Head of ROSDORNIA: "Our work is aimed at improving the quality of life of the population"

Stanislav Naboko – about promising projects of the Institute and plans for the future.

– Stanislav Yurievich, what are the main achievements in the industry and within the department that you would note, what would you call the main success in your field of work?

– ROSDORNII participates in the implementation of significant infrastructure projects of the transport complex for the country, national projects "Safe high-quality roads" and "Comprehensive plan for modernization and expansion of the trunk infrastructure", the state program "Development of the transport system". We actively conduct research activities, develop industry regulatory and technical documents and transport planning documents, design and diagnose roads, interchanges and bridges. The Institute is engaged in the development of information technologies in the transport sector and the introduction of advanced technologies, equipment and materials into the practice of designing and building highways.

Within the framework of the national project "Safe high-quality roads", the Institute is the main performer of the task of creating a system of advanced training for road workers farms. Thus, the developed training programs are constantly updated and advanced training courses are held for the regions, because the road industry does not stand still.

It should be noted separately that the Institute pays great attention to the development of information modeling technologies for the life cycle of highways. The information model includes the whole set of architectural and design, technological, electrical, economic and other solutions related to the object of capital construction. A change in one parameter in such a model leads to an automatic change in the dependent quantities. The introduction of information modeling technologies in Russia will significantly reduce the design time, and reduce costs at the stages of construction, operation and reconstruction. I would like to remind you that the Russian Government has set the task to switch to these technologies from next year and now we are actively working in this direction.

Also, as part of the implementation of the national project "Safe High-quality Roads", we have launched the first industry accelerator in Russia for startups that they are working on innovative technologies in the road industry. The accelerator is aimed at selecting projects that will be included in the Register of new and best technologies, materials and technological solutions for reuse. From the Register, the regions themselves can choose the innovation they need.

This contributes to the achievement of socio-economic effects associated with an increase in the consumer characteristics of road sections.

As of the first half of 2021, 362 technologies have been added to the Register, 256 design solutions have been uploaded, as well as data on 76 manufacturers and more than 513 regulatory documents.

By the end of 2021, the share of objects with the use of new technologies is projected to be more than 70%, with the planned value of at least 10%.

The road industry is quite conservative, for the introduction of innovation, it is usually necessary to develop a set of regulatory, technical and estimated standards, to obtain a lot of permits and approvals, which is often difficult for a small enterprise or startup. In fact, we act as a link between developers and a potential customer. Currently underway work on testing technologies in the regions, and in the fall the second competition for the selection of projects will be announced.

We believe that thanks to the Accelerator, it is possible to form a single centralized "window of entry" into the industry for the most technologically advanced projects.

Also, on an annual basis, a list of objects participating in the implementation of the national project "Safe Quality Roads" is formed, in respect of which the quality of road works is monitored – these works are carried out by us.

– Which area of work would you call one of the most important?

One of the most important directions for the industry is the improvement of the pricing system, including for transport infrastructure facilities, and today ROSDORNII is an advanced institute consolidating the opinion of the professional road community on its site in order to take into account the specifics of implementation and determine the estimated cost of road facilities.

This year, ROSDORNII, together with Glavgosexpertiza of Russia, with the support of the Ministry of Transport of Russia and the Ministry of Construction of Russia, developed a methodology for calculating price changes in existing contracts for construction, reconstruction, overhaul of highways and artificial structures due to a significant increase in prices for construction resources in 2021, exceeding the indicators of the forecast inflation of the Ministry of Economic Development of Russia.

– What has already been done?

Various approaches have been tested on existing contracts of large contracting organizations. Based on the results of choosing the most optimal solutions, the Ministry of Construction of the Russian Federation approved Order No. 500/pr, which amended the procedure for determining the initial price of the contract, the price of the contract concluded with the sole supplier of the initial price of a unit of goods, work, services in the procurement of urban development activities and the methodology for estimating the contract, the subject of which is the construction, reconstruction of facilities capital construction.

An action plan is being implemented to harmonize state estimated standards and industry estimated standards approved by the Ministry of Transport of Russia, by the end of the year more than 500 estimated standards for the repair and maintenance of highways will be processed into the status of state element estimated standards and federal single rates.

ROSDORNII has prepared a draft regulatory legal act for the possibility of changing the prices of contracts in 2021-2022, the subject of which is the repair of public roads.

In order to take into account the specifics of the road economy in the state monitoring of construction resources, timely supply of road construction works with material resources at average market prices, a detailed concept of the program for monitoring the provision of subjects with road construction resources and prices of construction resources, including an automated information system "Resource Map", has been developed.

Methods have been developed for determining the initial prices of contracts providing for the life cycles of highways.

Explanatory and advisory work is carried out on a regular basis for customers, contractors and professional organizations in terms of pricing methodology and estimated rationing in the road sector.

– Is it possible to say that today there are programs at the state level to increase the innovativeness of road transport design and its technological equipment?

– Of course, you can. The Ministry of Transport of Russia has started implementing a digital transformation strategy for the industry, so within the framework of the direction "Digital twins of transport infrastructure facilities" it is envisaged: the creation of 3D models of all infrastructure facilities, including highways; the use of artificial intelligence and "Big Data" in the design, construction, repair and maintenance of transport infrastructure facilities; the formation of a unified information system of accounting and work planning/costs for design, construction, repairs and maintenance; development of a regulatory framework and technological standards for digital counterparts of objects.

– Have you personally had cases when you, so to speak, saw living proof that your work is not just documents – it is what improves the quality of people's lives, changes it for the better?

– I, like you, observe the result of our activities on a daily basis. For example, when I go to work or am on a working visit in the region. Hundreds of kilometers of roads are being built and repaired, transport planning is being carried out urban agglomerations, intelligent transport systems are being introduced, and the public transport fleet is being updated. Our work is aimed at creating a modern infrastructure and improving the quality of life of the population.

– The upcoming elections are special for all civil servants. Amendments to the Constitution have significantly strengthened the role of the State Duma: deputies will determine the personal composition of the government, including the heads of federal departments. This means that the voting of civil servants should be all the more active, responsible and conscious. What, in your opinion, should be the portrait of an effective civil servant and an effective deputy?

– Today, first of all, it is necessary not only to know and understand people's problems, but also to see ways to solve them. A deputy or a civil servant is obliged, in my opinion, to be attentive to the appeals and involved in the real life of citizens. Modern technologies, including the dissemination of information, simply do not make it possible to ignore the public's request for a reaction from deputies or officials of any level. It is necessary to provide comprehensive assistance in solving the problems of voters, both general and private.

I am convinced that we will see worthy representatives capable of effectively solving state and public tasks.

– Will you go to the upcoming elections yourself?

– Absolutely.

– Why do you think it is important to take part in the vote?

– Voting is a constitutional right to express one's civic position. I am convinced that the voice of each individual is decisive. I am a responsible person with an active civic position, so I will definitely take part in the vote. And you need to support what you believe in.
