The III Scientific and Practical conference "Roads of Eurasia" was held in Kazan, organized with the support of the Federal Road Agency and the Ministry of Transport and Road Management of the Republic of Tatarstan. The event was devoted to the application of new regulatory and technical documentation, quality control in road construction, bitumen materials and asphalt concrete, artificial structures, pavement structures and other topical issues of road construction.
Alexander Kamenskikh, Deputy Director General of ROSDORNIA, made a report at the conference. He presented to the audience the Register of new and best technologies, materials and Technological solutions for Reuse (RNNT), told about the goals, objectives and principles of its formation, about filling the register, its use and significance for the implementation of the national project "Safe High-quality Roads" (NP BCD).
"During the implementation of the national project "Safe High-quality Roads", unprecedented scale works are being carried out on the construction, repair and reconstruction of sections of public roads of regional and local significance. The solution of these problems is impossible without the use of advanced technical solutions and proven innovations. This requires replicating the most successful forms of project management, combining the efforts of the state, the scientific community and private companies," Alexander Kamenskikh said at the beginning of his report.
As the representative of the Institute explained, the RNNT is an information resource that provides openness and accessibility of information about the material and intellectual base of the road industry, as well as support for monitoring the use of new best technologies. The main tasks of maintaining the register are:
· providing subjects of road activity with sound recommendations on the use of new and best technologies, materials and technological solutions for reuse;
· collection and consolidation of scientific and technical documentation in the field of design, construction, reconstruction, overhaul, repair and maintenance of highways and artificial structures;
· expanding the use of new and best technologies, materials and technological solutions.
For convenience and efficient use, the information in the registry is structured according to the following sections:
· technologies and materials used in the construction, repair and maintenance of highways;
· structural elements;
· manufacturers and suppliers of materials and equipment;
· regulatory, technical and methodological documents.
At the moment, the register contains detailed information on more than 360 technologies, 790 materials and 250 structures used in road construction, as well as data on the results of their use on more than 1,600 sections of road works. In 2021, the materials, technologies and structures included in the register were used as part of the implementation of the NP BCD in 81 subjects of the Russian Federation. 996 state contracts were signed with the use of new technologies and 1934 road construction projects were implemented – 62.53% of their total number (instead of the planned 10%). All this suggests that the RNNT, developed and supported by ROSDORNII, has become a popular tool and is actively used by industry entities. Alexander Kamenskikh also introduced the conference participants to the procedure for forming and maintaining the register, the rules for submitting applications for inclusion in the RNNT of information on technologies and materials, the procedure and timing of their consideration.
