ROSDORNIA experts told about the criteria for evaluating urban agglomerations – candidates for the renewal of buses, trolleybuses and trams within the framework of the national project "Safe and high-quality Highways" at the exhibition "Intelligent Transport Systems of Russia".
The Ministry of Transport of Russia has sent a draft selection procedure to the regions. "We participated in the development of the document. Now it is under consideration in all regions, responses, comments, proposals of the subjects of the Russian Federation on this order will be analyzed. In accordance with it, each region that sent an application will receive its own rating. And those of them who will receive the maximum score will be able to take part in this event and receive funds," said V.S. Pashchenko, head of the Department of Transport Planning and ITS of the FAA ROSDORNIA.
We are talking about one of the tasks of the BCAD national project, which is called "Updating the rolling stock of ground public passenger transport in the 20 largest urban agglomerations (with the exception of Moscow and St. Petersburg)." Any of the 104 urban agglomerations participating in the national project can show up. In total, 20 billion rubles will be allocated – 4 each billion every year from 2020 to 2024. These are not direct subsidies, they are subsidies for part of the cost of transport. Agglomeration machines will be leased, the lessor will be the State Transport Leasing Company. GTLK will attract additional funds, for a total of 5 years – 13 billion rubles. Accordingly, this part, together with interest, will have to be paid to agglomerations-lessees.
It is worth noting that funds will be allocated for rolling stock of large and especially large class operating on main routes (from 6:00 to 23:00, intervals during peak hours – no more than 10 minutes, the rest of the time – no more than 15 minutes). Gas-powered buses and electric vehicles can become the subject of leasing. Therefore, one of the criteria is the level of development of gas–filling infrastructure/urban electric transport infrastructure (the length of networks and its increase over the past 10 years). Points are awarded for each criterion. Thus, the assessment of the level of development of passenger transport in the territory of the agglomeration has a great weight in the overall rating. The share of routes operating at regulated tariffs will be taken into account, according to the model "gross contracts", the share of cars equipped with cashless fare payment, the length of dedicated lanes and separate tram lines. And also – compliance of the transport system with the Social standard of transport services (price accessibility, pedestrian accessibility of stops, capacity standards, etc.) A separate direction is the availability and quality of transport planning documents (PKRTI, CSODD, scheduled transportation planning document). Experts will also give their assessment of the application of the urban agglomeration.
After the final procedure for the selection of the subjects of the Russian Federation is adopted by the project committee of the National Project of the BCAD, the regions will be able to send their applications. According to the instructions of the Ministry of Transport, the recipients of support should be determined by the end of the year.
