A "social network" for road industry experts was created in Russia

The new platform unites the efforts of all professionals in the road construction and transport industry for extensive expert support of the national project of the BCAD, selection and implementation of the most effective and modern technologies, discussion of normative initiatives and standards, receiving prompt feedback from colleagues on practical issues.

The first meeting of the Presidium of the Expert Council of the Industry-wide Competence Center was held in Moscow, at the Ministry of Transport of the Russian Federation. The achievement of the indicators set by the national project is possible only with the use of the latest technologies in road construction. One of the key functions of the Expert Council will be the selection of innovative solutions, as well as technologies, the quality and effectiveness of which has already been tested in practice, in the Register of new and best technologies, materials and technological solutions for reuse. This is a database with a web interface with ready-made solutions for use in road construction.

The form of the Expert Council itself is also a kind of innovation. "Setting the goals of the Expert Council, coupled with a progressive method of transferring all discussions on decision–making to online mode (the main meetings will be held on electronic platforms) will allow us to unite all our large, huge number of experts in the country into a single mechanism that can become a reliable support for the development of the road economy," said the Director General of the FAA "ROSDORNII" Alexey Varyatchenko.

As explained by the director of organizational activities of the BCC Alexey Kovrov, when developing the mechanism for the work of the Expert Council, the Center decided to abandon the standard, repeatedly tested scheme of scientific and technical councils: "Which meet exclusively in person, every 2-4 months or more, work, in fact, only during the presence, and the rest of the time has a chance there is only a secretariat. In our case, an electronic forum has already been launched, optimized for work, both on a PC and on any mobile device. In the future, we plan to refine it in relation to the most common and convenient messengers."

Only the Presidium of the BCC Expert Council will meet in person, it includes representatives of the Ministry of Transport of the Russian Federation, FDA ROSAVTODOR, GC AVTODOR, FAA ROSDORNII, the State Duma, specialized universities, public organizations. The Presidium will make strategic, final decisions.

The composition of the BCC Expert Council is unlimited, in fact, it is all industry professionals who are ready to actively participate in its development. The formation is in the declarative order, the composition approves The Presidium. Now there are more than 250 participants.

One of the immediate tasks is the formation of working groups. There will be 14 of them, these are the "sections" of the forum in which issues and solutions will be discussed. Among the directions: road construction materials, road safety, technical regulation and standardization, pricing in the industry, transport planning and even roadside service.

The Expert Council should also become a platform for the centralization of proposals from professionals who will not get lost in conference materials or in the vastness of the virtual network, but will be sent to the "right address". This is a short way to convey ideas for the development of road infrastructure to decision-makers. By the way, the first proposals have already been made at the meeting of the Presidium of the Expert Council.
