The industry-wide competence center on the basis of the Institute will create conditions for qualitative improvement of the condition of highways by 2024
In the summer of 2019, an Industry-wide Competence Center for new materials and technologies for the construction, repair and maintenance of highways was opened on the basis of the Russian Road Research Institute. Within 5 years, the BCC will monitor the work on large-scale reform of the industry in order to achieve the main indicators of the national project "Safe and High-quality Highways" (BCAD).
The new functionality was introduced into the Institute 's Charter on the basis of the Order of the Minister of Transport of the Russian Federation dated 06.08.2019 .
The industry-wide competence center will unite the efforts of the state, business and the expert community to introduce the latest technologies, consolidate information on the effectiveness of materials used, develop the scientific and technological base and the system of national standards, and improve the level of professional training of specialized specialists. The BCC will become a platform for a broad dialogue between all subjects of the industry at the federal and regional levels, public, commercial, scientific and regulatory organizations.
In order to increase up to 80% of the share of new materials and technologies introduced as part of the implementation of the BCAD national project, ROSDORNII will conduct a comprehensive federal audit of the use of such technologies at facilities. The Center will form a "Register of new and best technologies, materials and technological solutions for reuse" with the involvement of all interested industry participants.
"For the effective development of the industry, consolidation of all information flows is needed – the creation of a single array of complete and reliable information about the current state of the road network. Many solutions and technologies are applied pointwise today, a narrow circle of people are aware of the results of use, knowledge exchange occurs naturally. This is normal for a scientific environment. But now there are specific tasks and certain deadlines. The system of search, testing, support for the introduction of technologies and monitoring their effectiveness in the road sector needs to be centralized. The Institute will take over the solution of these and related tasks," said Alexey Varyatchenko, General Director of the FAA "ROSDORNIA".
Another criterion for the successful implementation of the BCAD national project is the transfer by 2024 of the processes of road construction and operation to the system of life cycle contracts in the amount of at least 70% of the total number of state contracts. The system involves combining various types of road works into one contract. At the same time, the efficiency of capital expenditures is assessed based on the "life cycle cost" – the total complex cost of maintaining facilities, including the costs of their construction, operation, and repair. Such an assessment method allows us to take into account the effectiveness of innovations, with the help of which the terms of trouble-free operation are increased and the costs of subsequent repairs are reduced.
A central diagnostic laboratory and a unified digital data bank on road network facilities will be created at the Institute as the technical base of the BCC project, 20 mobile container-type laboratories, 7 diagnostic complexes and 5 laser scanning complexes will be opened. During the project implementation, at least 1.2 million measurements and studies will be required. 12 regional branches of the center will conduct work in the subjects of the Russian Federation.
