He noted that at the present stage of public administration, such an information model of the road network object is needed, which will take into account all the parameters of the object and the stages of its life cycle. "It is expected that the introduction of BIM technologies will solve a number of problems that are peculiar to the industry: it will shorten the design time and reduce errors, ensure the relationship between specialists from different contractors, and so on," Pokatovich added.

At the same time, BIM technologies are inextricably linked with life cycle contracts that allow you to manage a project using digital technologies, said Tatiana Gorovaya, Head of the Department of Economics and Transport Development of the Analytical Center.

According to the Director of expert and analytical activities of the FAA "ROSDORNII" Ekaterina Popova, within the framework of the KZHC, a private partner carries out the design, construction and operation of the facility, and the state pays for the work. "The contract regulates not so much the creation of an object as the provision of a certain service throughout the life of the object. Therefore, it is also called a service one," the expert explained. She said that in international practice, life cycle contracts can be classified as a form of PPP, and in Russia this mechanism has not yet been developed. To integrate the LCC into the public procurement system, it is necessary to create a specialized digital platform. "The allocation of a separate procurement direction is due to the multi-stage nature and duration of the contract, which goes beyond budget planning," Popova added.

When applying the LCC, the stages of the object's life cycle, for example, design and construction, should not be separated from each other by expertise and cost estimation, the participants of the discussion explained. And it is the use of BIM technologies that will allow you to get away from such a situation. In addition, the introduction of electronic approval allows you to save up to 25% of the cost The object, said Irina Kuznetsova, Director of Research in the field of construction and Housing at the Higher School of Economics. However, the introduction of BIM and CLC in Russia requires improvement of the regulatory framework.

The conference participants also discussed digital tools to improve the efficiency of engineers in transport construction and the role of BIM and LCC in the implementation of the spatial development strategy of Russia.
