis of the institute for representatives of the road industry from all over the country

This time, the specialists of the scientific Institute turned to the topic of the development of the system of automatic weight and size control points (APVGC). Attention to this issue makes it possible to improve the quality of the road surface in the long term, as well as to increase its service life. The leading experts of the FAA "ROSDORNIA" in this industry considered the formation of a regulatory framework for weight and size control, requirements for the APVGC and achievements of regional projects.

He was the first to speakAlexander Konorev, Head of the design department of road clothes for the movement of heavy vehicles FAA "ROSDORNII". He devoted his speech to changes in the regulatory framework regarding the APVGC. The speaker recalled that on July 20, 2020, Russian President Vladimir Putin signed Federal Law No. 239-FZ on amendments concerning the weight and dimensional control of vehicles.

The new rules, in particular, fix the format of issuing permits for the movement of heavyweights in electronic form and establishes the concept of a weight and size control zone. The changes also concern the organization of the weight and size control points themselves: the unity of measurements, mandatory metrological requirements for them, as well as accuracy indicators.

A number of proposals for changes to the APVGC system, together with other federal road structures, are being prepared by the FAA ROSDORNII:

"Together with the Federal Service for Supervision in the Field of Transport, the Federal Road Agency, the State Company "Russian Highways", the Association "RADOR", we are preparing proposals for the text of the decree of the Government of the Russian Federation "On approval of the Rules for the carriage of goods by road." Amendments to the new Code of the Russian Federation "On Administrative Offenses" are also being developed, – Alexander Konorev listed.

For example, it is proposed to ban U-turns, overtaking, uneven traffic and stopping in the APVGC zone, in addition, new road signs are being developed signs.

Next cameIrina Rakhimova, Head of the construction department of the roadbed of the FAA "ROSDORNII". In her report, she spoke about the requirements for the placement of weight and size control points.

The speaker recalled that in the near future 387 APVGC points operating in automatic mode should be put into operation on the territory of the Russian Federation. Irina Rakhimova noted that the process of implementing these systems is time-consuming. The main problem faced by contractors is ensuring the conditions for uninterrupted and accurate operation of weighing and other sensors embedded in the road surface. It is also necessary to create such conditions for the equipment that it will work during its operational period, that is, 6-8 years. To do this, the requirements for the APVGC sections and the road surface in these zones must be formalized. This is what the FAA "ROSDORNII" is currently working on as part of the state task of the Ministry of Transport of the Russian Federation.

During the presentation, the participants of the webinar were able to study the scheme of the weight and size control point with all functional zones and requirements for each of them.

Representatives of the Scientific Institute also made proposals to limit the construction of such points on sites with difficult soil and hydrological conditions, such as high embankments or, conversely, lowlands. But the most serious requirements must be made to the road surface:

"The requirements for road clothes in the APVGC zones need a significant reassessment. Many organizations that have implemented the APVGC have already faced this, and now have problems with its operation. Preference should be given to hard road surfaces. And for non-rigid coatings, already at the design stage, it is necessary to additionally take into account such factors: the presence of a sensor fine in the upper layer, a decrease in the overall modulus of elasticity of the road in the summer, the possible appearance of temperature cracks in the structure. All this will affect the operation of sensors," Irina Rakhimova explained.

The speaker also listed a number of other requirements for road clothes in the areas of weight and size control. In particular, she indicated that the modulus of elasticity of the working layer of the roadbed should provide at least 45-60 MPa, depending on the climatic zone, or it is necessary to use asphalt concrete (and SHMA) of the 1st abrasion class in the upper layer of the coating in the APVGC zone.

Changes to the existing methodology for calculating non-rigid road surfaces were proposed, providing for the introduction of additional increasing coefficients for each criterion for calculating the structure.

It was also about the requirements for performance indicators: longitudinal evenness of the IRI, trackage, coupling properties of the coating. In addition, defects are not allowed in the APVGC zone: pits, potholes and subsidence.

The topic was continued by the chief specialist of the Project management Department of the FAA "ROSDORNII",Alexander Vilkov. The speaker told in detail how to fill out a special form for entering an object into the Etalon operational management system. This resource allows you to track the indicators of the regions and ensure timely informing of the Ministry of Transport of the Russian Federation on the implementation of APVGC in the country.
