The launch was announced at the conference of the FAA "ROSDORNII".

Within the framework of Transport Week 2020, an industry conference "New digital tools of civic participation in the field of road management" was held. It was attended by the Director General of the FAA "ROSDORNIA"Alexey Varyatchenko, Director of the Department of State Policy in the Field of Road Management of the Ministry of Transport of RussiaGrigory Volko v, Deputy Director of the Department of Digital Transformation of the Ministry of Transport of RussiaEvgeny Tkachenko and Vice President of the Center for Strategic ResearchTatiana Gorovaya. The head of the Center for Urban Competencies of the ANO Agency for Strategic Initiatives (ASI) connected via videoconference Tatiana Zhuravleva.

Addressing the participants of the event, Grigory Volkov stressed that the specialists face the task of maintaining the full life cycle of the highway in electronic form from the idea of the designer, construction to the moment of maintenance. "We are introducing responsibility for each owner of highways for the data that he enters and updates. Data on absolutely all roads will be available in the system. There are levels at which we will allow access to this information," he added.Already over the past year, we have included all the highways that we were able to identify in this system. The task of road owners today is only to verify this data so that in the future they can be used, developed and kept up to date."

Information about the state of the road network includes three levels: local (street and road network), regional and federal. Each of them contains a detailed map of highways, information about the state of transport infrastructure, the presence of accident and repair sites. In addition, the system gives users access to the passport of each highway, the history of changes that have occurred with it for several years, and to the results of diagnostics of the road network by mobile laboratories of ROSDORNIA.

For today Every day, the system already contains complete information about 100% of federal, 92% of regional and 54% of local roads.  It is planned to complete the work on filling the system with data by the end of 2020-beginning of 2021. After that, the SKDF will be open for public access.

According to Yevgeny Tkachenko, digitalization in the road sector is one of the key components of the digital transformation program not only at the federal, but also at the regional levels.

"SKDF is one of those projects in terms of digitalization that will help to get reliable tools for making informed decisions for the systematic development of infrastructure.  And what has already been created should be operated with reasonable cost standards. It is important that both we, as a regulator, and you, as a civil society, know what our people's money is spent on and what results it gives," he said.

All road owners are also registered in the system – representatives of local, regional and federal authorities, as well as owners of private highways. Other than that, here there are representatives of road maintenance organizations responsible for road repairs. This is necessary so that any user interested in the condition of a particular road section can ask a question about it online and get a competent answer indicating the repair time, the funds spent or necessary, and other information of interest. Today, SKDF already has about 14 thousand professional users, including more than 9 thousand road organizations from 84 subjects of the Russian Federation. All specialists using the same system will regularly improve their qualifications and update their knowledge in the field of road construction. For this purpose, a webinar system is provided, which has already started working.

"The state spends very serious funds on bringing roads into a normative state and the dynamics are really amazing. Over the past 3 years, the quality of our roads has greatly improved, and citizens see this. But nevertheless, the cross-section of statistics on the satisfaction of citizens is seriously lagging behind. We came up with the idea to form, in fact, a new mechanism for citizens' participation in road activities, in road construction," Alexey said Varyatchenko.

To implement the functions of public control in the SKDF, two applications have been implemented at once: the "My Road" application for access from a personal computer and the mobile version – the "Citizen" application, which will soon be available for download on GooglePlay and AppStore. With their help, any user, having selected a certain section of road on a virtual map, will be able to evaluate it, find out when and by whom the road was repaired, how much money was spent on it, and when the next repair is planned. And if necessary, with the help of applications, it will be possible to promptly file a complaint or a proposal and receive a mandatory response from a representative of the owner of the road or a road construction organization.

Based on the assessments of users of the portal "My Road" and the mobile application "Citizen", as well as data from road surveys by mobile laboratories, a single index of the quality of roads in Russia will be created, which will allow you to see the quality of roads in the whole country and quickly identify problem areas in order to direct maximum efforts to eliminate shortcomings.

The unified multimedia platform "My Road" will allow everyone who wants to get a specific section of the road and street network in order to monitor its condition, and pass the distance learning necessary for this with the issuance of a certificate. It will also be possible to see positive changes in the road infrastructure on the platform with the help of photo and video materials from citizens, experts, journalists and bloggers.
