ROSDORNII will develop a new pedestrian safety standard

ROSDORNII presented the concept of the new national standard GOST R "Automobile roads and streets. Pedestrian traffic safety. General requirements". At the international forum "Transport Safety" held on July 8-9 in St. Petersburg, Irina Golovchenko, Head of the Road Safety Department of ROSDORNIA, acquainted the participants with the details of the document.

According to statistics, incidents involving pedestrians in Russia account for 26.7% of the total number of accidents. In 2020, the number of such incidents was 39927. Of these, 4,513 (25.8% of the total) resulted in the death of pedestrians. At the same time, in the period from 2016 to 2019, the number of accidents that occurred at pedestrian crossings caused by drivers increased.

The new national standard "Automobile roads and streets. Pedestrian traffic safety. General requirements" is being developed in order to improve pedestrian safety within the framework of the implementation of relevant target programs in the subjects of the Russian Federation. In particular, according to the Road Safety Strategy adopted by the government and approved by the President of the Russian Federation, by 2030 the death rate in road accidents should be reduced to zero, and the social risk by 2024 should be no more than 4 deaths per 100 thousand population.

The following measures, the implementation of which is provided for by the new standard, will contribute to the achievement of these goals:

· Application of technical means of automatic photo-video recording at ground pedestrian crossings;

· Optimization of traffic lights at regulated pedestrian crossings, including with the help of a pedestrian call sign (TVP) and automatic pedestrian detection systems.

· Reducing the speed of vehicles in areas of unregulated pedestrian crossings with the help of road signs, elevated pedestrian crossings, artificial bumps and noise lanes;

· Improving the visibility of pedestrians and unregulated pedestrian crossings, including by equipping them with additional signaling means – signal lights and LED beacons;

· Arrangement of pedestrian crossings by means of ensuring pedestrian safety – safety islands, refuges and delinators with plates, as well as limiting fences and a solid landing shrubs that exclude pedestrians from entering the roadway outside the designated places for crossing it;

· Implementation of measures to calm traffic in residential areas: arrangement of elevated and circular intersections, reduction of the number of traffic lanes or reduction of their width, organization of zigzag traffic, channeling traffic at intersections using diverters, etc.

Provisions of the new national standard GOST R "Automobile roads and streets. Pedestrian traffic safety. General requirements" open up additional opportunities for the implementation of modern methods and methods to improve pedestrian safety when planning measures to reduce accidents.
