The region will be included in the list of priorities for the development of a resource-technology model in 2020
The Government of the Republic of Buryatia and the leadership of the Russian Road Research Institute (FAA "ROSDORNII") have agreed to cooperate on the construction and repair of highways, the introduction of innovations and advanced training of specialists in the road industry within the framework of the national project "Safe and High-quality Highways" (NP "BCAD"). The program of joint events was approved on July 23, 2020 at a meeting with the Chairman of the Government of the Republic of Buryatia Alexey Tsydenov with the participation of the Director General of the FAA "ROSDORNIA" Alexey Varyatchenko. Its implementation will begin in August 2020.
According to the decision taken at the meeting, ROSDORNII will submit proposals for the formation of a comprehensive strategy for the development of the regional road economy, in particular, for the construction of roads on permafrost soils, to the Ministry of Transport of the Republic within a month.
One of the key directions of the development of the industry in the Republic should be the use in road construction waste produced by local industry. In particular, in cooperation with the Ministries of Transport, Natural Resources and Investments of Buryatia, ROSDORNII will conduct research and prepare a project for the use of ash and slag materials in the construction of highways of Ulan-Ude CHP-1 and CHP-2, as well as Gusinoozerskaya GRES. Its implementation will solve the problem of waste disposal and attract additional investments to the industry.
One of the priority objects of innovation implementation within the framework of road activities carried out in the region will be the section of the automobile connecting the village of Tselinny in the Yeravninsky district of the Republic of Buryatia with the Ulan-Ude – Romanovka – Chita highway.
In parallel, the FAA "ROSDORNII" will develop a training program for specialists in the road industry of the region within the framework of the Advanced Training System implemented by the Institute. Its purpose is to acquaint a wide range of specialists with the latest technologies, the use of digital tools and databases, the methodology for the application of life cycle contracts, the structure, tasks and mechanisms for the implementation of the national project "BCAD" and its constituent federal projects.
In addition, the FAA "ROSDORNII", which performs the functions of an Industry-wide Competence Center (BCC) within the framework of the implementation of NP "BCAD", will send for approval to the Ministry of Transport of the Russian Federation a proposal to include the Republic of Buryatia in the list of priority regions for the development of a resource-technology model in 2020.
At the moment, BCC experts are already working on the construction of a number of facilities in the region. In particular, the Siberian branch of the FAA "ROSDORNII" monitors the repair of the Ulan-Ude-Zaigraevo-Kizhing-Khorinsk highway on the 112- 134 km section, the overhaul of the Mukhorshibir-Bichura-Kyakhta highway on the 9-19 km section, as well as road works on Sukhbaatar, Lenin, Yerbanov and Kommunisticheskaya streets in Ulan- Ude. So, the institute's employees have already analyzed the contract agreements, checked the project documentation, assessed the competence of the personnel of laboratory services in the field, selected samples of raw materials used by asphalt concrete plants for analysis, made a visual inspection of the sections of roads under construction and under repair.
