The Ministry of Transport of the Russian Federation and ROSDORNIA told the regions about the importance of ITS development

On August 24, the All-Russian seminar "Priorities of NP BCD: roads and transport in the regions" ended. The second day was devoted to the prospects for the development of intelligent transport systems in Russia. The organizer was the FAA "ROSDORNII" with the support of the Ministry of Transport of the Russian Federation and the Federal Road Agency.

The participants of the seminar discussed promising projects of digitalization of the transport industry and the creation of a national network of ITS on public roads as part of the implementation of the national project "Safe Quality Roads".

The moderator and one of the main speakers was Igor Evstigneev, Head of the Department for the Introduction of Digital Technologies of ROSDORNIA. He told the participants about the creation of the federal digital platform of the national network of intelligent transport systems. In the fourth quarter, the regulation on the system will be ready and approved, followed by the development of technical documentation.

– The main purpose of the federal platform is to provide ordinary citizens, road users with the necessary information and a set of services, – said Evstigneev.

He added that the owner of the federal platform will be russian federation. The authority to use the information is planned to be assigned to the Ministry of Transport of the Russian Federation, and the operator will be ROSDORNII. All accumulated data will be unified and depersonalized.

Anton Kozlov, Deputy Director of the Department of State Policy in the Field of Road Management, and Alexey Dyachuk, Deputy Director of the Department of Digital Development, made reports on behalf of the Ministry of Transport. They told about the Ministry's plans for the digitalization of the road industry, the main objectives of the introduction of ITS, providing for the automation of traffic management processes in agglomerations and regions.

Deputy Head of the Federal State Institution "Roads of Russia" Yuri Fedyukin made a report "Evaluation of local projects of intelligent transport systems in urban agglomerations", in which he drew attention to the inattention of regions in making applications to Rosavtodor for state support. According to him, entities often provide documents that do not correspond to each other, which prevents obtaining funding for the implementation and development of ITS.

Also on the first day of the seminar , the following speakers:

– Deputy Alexander Matyushkin, Head of the Department for the Creation and Operation of Information Systems of ROSDORNIA, who spoke about the methods of evaluating projects when implementing ITS in urban agglomerations with a population of over 300 thousand people;

– Anton Svistelnikov, Chief Specialist of the ITS Methodology Department of ROSDORNIA, who presented a report on the classification of ITS urban agglomerations according to their degree of maturity;

– Mikhail Belov, Deputy Head of the Department of Intelligent Transport Systems of ROSDORNIA, who revealed the details of the appearance of the national ITS network;

– Alexey Drozhzhinov, Director of the Innovative Development Department of GLONASS JSC, with a report on approaches to navigation and telecommunications support for the use of VATS on public roads;

– Deputy Head of the Department of Information Technologies and Digitalization of ROSDORNIA Vitaly Mironyuk, who demonstrated the prospects for the use of spatial data in ITS.

The seminar ended with a round table entitled "Standardization in the field of intelligent transport systems". The parties discussed the current state of the regulatory framework and we exchanged views on updating some documents.

As Stanislav Naboko, Director General of ROSDORNIA, noted at the end of the seminar, the peculiarity of this event was to provide the regions with a platform for exchanging opinions and experiences, as well as receiving feedback at the federal level.

– The seminar that we held served as a good platform for exchanging experience and gaining new knowledge, including in the field of development and implementation of intelligent transport systems, – said Naboko. – I would like to note that Rosdornii is always ready to provide comprehensive assistance in finding the best solutions for building a modern, functional and convenient road transport system in our country.

Recall that the first day of the event was devoted to the reform of ground urban passenger transport, the introduction and development of automatic weight and dimensional control points, as well as the quality of repair work on the road network of the subjects of the Russian Federation within the framework of the national project "Safe quality Roads".
