The methodology of the FAA "ROSDORNIA" on the location of cameras for fixing traffic violations was discussed at the Don Transport Forum.

Oleg Kuzmin, Head of the Department of Engineering arrangement of highways of the FAA "ROSDORNII", presented a report at the round table "Photovideofixation. The frontier of control", answered the questions of the participants of the expert platform and journalists.

Oleg Kuzmin told the audience about the provisions of the "Methodology for determining the locations of technical means of automatic photo-video recording of traffic violations." Recall that the document was developed by the FAA "ROSDORNII", a subordinate institution of the Ministry of Transport of the Russian Federation, last year. The methodology was approved by the minutes of the meeting of the project committee on the national project "Safe and high-quality highways" dated 19.11.2019 No. 8.

"Taking into account the words of the President and the goals of the national project to reduce mortality from road accidents, the basic principle of the Methodology has been developed: the choice of the installation location of the means of photo-video fixation should be determined by the purpose of increasing road safety, and not ensuring the receipt of funds to the budget from the fines collected," Oleg Kuzmin said.

By the decree of the President of the Russian Federation, by 2024, the task has been set to reduce the share of highways operating in overload mode in the country, to reduce the number of places of concentration of accidents by 2 times, and the death rate as a result of an accident by 3.5 times compared to 2017.

In practice, it has been proven that it is the correct placement and timely relocation of automatic photo-video recording of traffic violations that will effectively combat accidents in places of their concentration and, in general, discipline drivers. Most of the cameras should be installed in the territories where the concentration of accidents is recorded, as well as in potentially hazardous areas (after conducting an appropriate analysis).

In addition, according to the Methodology, road signs should be placed in front of stationary complexes, introducing restrictions controlled by complexes, with a sign "Photo–video fixation", in front of mobile technical means - special information boards. In addition, it is mandatory to inform drivers by posting information on publicly available information resources about the geographical coordinates of the locations of the complexes.

Oleg Kuzmin also noted that the unity of requirements for complexes is especially important when drawing up tender documentation, because now, when purchasing, each road owner indicates his own desires for equipment. The methodology was positively evaluated by manufacturers of devices for photofixing violations who took part in the work of the expert platform.

We should add that some of the provisions of the Methodology have already been reflected in the new GOST R 52289-2019, developed by the FAA "ROSDORNII" (regarding the designation of complexes with road signs and markings). It will come into force on April 1 of this year. It was also reported that a draft law has been developed regulating the placement of photo-video recording complexes operating in automatic mode on the roads.
