One of the tasks of the national project "Safe and high-quality Highways" is the renewal of public transport rolling stock in cities. It is planned that a total of 20 urban agglomerations will receive federal support within the framework of the national project. The procedure for determining its recipients was developed with the participation of the FAA "ROSDORNIA". The Institute advised regions wishing to purchase new buses, trolleybuses and trams under this program. The winners will be selected by the expert commission under the Ministry of Transport of Russia.
All 104 urban agglomerations participating in the BCAD National Project could apply for the competition. 60 agglomerations decided to take advantage of this opportunity – from a small Anadyr to a large Novosibirsk. Each participant has its own specifics and its own request. They could make an application for the purchase of gas-powered buses, trolleybuses, trams of large and (or) especially large class. All vehicles must meet the requirements of an "accessible environment" - have a 100% low floor level in the cabin.
This is one of the conditions for providing federal support. The exception is for agglomerations in which there is no infrastructure for maintenance gas-powered and electric transport. There are two such applicants: Arkhangelsk and Kyzyl agglomerations. They have applied for the purchase of buses with a diesel engine of ecological class 5 (Euro-5).
In addition, there are requirements for the operating conditions of the purchased transport. Rolling stock should operate on regular transportation routes at regulated tariffs, which belong to the so-called trunk routes. Start of work – no later than 6:00 am, end – no earlier than 23:00 daily. Traffic intervals during rush hour – no more than 10 minutes, at other times – no more than 20 minutes.
In the "Procedure for determining the subjects of the Russian Federation for the implementation of measures to upgrade the rolling stock of ground public passenger transport", a number of criteria are established to assess the effectiveness of the transport policy of the region and agglomeration. Attention is paid to the level of infrastructure development, the level of development of public transport (for example, the share of gross contracts, the percentage of transport with the possibility of cashless payment for travel, the length of dedicated lanes for route vehicles), the availability and quality of documents transport planning. Each item has its own "weight", according to the sum of the scores scored, the application is assigned a rating.
Carriers of those routes that are indicated in the applications that have received the highest rating will have the right to purchase rolling stock on preferential leasing terms. The winners will be determined by the Expert Commission under the Ministry of Transport of the Russian Federation. It is assumed that 5-6 recipients of federal support will be identified in 2020. This is due to the fact that the budget of the event is limited, as is the volume of each application submitted.
"The main thing is that our regions fully accept the vector of urban transport development, which the federal center considers correct. The criteria for selecting applications suggest what needs to be improved on public transport in order to be on the level. Applications can be submitted annually, therefore, if all the requirements are met, the urban agglomeration that did not win this year may well win in a year or two," the experts of the FAA ROSDORNIA reported.
Federal support will be provided until 2024, that is, within the implementation period of the National Project "Safe and High-quality highways".
