The system of control of road funds will make the use of public funds transparent for the industry and society
In 2019, the first stage of the unified public information System for monitoring the formation and use of road funds (SKDF) was put into operation. Its purpose is to make the movement and spending of funds in the industry transparent and accessible for control by all interested parties, including government and business structures, public organizations and even individual citizens. The system was developed by the FAA "RosdorNII" as part of the implementation of the national project "Safe and high-quality highways" (NP "BCAD"). Upon completion of all stages of work at the end of 2020, anyone will be able to access information about the status of funds and the movement of funds on a Single digital portal of the road industry without prior registration.
"SKDF is a key element of the unified digital space of road activity. It is based on a database of federal and local road facilities updated in real time, containing road work plans and information about their implementation. Based on this information the system will automatically generate analytical and statistical reports available to all categories of consumers in formats convenient for them. Mechanisms are provided for receiving feedback from users of highways and road facilities. These reviews will also be displayed by the system. Thanks to this approach, it is possible not only to track the movement of funds, but also to assess how effectively they are used," RosdorNIA explains.
Filling the system with up-to-date data on the state of the road network, the work carried out and the funds spent includes three levels:
Local (street and road network);
Regional;
Federal.
At each level, users will have access to a detailed map of highways with information about the existing transport infrastructure, the presence of accident sites and sites of repair and construction work. The system assumes the possibility of obtaining detailed information about the composition of these works, their cost, terms of implementation and efficiency, about the contracting companies and contracts concluded with them.
In addition, users will have access to the results diagnostics of the road network and data on the status and sources of the formation of road funds with details on income and expenses. It also provides access to the passport of each highway and the history of changes that have occurred with it for several years. In a special window, you can get acquainted with citizens' feedback on the condition of the road for the entire period since the start of operation of the SKDF.
Professional users will have access to the system through the "personal account" after registering on the industry portal, and will also be able to use the mobile application. Citizens can get acquainted with the information they are interested in in a publicly accessible section, the use of which does not require registration. And when registering, users of the road network will be able to leave appeals concerning the condition of roads.
The creation of the system began in January 2019 with the filling of its databases with primary information about highways and their condition. By November, the SKDF was implemented by road owners of all levels. Now there is a confirmation of information about public roads by their owners.
It is planned that by the end of June, information about 100% roads, and in the second half of the year, the subjects of the Russian Federation will begin to conduct regional road activity programs in the SKDF, which are implemented within the framework of the national project. It is assumed that public access to the system – with the ability to view information without registration – will be organized by the end of this year.
