In three months, the Institute's specialists inspected 29 facilities
From July to September 2020, specialists of the Far Eastern Branch of the Russian Road Research Institute monitored the quality of road works in eight regions: Sakhalin, Magadan and Amur Regions, Chukotka Autonomous Okrug, the Republic of Sakha (Yakutia), Khabarovsk, Kamchatka and Trans-Baikal Territory. Based on the results of the audit, preliminary conclusions and recommendations were issued. The branch plans for the IV quarter of 2020 – a selective audit of the quality of road works in the Jewish Autonomous Region, Zabaikalsky, Khabarovsk and Primorsky Krai, Sakhalin and Amur regions. Selective monitoring of the quality of road works, we recall, is carried out within the framework of the national project "Safe and high-quality highways".
The audit was carried out with the help of a road laboratory and included monitoring the readiness of asphalt concrete plants, sampling of cores from asphalt concrete coatings and samples of materials, laboratory quality control of work, monitoring the availability of certification of measuring instruments and other work.
Special attention the application of new materials and technologies was given. For example, in the Amur region, the restoration of the road surface on two sections of the highwayBlagoveshchensk – Gomelevka and on the street Voronkov in Blagoveshchensk is made using crushed stone-mastic asphalt concrete (SHCHMA-15). Due to its rigid frame structure, this type of coating ensures the transfer of load from the surface to the underlying layers through individual large particles of stone material directly in contact with each other. Tests of samples of raw materials selected at the asphalt plant, as well as cores selected from the coating, showed a positive result – compliance with GOST.

The device of the road surface on the street. The central one in the village of Chigiri (Blagoveshchensk district) is performed using a polymer-bitumen binder with improved consumer properties. In particular, an adhesive road surface is introduced into the bitumen composition the additive "AMDOR-20T", which allows to extend the service life of the asphalt concrete coating by improving the adhesion of the binder to the mineral part. At the same time, the temperature of preparation of asphalt concrete mixture decreases, its workability and frost resistance improve.
In the Magadan region, current repairsThe Kolyma highway with adjacent sidewalks was carried out using the Geoflax polymer geogrid reinforcement technology. This design solution serves to strengthen the adhesion of the coating layers, eliminates the mobility of asphalt concrete. Coating samples were taken at the facility, core tests showed that the laid mixture meets the requirements of GOST.

In the Trans-Baikal Territory on sections of highwaysDarasun is the State Border with the Mongolian People's Republic, as well as Balyaga – Yamarovka the device of layers of pavement designed according to the system of volumetric design of asphalt concrete mixtures is provided. The selection of the initial materials showed a positive result. Core sampling at these sites is scheduled for the 4th quarter of 2020.
When repairing a section of roadPetropavlovsk-Kamchatsky – Milkovo in the Kamchatka Territory (work completed) asphalt concrete mixtures designed according to the system of volumetric and functional design were used. Like the volumetric design system, it significantly extends the service life of the road. The most compact arrangement of stone material particles in the coating layer is provided, a rigid mineral "frame" is formed.
The experts noted the level of laboratories of KSCU "Kamchatupravtodor", the involved organization of LLC "Ustoy-M", equipped with modern equipment for testing inert materials, asphalt concrete samples for compliance with modern national standards. Testing of selected asphalt concrete cores in the laboratory ROSDORNII will be held in the 4th quarter.
In total, the specialists of the FAA "ROSDORNIA" checked 24 more sections of road works, in addition to those listed above. For example, in the Sakhalin region, this is a repaired section of the Gastello – Leonidovo highway, as well as Hospital and Children's streets in Yuzhno-Sakhalinsk and the entrance to the Yuzhno-Sakhalinsk airport.
In Magadan, specialists inspected the current repair of Parkovaya Street and Kolyma Highway. In Chukotka – road works on a bypass roadGM CHP and on the street Builders in Anadyr. In Yakutia – work sites on regional roadsYakutsk – Namtsy – Bulus, Nizhny – Bestyakh – Amga – Ust-May – Eldikan – Yugorenok and on the streets of Voinskaya in Yakutsk andKirov in the village of Magan.
In the Khabarovsk Territory, monitoring was carried out on the street . Radishchev's entrance to the Khabarovsk-2 railway station and Alekseevskaya St. in Khabarovsk, in the village of Michurinskoye, on Mira and Pobedy Avenues in Komsomolsk-on-Amur.

In Kamchatka, an audit of the quality of road works was carried out on Larina and Sapun Gora streets in Petropavlovsk-Kamchatsky. Roads have been inspected in Transbaikalia Darasun is the State Border with the Mongolian People's Republic, Balyaga – Yamarovka, Gaidar and Belorusskaya Streets in Chita.
According to experts of the Far Eastern branch of the FAA "ROSDORNIA", in general, according to the results of monitoring the quality of road works in the 3rd quarter, taking into account the introduction of new and advanced technologies, the Kamchatka Territory can be attributed to the leaders of the Far Eastern Federal District. As for the main "pain" point of the Far Eastern Federal District, this is the issue of developing project documentation for repairs due to a shortage of qualified personnel for road design in the Far Eastern region. Also, not in all subjects, customers are attracted by specialized organizations to carry out construction control when performing road works.
