ROSDORNII presented the digital basis for the modernization of the road industry

The Institute took part in the National Congress in Moscow.

The XV National Congress "Modernization of Russian Industry: Development Priorities" was held at the President Hotel in Moscow on November 10, 2020. The Congress was attended by Deputy Minister of Industry and Trade of the Russian Federation Vasily Osmakov, Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation Maxim Parshin, representatives of leading enterprises, organizations and corporations of the country. At the plenary session "Technological breakthrough. Industrialization 4.0" Alexey Varyatchenko, Director General of the Russian Road Research Institute, presented a publicly available information system for monitoring the formation and use of road funds at all levels (SKDF), which is the main element of the digital transformation of the road industry. Another information resource – the Register of new and best technologies, materials and technological solutions for Reuse (RNNT), created at the FAU "ROSDORNII" – will become a conductor of new technologies during the works within the framework of major repairs, repairs and maintenance of road infrastructure.

SKDF is a key element of the unified digital space of road activity, created as part of the implementation of the national project "Safe and High–quality Highways". The basis of the system is an up-to-date database of road objects, which contains complete information about public roads of federal, regional, inter-municipal and local significance. Information on the status, carried out and planned activities within the framework of major repairs, repairs and maintenance of sections of highways and artificial structures, as well as on the expenditure of road funds will be presented in the information system.

The state information system is intended for a wide range of users: starting with the owners of highways, operating, contracting and design organizations, authorities, regulatory and public organizations, ending with direct road users – motorists. Developed feedback mechanisms are provided for interaction with the latter communication, including access to the system via a mobile application.

"This approach allows not only to get the necessary information and track the movement of funds, but also to assess how effectively they are used. This contributes to an increase in the level of budget discipline, openness in the work of the industry, and the widespread introduction of public control tools," he notedAlexey Varyatchenko.

The operator of the system is ROSDORNII, the developer is the company "SOTA". The launch of the SKDF into commercial operation is scheduled for early 2021. Subsequently, its functionality will be significantly expanded: data from the digital model of highways will appear, it is planned to introduce a range of tools for intelligent planning and monitoring the quality of road activity, including the use of neural networks, digital twin technologies and the Internet of Things, modern methods of diagnostics and certification of road network objects, and much more.

Another element of the digital infrastructure of the road industry will be the Register of new and best technologies, Materials and technological solutions for repeated use. It is a database of new and best technologies, materials and technological solutions for reuse in the implementation of road activities, as well as the results of their application at specific facilities. Thanks to this, RNNT users – contractors and road construction organizations, manufacturers and suppliers of equipment and materials, designers, experts - will have the opportunity to get acquainted with the experience and results of the application of innovations, which will contribute to the introduction at the regional level of the most promising technologies that have proven their effectiveness.

Its formation and maintenance is carried out by the FAA "ROSDORNII" in accordance with the procedure approved by the project committee for the national project "Safe and high–quality Highways"," explainedVitaly Mironyuk, Deputy Director for Science of the FAA "ROSDORNII".

RNNT was created in order to ensure the fulfillment of one of the tasks of the national project – the selection and implementation of the most effective and modern technologies in the framework of major repairs, repair and maintenance of highways. To date, the Register already includes more than 750 names of materials, about 200 designs and more than 330 technologies.
