In June 2021, the work on entering data on the reference network of highways and its current state into the database was completed at the FAA "ROSDORNIA"Control systems of road funds (SKDF). The action plan for the period up to 2024 aimed at achieving the targets of the national project "Safe High-quality Roads" has also been fixed. At the end of the three-year period, 85% of the highways of the reference network and 50% of the roads of regional significance should be brought into a normative state. ROSDORNII is responsible for updating information about the condition of the roads of the reference network and the road construction works carried out on them. Information about the activities of regional programs and projects can be fully updated by the users of the SKDF – representatives of regional government authorities.
Additions to the list of the reference network of Russia were made based on the results of meetings held by the Federal Road Agency with the subjects of the Russian Federation. As of June 15, 2021, all regions of the country took part in such events. The primary data for inclusion in the SKDF were the list of highways by the basic scenario of the support network, as well as the road works program for 2021 and the planned period until 2024 in the Leningrad Region and Kamchatka Krai.
ROSDORNIA forces have prepared data for entering into the SKDF: specification of parameters, elimination of errors with the involvement of representatives of the regions that provided the data. The system has a full list of highways according to the basic scenario of the reference network, their display on an interactive map is plotted. After that, information was added about the activities of regional programs in the Leningrad Region and Kamchatka Krai, planned within the framework of regional projects "Regional and local road Network" and programs for the development of road facilities of the subjects, work sites were mapped.
In March-April 2021, the Institute's specialists conducted a series of training webinars on working in the SKDF in terms of preparing programs and projects in the field of road management. Representatives of 83 subjects were trained. According to their requests, access to the system was granted to 2085 users in regional authorities and local self-government bodies. Methodological recommendations on the preparation of programs and projects in the SKDF with lists of planned activities, as well as regulations and instructions for working in the system in terms of maintaining programs and projects.
The reference network of highways of the Russian Federation is a connected network of highways that provides most of the automobile freight and passenger traffic. Its development and operation are carried out on the basis of a unified technical and investment policy.
The formation of the support network takes place in accordance with the instructions of the First Deputy Prime Minister Andrei Belousov and the decision of the Board of the Ministry of Transport. The customer of the works is the FKU "Roads of Russia" of the Federal Road Agency. ROSDORNII participates in the work as a subcontractor of the HSE under a state contract for the provision of consulting services for the development of a draft General Scheme for the development of highways in the Russian Federation.
