The seminar with the participation of the regions was held with the support of the FAA "ROSDORNIA"
The organizer of the seminar "Peculiarities of the development of transport planning documents for regions and regional ITS projects" was the Interregional Public Organization "Coordinating Council for Traffic Management". The conference was held in the format of an exchange of views. The event was joined by representatives of federal ministries and departments, regional officials, employees of specialized services, research and design organizations. For three days, the guests of the event participated in thematic sessions and discussion clubs.
The topic of the forum is extensive and multifaceted. The first plenary session concerned transport planning and state policy in the field of traffic management. Opened the discussionVladimir Lugovenko, Deputy Director of the Department of State Policy in the Field of Automobile and Urban Passenger Transport of the Ministry of Transport of the Russian Federation. He outlined the problems that every region is currently facing: the release of a huge amount of pollutants, a high level of traffic noise, congestion, an increase in the number of accidents. Can well-organized transport planning solve these problems? This issue became the main topic of the first report and all subsequent speeches of the session.
Moderator of the conference,Evgeny Litvin, a member of the Presidium of the Coordinating Council for Traffic Management, Director of Development of the Stroy Invest Project Corporation, developed this topic in the context of three documents: the project for the integrated development of transport infrastructure, traffic management and public transport services (PKRTI, CSODD and CSOT).
"This work is not for show, because this is our reality, when people are not satisfied with public transport, they change to individual, and there are more cars. We are starting to develop a transport network for them, it becomes more comfortable, there are even more cars! And municipal transport is just dying. Although it is much easier to allocate funds for its development, to replenish the fleet, than to invest money in the construction of more and more new roads," the moderator commented.
Then the Russian Road Research Institute joined the conversation in the person ofEkaterina Bryazgina, Director of Development of ITS FAU "ROSDORNII". She recalled that on the basis of approved transport planning documents, a rating of regions is compiled for the purpose of supporting the renewal of rolling stock, the quality of these documents affects the integral rating of applications for the introduction of ITS in agglomerations, largely based on it, the issue of federal support of subjects is being resolved.
"Until now, transport planning is carried out according to the residual principle. But it should not begin with the PKRTI, but also with the gen.plan! Sometimes, when we look through them, we are shocked at how low-quality, how formally transport planning is presented, how superficially the transport sections of the general plans are worked out. Priority is given to developers. Of course, we will have problems at the exit. But to anticipate them is in the hands of the city and regional authorities!"– Ekaterina Bryazgina urged the seminar participants to pay attention to the problem.
Ekaterina Bryazgina recommended introducing transport experts into urban planning councils. Another proposal of the Russian Road Research Institute is the development of a methodology for rapid assessment of the level of safety on the roads of Russia. This will be an analogue of EuroRAP, a European project that reduces accidents by designing roads. And the introduction of intelligent transport systems can be a great help for the implementation of this initiative, because one of the advantages of ITS is to reduce the number of accidents.
Joined the conversationYana Yanko, representative of Stroy Invest Project Corporation. She showed several videos from a number of subjects of the Russian Federation (Lipetsk region, Buryatia, Murmansk, Novosibirsk), where transport planning documents have already been developed. To do this, a team of specialists inspected almost 9 thousand kilometers of roads, examined hundreds of automobile and railway stations, as well as other transport infrastructure facilities. In addition, a general analysis of the socio-economic development of these regions was carried out, on the basis of which scenarios for the modernization of territories were compiled. Their implementation will allow us to follow two big goals: the development of tourist infrastructure and improving the comfort of life of the population. In particular, the task is to ensure that even the most remote parts of the regions are connected to each other year-round.
Each of the reports caused a lot of questions and discussions. In the evening, the session turned into a discussion club on a topical topic: "Humane guillotine: control and supervisory reform." The second day of the all-Russian seminar was devoted directly to the implementation of ITS.
The position of the Ministry of Transport on this topic was expressed byRoman Kildyushkin, Head of the Department of Road Activities of the Department of State Policy in the Field of Road Management. He indicated that the introduction of a unified ITS system with federal and regional segments is now a priority for the harmonization of traffic flow management. The official also noted that the prolongation of the project until 2030 will allow a more balanced approach to its implementation.
After the session, the participants of the seminar were waiting for a business team game "Build your own ASUDD". The discussions did not stop on the last day, the results of the event were summed up at the last session, all the conference guests received certificates. In total, about 50 people from 18 regions of the country took part in the conference.
