What is an intelligent transport system?

ITS is a whole complex of technologies that controls traffic flows throughout the city in a non-stop mode. This is a smart system that analyzes the situation and makes decisions to relieve the roads, make traffic safer.

It looks something like this. Sensors and sensor systems are installed on the streets: transport detectors, weather stations, video cameras, automatic weight and size control systems. They control traffic lights, information boards, "alarm buttons". Data from all subsystems and services are flocked to a single digital platform for automating traffic management.

ITS analyzes data and notifies drivers about road conditions and detour routes, allows them to regulate traffic flows, redistribute them so as to avoid traffic jams.

ITS includes solutions for a variety of scenarios: traffic jams, accidents, bad weather, busy parking lots. The program selects and implements the best solution for each situation in a fraction of a second.

Thus, the weather station automatically measures the temperature of the air and roadway, atmospheric pressure drops, precipitation, wind speed and other parameters. At the same time, it can broadcast data on the situation on the highway to roadside information boards so that drivers take them into account when making decisions. The weather station also transmits the appropriate signals to public utilities.

Transport detectors warn drivers about traffic jams, while simultaneously adjusting the traffic light operation scheme so that cars from busy directions leave on free roads.

The accident recognition system informs drivers about problems on the roads and calls emergency services faster than participants or witnesses of the accident.

"ITS automatically adjusts to the city and its residents, drivers and pedestrians, depending on weather conditions and time days. This system eliminates the human factor. At the same time, it focuses on the person. Its main task is to make life in cities as comfortable and safe as possible," said Deputy Prime Minister Marat Khusnullin.

In Arkhangelsk, ITS is being implemented on key urban highways. It has already been tested at three intersections. According to the Regional Ministry of Transport, their capacity has increased by more than 25%.

According to Rosavtodor, work on the implementation of ITS is planned until 2024. As a result, experts expect to increase the average speed of traffic flows in cities, while reducing the number of accidents, reducing fuel consumption, harmful emissions, and road surface wear. Citizens will gain a lot of time, which they are now forced to spend in traffic jams.

When will ITS appear in my city?

The national project "Safe high-quality Roads", initiated by Russian President Vladimir Putin and launched in 2019, involves the introduction of ITS in all localities where more than 300,000 people live. In 2021, these plans were already implemented in 24 regions, in 2022 - already in 42.

Thanks to According to the national project, a dozen and a half traffic control centers have been created or modernized. They are responsible for 1350 traffic flow detectors, 630 video surveillance cameras, 460 "smart" traffic lights, 115 complexes of photo-video recording of traffic violations, 70 "smart" public transport stops and about 150 weather stations.

Work on the implementation of ITS is proceeding gradually. For example, a control center was created in Arkhangelsk in 2020, road maps were digitized in 2021, sensors and video surveillance cameras were installed. In Krasnoyarsk, 481 traffic sensors have been installed, a weather monitoring system based on data from 15 automatic weather stations and a mobile monitoring complex "Iney-M" has been launched. In Udmurtia, an open regional navigation information system will be launched this year, which will control the movement of public transport.

This year, Kirov plans to modernize traffic lights, install information boards, environmental monitoring sensors and surveillance cameras at intersections.
