Roman Novikov spoke about the plans of the Federal Highway Agency for the modernization of federal roads in the republic. By 2024, 38 facilities with a total length of about 390 km will be built, reconstructed and repaired in Yakutia. In order to improve transport accessibility by 2024, the main transport artery of Yakutia, the A–360 Lena highway, will become completely asphalt-concrete.

Now, as part of the construction and reconstruction, federal road workers are working on the highway P-504 "Kolyma" Yakutsk–Magadan from 662 km to 692 km, on the road A-360 "Lena" Nevers-Yakutsk from 752 km to 780 km and on the P-504 "Kolyma" Yakutsk–Magadan from 1121 km to 1142 km.

In addition, specialists are reconstructing a bridge over the Amga River on the 825th km of the A-360 Lena-Nevers–Yakutsk highway, the work will be completed in 2023.

The parties also discussed the issue of building bridges across the Aldan, Vilyu and Lena, which would ensure year-round unhindered passage on the federal roads of the republic. To date, only 25% of the population of Yakutia live in a year-round transport accessibility zone, the construction of planned facilities will increase this figure to 85%.

The meeting participants also discussed the implementation of the national project "Safe High-quality roads" in the region.

This year, according to the national project, it is planned to restore more than 251 km of pavement, of which 222 km will be updated on regional and intermunicipal highways. The work will take place at 53 sites. In total, in 2022, financing in the amount of 2.54 billion rubles is provided, including federal budget funds – more than 1.94 billion rubles.

The head of Rosavtodor noted the need for strict execution of the cash plan when implementing road projects. "Most often, the problem arises in the gap between regional line ministries and services dealing with financing. Functional interaction between departments is especially important, which will ensure timely financing of facilities. The services acting as customers of regional projects should strengthen control over the progress of work so that the allocated funding is disbursed in a timely manner," Roman Novikov said.

Recall that last year the road builders of Yakutia brought 268 km of roads to a normative state, 220 km of them on regional highways. About 5.3 billion rubles were allocated for these purposes, of which 876 million rubles are federal budget funds. All these works were carried out within the framework of the national project "Safe high-quality roads".

Last year, special attention was paid to lighting roads passing near populated areas. In 2021, the total length of the outdoor lighting poles was 25.6 km, covering 10 settlements. Also, to ensure road safety, more than 2 thousand warning signs, 34 bus stops, more than 150 thousand square meters of barrier fences, 4.5 thousand signal poles were installed on the repaired sections, 162 thousand meters of markings were applied.

Issues related to road safety were also discussed at the meeting. Roman Novikov noted that the number of road accidents in Yakutia is decreasing, but at the same time the death toll is increasing. This indicates an increase in the number of serious accidents in the republic. The head of Rosavtodor asked to work out the issue of reducing accidents with the regional commission for road safety.

In order to improve road safety in the Republic of Sakha (Yakutia), 34 complexes of photovideofixation of traffic violations have been installed on federal roads, of which 9 are on the balance of the FKU Upddor "Lena" and 25 on the balance of the FKU Upddor "Vilyu".

More than 40 km of the M-5 Ural highway at the entrance to Yekaterinburg will be expanded to four lanes by the autumn of 2022.

As part of a working trip to the Ural Federal District, the head of the Federal Road Agency Roman Novikov inspected the progress of major repairs on the M-5 Ural highway at the entrance to Yekaterinburg in the Chelyabinsk region.

We are talking about a section of km 79 – km 121. With high traffic intensity ‒ up to 15 thousand cars per day ‒ the two-lane section could not cope with the flow of traffic. Now road workers are expanding the 40-kilometer section from two to four lanes. Specialists have been working since 2020, three stages have already been completed and a 31 km long section has been overhauled. This year, specialists will overhaul another 9 km.

At each stage, the work was carried out ahead of schedule. In 2020, 12 km were commissioned instead of the planned 8 km . In 2021, 19 km were commissioned instead of the planned 12.5 km. By the autumn of 2022, the overhaul of the road section will be fully completed.

"This is a very important section, because it provides transport links between the two capitals of the Urals – Chelyabinsk and Yekaterinburg. Four-lane traffic along the entire length of the M–5 Ural highway will ensure fast and safe passage," said Roman Novikov, head of Rosavtodor.

