The creation of a Register of new and best technologies, materials and technological solutions for reuse is one of the tasks of the national project "Safe and High–quality Highways" (BCAD). The formation and maintenance of the database is handled by the FAA "ROSDORNII". The register will be used by the regions when planning and applying new technologies as part of the implementation of the national project. The share of contracts using modern solutions is one of the key indicators of the BCAD national project. Focusing on the mock-prototype of the Register last year, the subjects of the Russian Federation significantly exceeded it - 44.9% of state contracts providing for the use of new technologies, with a target of 10% in 2019.
Use solutions, not only specialists who perform road works within the framework of the national project will be able to participate in the Register. The database has a wide scope of application. This is a set of ready-made effective solutions for the road industry. In addition to the technical documentation and description of the solutions used, the Register contains a complete list of information necessary for their inclusion in the design and estimate documentation.
The period of test operation of the resource involves receiving feedback from representatives of the industry community. All comments and observations will form the basis of corrective measures aimed at improving the Registry.
The procedure for including technical solutions in the Register involves their comprehensive examination for compliance with industry standards. The evaluation of proposals that can be submitted in the same way and with the help of the resource is handled by the expert council of the BCC. The new technology is placed in the Register for three years, during which its practical application is monitored. At the end of this period, a detailed audit of the results of use is performed.
* Industry-wide Competence Center (BCC) for new materials and technologies for construction, repair and maintenance of highways was opened on the basis of the Russian Road Research Institute (FAA "ROSDORNII") in the summer of 2019. It is designed to create all conditions for qualitative improvement of the state of transport infrastructure by 2024.
Within 5 years, the BCC will monitor the large-scale reform of the industry, provide consulting support to the regions and methodological support for the implementation of the tasks of the national project. Among the key tasks is to achieve the targets of the national project "Safe and high—quality highways". The new functionality was introduced into the Institute 's Charter on the basis of the Order of the Minister of Transport of the Russian Federation dated 06.08.2019 .
A mobile universal laboratory for continuous non-stop diagnostics of highways and a single bank of digital data on road network objects will be created at the Institute as the technical base of the BCC project. It is also planned to equip the Center with 6 mobile laboratory posts for the design and testing of asphalt concrete mixtures, 7 universal mobile diagnostic road laboratories and 5 laser complexes. scanning. 12 regional branches of the center will operate in the subjects of the Russian Federation.
