As part of the implementation of the national project "Safe and High-quality Highways", the Industry-wide Competence Center should implement a set of measures to monitor (audit) the quality of road works. In this regard, a large-scale upgrade of the material and technical base of the testing laboratories of the FAA "ROSDORNII" is planned. The head office and branches are already equipped with modern equipment.
As part of the ongoing monitoring of the quality of road works, the Industry-wide Competence Center, among other things, must ensure that road construction materials are tested for compliance with the requirements of existing regulatory and technical documents. Taking into account the active improvement of the regulatory framework in the field of road management aimed at improving the quality and durability of highways, the Industry-wide Competence Center should be equipped with advanced samples of measuring instruments and testing equipment. Currently, the laboratory of the Industry-wide Competence Center receives equipment that allows you to simulate loads and impacts characteristic of real road operating conditions (track formation, abrasion by studded tires, fatigue strength, frost resistance).
Laboratories of the BCC FAA "ROSDORNII" will be able to conduct tests on all major types of materials used in road construction.
The first stage of updating the material and technical base of the testing laboratories concerned the Head Office, which is located in Moscow, the Voronezh and North Caucasus branches. Before the start of the 2020 construction season, it is planned to fully equip these sites with all the necessary set of measuring instruments, testing and auxiliary equipment.
The FAA "ROSDORNIA" will be able to test asphalt concrete and asphalt mixtures, crushed stone, gravel, natural and crushed sands, organic and inorganic binders, mineral powder, as well as concrete and concrete mixtures. In addition, the laboratory of the Head Institution will be able to test mastics, sealants, as well as geosynthetic and deicing materials. The Voronezh branch is also supposed to be equipped with equipment for monitoring the characteristics of road signs and markings.
All laboratories that will be updated this year will be equipped with equipment for testing asphalt concrete for compliance with the requirements of PNST 183-2019 "Public roads. Mixtures of asphalt concrete road and asphalt concrete crushed stone-mastic. Technical conditions", PNST 184-2019 "Public automobile roads. Mixtures of asphalt concrete road and asphalt concrete. Technical conditions", GOST R 58401.1-2019 "Public automobile roads. Mixtures of asphalt concrete road and asphalt concrete. The system of volumetric and functional design. Technical requirements", GOST R 58401.2-2019 "Public automobile roads. Mixtures of asphalt concrete road and asphalt concrete crushed stone-mastic. The system of volumetric and functional design. Technical requirements". The main samples of test equipment used within the framework of these standards include equipment for compacting asphalt concrete mixtures in laboratory conditions, which allows to exclude crushing of grains of large mineral aggregate (gyrator, sector sealer, Marshall sealer), equipment for determining the volumetric characteristics of asphalt concrete, equipment for conducting simulation tests (resistance to track formation, abrasion by studded tires, fatigue characteristics).
Improving the quality of asphalt concrete pavements through the use of these standards will contribute to the increase in the durability of highways and ensure high economic efficiency of projects implemented within the framework of the national project.
The equipment is already arriving. To date, more than 70% of all purchased equipment has been delivered. At the moment, acceptance, installation and commissioning are being carried out. At the next stages, it is planned to update the laboratories of a number of branches.