In addition, in this section, road workers carried out major repairs of the bridge over the Sinara River ahead of schedule. The artificial structure, consisting of two parts, was built in 1965. The left part was not used for many years due to its dilapidated condition, which made it difficult for cars to move and reduced the capacity of the road. With the expansion of the highway connecting Chelyabinsk and Yekaterinburg to four lanes, the need for major repairs of the bridge has increased, therefore, the Southern Ural Road Administration subordinate to Rosavtodor has included the object in the road works plan. Now the capacity in the area of the bridge over the Sinara River has increased 1.5 times – from 9 thousand to 13 thousand cars per day.

During the overhaul of the bridge, road workers paid special attention to environmental issues. Since the facility is located in a water protection zone, a system of treatment facilities has been organized here. Water from the roadway now enters them through a suspended facade tray, and then – after filtration – into the river. The bridge repair work was carried out in two shifts, which made it possible to complete the overhaul of the facility ahead of schedule – three months earlier.

Promising road projects and the results of Rosavtodor's work on the territory of the North-Western Federal District were discussed in St. Petersburg

Today, on March 3, a working meeting was held between the head of the Federal Road Agency Roman Novikov and the Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District (NWFD) Alexander Gutsan. The parties discussed the prospects for the development of the transport system of the federal highway network on the territory of the subjects of the district.

In the NWFD, road works on federal highways are carried out by specialists of three institutions subordinate to Rosavtodor: FKU Updor "Cola", FKU Updor "North-West" and FKU Updor "Kholmogory".

Last year in the Republic of Karelia, the road workers of the FCU Updor "Cola" updated more than 200 km of federal highways, 33 km of them carried out major repairs. Currently, a new section of the A-121 "Sortavala" highway is being built in the region, bypassing the villages of Manga and Novaya Manga in the Pryazhinsky district of the republic, work continues on the segment from the 271st to the 283rd km of the R-21 "Cola" highway.

In the Murmansk Region in 2021, after a two-year reconstruction, a bridge over the Tuloma River was put into operation on the territory of the Kola urban settlement. Specialists have erected an almost 200-meter 750-ton steel-reinforced concrete superstructure with a monolithic reinforced concrete slab of the roadway, placed on four concrete supports with bored piles in the bases. The construction was carried out in difficult meteorological conditions of the Arctic, taking into account which the bridge was designed and built. The total length of the reconstructed section is 413 m, the length of the ferry itself is more than 190 m. The new artificial structure is almost 20 m longer than the previous one, has two traffic lanes equipped with safety lanes of 1.5 m each and sidewalks of the same width on both sides of the carriageway.

In total, more than 33 km of federal roads in the Murmansk region were repaired and protected with layers of wear last year.

Currently, work is underway on the reconstruction of the access road to Severomorsk from the 14th to the 19th km (part of the route R-21 "Cola"). Completion of the first stage of reconstruction of the section of the entrance to Severomorsk with a length of almost 5 km is planned for 2023. As a result, a modern, comfortable and safe transport artery will appear around Murmansk.

In 2022, FCU Updor "Cola" plans to carry out repair work on 104 km of Karelian highways and 65 km of highways in the Murmansk region. Another 51 km of Karelian roads will be repaired thoroughly.

One of the key objects of construction and reconstruction in the Leningrad region remains the federal highway A-181 "Scandinavia" St. Petersburg-Vyborg-the border with Finland, subordinated to the FKU Uprdor "North–West". The work has been deployed simultaneously on three sections with a total length of 55 km – from the intersection with the Roshchino – Tsvelodubovo road to the beginning of the Vyborg bypass and is being carried out ahead of schedule. Thanks to the reconstruction, the highway from the border of St. Petersburg and the Leningrad region to the beginning of the Vyborg bypass will be expanded from two to six lanes and fully illuminated. Throughout the sections, road builders will rebuild and reconstruct 11 overpasses, 10 transport interchanges, eight aboveground pedestrian crossings, five bridges, and six cattle runs. The road is one of the most popular tourist destinations in the Leningrad region, and also leads to two seaports and the state border. The facility is included in the federal project "Development of the federal highway network" of the national project "Safe quality Roads".

In general, Rosavtodor systematically continues to work on bringing federal highways into a normative state in all subjects of the Northwestern Federal District. In addition, roads recently taken into federal ownership are being repaired. So, in 2021, FKU Upddor "North-West" commissioned 472 km of federal highways after repairs, including capital repairs, in the Leningrad, Pskov, Kaliningrad regions and St. Petersburg.

