ROSDORNII and regions discussed the development of urban passenger transport

On August 23, the All-Russian seminar "Priorities of NP BCD: Roads and transport in the regions" began its work in Moscow. The first day of the event was devoted to the issues of reforming ground urban passenger transport. The organizer was the FAA "ROSDORNII" with the support of the Ministry of Transport of the Russian Federation.

The seminar participants discussed topical issues of reforming public transport in urban agglomerations and the activities of the national project "Safe High-quality Roads", which are designed to help in this work.

Ekaterina Bryazgina, Acting Deputy Director General of ROSDORNIA, delivered a welcoming speech and a report. She spoke about the development of transport planning documents for Russian regions and what place these documents occupy in passenger transport reforms. She drew attention to the fact that it was no coincidence that the regions that received the right to federal support in the rolling stock renewal event in 2020-2021 were among the leaders. All of them, to one degree or another, made independent efforts to develop public transport.

– There is no share of luck. Only hard work, only the ongoing reforms, only a progressive transport policy," Bryazgina said, commenting on the achievements of the leading regions.

Ekaterina Bryazgina stressed that the most advanced urban agglomerations, without waiting for approval from Moscow, are introducing dedicated lanes for buses and trolleybuses, introducing cashless fare payments, moving away from routes at unregulated tariffs. This and many other things are in demand today as part of the reform of passenger transport. On behalf of the Ministry of Transport of Russia, Anna Sazonova, Deputy Director of the Department of State Policy in the Field of Automobile and Urban Passenger Transport, made a report on state policy regarding the development of public transport and the federal project "Modernization of passenger Transport in urban Agglomerations".

In turn, the head of the Department of transport planning of the FAA "ROSDORNII" Vladimir Pashchenko made a report "The economy of urban electric transport in Russian realities", in which he drew attention to the fact that "the idea that transport providing a high-quality service should be self-supporting" is not well-off, and since the state is interested in shifting transport demand from individual transport to public transport, it should take on the costs of compensating the costs of transport enterprises.

Also on the first day of the seminar , the following speakers:

- Pavel Chistyakov, Managing Partner for Russia of the Center for Infrastructure Economics LLC, who spoke about the new model of public transport management and financing in urban agglomerations;

- Managing Director of the Urban Economy Development Group of the VEB Business Unit.Russian Federation Alexander Kondrashov with a report on the role of VEB.The Russian Federation in the programs of comprehensive modernization of passenger transport;

- Executive Director of LLC "Sinara-urban Transport Solutions" Yuri Ilyinsky, who revealed the details of the reform of public transport in Taganrog;

- Deputy Head of the Voronezh City Transport Department Maxim Zakharov with a report "Metrobus as the main transport of the Voronezh agglomeration", who spoke about the achievements in reforming urban transport, the introduction of dedicated lanes, paid parking, the fight against violators and launch plans metrobus;

- Denis Novokhatsky, Head of the Novokuznetsk Transport Project Office, who spoke about the implementation of transport reform in his city;

- First Deputy Chairman of the Committee of Transport and Highways of the Kursk region Alexander Vasilchenko with the report "Reform of public transport of the Kursk urban agglomeration";

- Deputy Minister of Roads and Transport of the Chelyabinsk Region Alexander Egorov with a report "Metrotram and public transport reform of the Chelyabinsk urban agglomeration";

- Sergey Kudryashov, Deputy Head of the Passenger Transport Development Department of the Federal State Budgetary Institution "ROSDORNIA", who spoke about the areas of applicability of modes of transport in the public passenger transport system of a large city;

- Deputy Head of the traffic Service of the State Unitary Enterprise "Mosgortrans" Dmitry Gruby with the report "Priority of public transport by means of the ODD";

- Alexey Ivanov, Deputy Head of the Department of Regional Transport Planning Projects of the FAA "ROSDORNII", with a report "A stop point as an entry point into the transport system".

Completed The seminar was held by Konstantin Klimov, Chief Specialist of the Passenger Transport Development Department of the Federal State Budgetary Institution "ROSDORNIA", who spoke about how the trolleybus system is developing in Russian cities in the XXI century. Also in his speech, the expert listed possible ways to develop technologies for trackless electric transport.

Recall that in April ROSDORNII hosted the All-Russian seminar "Transport planning and digitalization: synergy and efficiency", which was attended by representatives of regional executive authorities of 40 subjects of the Russian Federation. The event was dedicated to the development of ground urban passenger transport.