This year FKU Upddor "North-West" will repair 304 km of subordinate federal highways in St. Petersburg, Leningrad, Pskov and Kaliningrad regions.

In the Vologda and Arkhangelsk regions, on the A-123 Chekshino–Totma–Kotlas–Kuratovo highway, which was taken into federal ownership, specialists of the FKU Uprdor "Kholmogory" repaired the pavement on five sections with a total length of 36 km. Work is also continuing on the A-215 Lodeynoye Pole–Vytegra–Prokshino–Plesetsk–Brin-Navolok road recently transferred to federal ownership by the region. In the Vytegorsky district of the Vologda region, two sections with a total length of 30 km are being overhauled.

On the territory of the Vologda region, in the last road construction season of the FKU Uprdor "Kholmogory", the overhaul of the federal highway A-119 Vologda-Medvezhyegorsk on the section km 6 – km 14 from Vologda to Molochny was completed. The roadway here has been expanded to four lanes, three underground pedestrian crossings have been built. In addition, two sections of the A-119 Vologda–Medvezhyegorsk highway with a total length of 39 km were repaired and an 8-kilometer section of the M-8 Kholmogory highway from Vologda to Nadeevo was repaired.

Work is currently underway on the A-114 Vologda–Tikhvin highway at three large facilities. This is the reconstruction of the km 14 – km 35 section, as well as the overhaul of the km 85 – km 115 and km 254 – km 283 segments. The traffic intensity on the A-114 highway is more than 20 thousand vehicles/day. The reconstruction facility provides for the expansion of the roadway to four lanes with the separation of oncoming traffic, as well as the construction of two bridges and a transport interchange.

6 bridges were repaired in the Arkhangelsk region in 2021. Work is currently underway on six more structures. On the highway M-8 "Kholmogory" in the borders of the region, two sections were repaired in the Shenkursky and Kholmogorsky districts with a length of 32 km. In the Velsky district, the road surface was replaced on a 22 km long section of the highway.

At the entrance to the Arkhangelsk International Airport from the M-8 Kholmogory highway, work is underway to repair the Krasnoflotsky Bridge. The total length of the bridge crossing over the Northern Dvina is 5.5 km . The artificial structure includes a bridge over the left arm with a movable span and a bridge over the right arm. Work on the last facility was completed last year. In 2022, the overhaul of the bridge across the left arm of the Northern Dvina River started. The project provides for the replacement of the reinforced concrete slab of the first superstructure, cleaning and painting of metal spans, repair of supports, as well as replacement of the outdated lifting system of the movable superstructure.

The head of Rosavtodor noted that this year Rosavtodor will maintain high rates of road works both on highways and on artificial structures. "All the events planned for 2022 on the territory of the North-Western Federal District will be carried out," Roman Novikov assured.

At the Russian Construction Week there was a discussion of ways to develop the institute of expertise of construction projects. It is necessary, according to the head of the Glavgosexpertiza of Russia Igor Manylov, to revise the content of expert activity, emphasizing those aspects of it that are related to construction consulting and engineering, and minimizing those that are associated with the creation of barriers to investment and construction activities. The key tools for this can be the digitalization of construction expertise processes, including the widespread use of information modeling technologies (TIM), and the transition to data management.

Special attention was paid to the introduction of information modeling technologies and the formation of a unified digital environment of construction expertise. It is noted that TIM is closely connected with the information environment.

"TIM lives in an information environment like a fish lives in water. At the same time, TIM cannot be used in a partially formed environment, just as a fish cannot cover a distance without water, on land, and then swim further," Igor Manylov said.

Experts believe that in order to accelerate the transition of design and expertise to the creation and use of information models of objects, it is necessary to change the paradigm of thinking of specialists.

"TIM is not a program, but a change in the way of thinking. It is necessary to plan the training of employees and see what competencies of specialists will be needed in the next 2-3 years. The training should be practical, not theoretical. Optimality assessment is a professional engineering task, the solution of which, especially at the pre–project stage, will allow the developer and the designer to ensure the variability of approaches and choice in determining design solutions, to minimize the costs of their adjustment during the implementation of the project. The expansion of the powers of experts will lead to the transformation of construction expertise into a tool for managing the effectiveness of construction projects. The R-27 Sevastopol–Inkerman highway (up to category IB), 2 overpasses and 1 bridge will be reconstructed.

The Russian Government held a meeting on the socio-economic development of Crimea and Sevastopol. The agenda of the meeting also included road construction in the republic. It was stressed that it is necessary to complete the construction of the 8th stage of the Tavrida highway and all exits from it at an accelerated pace.

In addition, the Glavgosexpertiza of Russia and the Ministry of Transport of the Russian Federation should analyze all the design solutions of Tavrida for the use of imported components and import substitution opportunities during construction.

Stage 8 of the Tavrida highway will connect the highway under construction with the Yalta–Sevastopol highway. For this purpose, the R-27 Sevastopol–Inkerman highway (up to category IB), 2 overpasses and 1 bridge will be reconstructed. Service life extended: what new technologies are used in road repair

A new survey by the All-Russian Center for the Study of Public Opinion (VTsIOM) showed that almost half (49%) of our fellow citizens noted an improvement in the quality and accessibility of roads. Their construction and repair is being actively carried out throughout the country, including under the national project "Safe high-quality roads".

Half (52%) of the VTSIOM study participants reported an improvement in the quality of roads inside settlements over the past year, and 58% – regional highways.

In particular, in the Republic of Bashkortostan in 2022, about 70% of roads are planned to be repaired according to the national project using innovative technologies. First of all, this concerns the arrangement of layers of pavement and asphalt concrete mixtures.

"Thanks to the use of new technologies in road construction, the strength and rigidity of the new roadway increases, the inter–repair period and the service life of roads even with high traffic intensity increases," said Alexander Bulushev, Minister of Transport and Road Management of the republic.

For example, in Ufa, the capital of the republic, 16 sections of streets will be repaired this year according to the national project. And each of them will use the technology of designing asphalt concrete coatings using the Superpave method, which has proven itself better at extreme temperatures and intense transport loads. Depending on the intensity of traffic on the site and the weather, specialists select the optimal composition of asphalt concrete and crushed stone-mastic mixtures. As a result, the roads will be of higher quality and more durable.

In addition, the cold recycling method will be used for repairs on the section from Lenin Street to Karl Marx Street along Ibragimov Boulevard. Its essence consists in grinding and mixing the existing asphalt concrete coating and the layer of underlying material with the addition of binding materials.

As a result, a solid homogeneous road base is obtained, on which a new asphalt concrete pavement is laid later. The advantage of such a solution is to increase the load-bearing capacity of the road surface for the passage of large-sized vehicles and inter-repair periods.

This method is especially useful in areas remote from asphalt concrete plants. In addition, it is recognized as eco-friendly and economical.

According to this technology, the Birsky Tract, Sipaylovskaya and Parkovaya Streets, Hadiya Davletshina Boulevard were previously repaired in Ufa under the national project.


Modern software

New technologies are being introduced in the Sakhalin Region at all stages of the development of road works projects – from engineering surveys to design justification and design.

Thus, the use of professional software AutoCAD, CREDO, Robur and others allows you to solve the problems of processing geodetic survey data and designing road objects in a single information environment. We are talking about both the construction of new and reconstruction of existing highways, transport interchanges and many other transport infrastructure facilities. At the same time, the development time of optimal design solutions of any complexity is noticeably reduced.

New materials, designs and technologies are also actively used. In particular, fluorescent-based road signs are being installed in the region. They increase optical visibility in the dark and help to focus drivers' attention to signs on critical and dangerous road sections.

In addition, LEDs are used in outdoor street lighting. They have low power consumption, a high degree of protection from moisture and dust, as well as durability.

Geosynthetic materials are also widely used in road construction and repair to extend the service life of the roadbed, increase repair periods and reduce operating costs. They make it possible to shorten the construction time, increase the resistance of coatings to dynamic and static loads and minimize the risks of uneven subsidence and frost heaving of the soil.


Learning new

In the Novgorod region, road builders annually restore more than 400 km of regional roads according to the national project. One of the reasons for such high rates is the continuous learning process.

"Road works, starting from routine repairs and ending with large-scale construction of large facilities, require constant training from specialists. Technologies are developing every day. Those decisions that were considered unrealizable ten or twenty years ago can now be implemented in various ways," said Konstantin Kuranov, head of Novgorodavtodor.

So, last year, more than 50 employees of Novgorodavtodor passed training programs at various sites for advanced training and the study of new technologies. And this year this process will continue.

All the innovations studied are further discussed in the Ministry of Transport and Road Management of the region for their implementation.
