Construction. Ru

Roads of the North: The Association of Concrete Roads and the Government of Udmurtia will try to increase the life cycle of highways in the republic.

Chairman of the Government of the Udmurt Republic Yaroslav Semenov, together with the Minister of Transport and Road Economy of Udmurtia Alexey Gorbachev and President of the Association of Concrete Roads Viktor Ushakov signed a memorandum of cooperation and joint work in the field of development of modern methods of construction, repair and maintenance of highways. In particular, we are talking about problematic roads in the north of Udmurtia and the possibilities of using mineral binders to strengthen soils and the use of cement concrete in structural layers of road coverings in the region to increase the life cycle of highways.

Viktor Ushakov, President of the Association of Concrete Roads, Doctor of Technical Sciences, Professor, Head of the Department "Construction and Operation of Roads" MADI stressed that the economy of any region depends on the length and condition of the road network. That is why the development of safe and high-quality roads with the use of advanced technologies, effective materials, including local materials is an important task. The national project "Safe High-quality Roads" is also aimed at solving this problem.

"Unfortunately, the state of regional and local roads in Russia is still unsatisfactory. In general, only 50% of roads in Russia are in a standard condition, so bringing the road network "to the standard" is one of the most important tasks. As domestic and world experience shows, increasing the service life and bearing capacity of road clothes, reducing operating costs is possible only through the use of mineral and complex binders, cement concrete in the structural layers of road clothes. And in recent years, a number of effective technologies have been developed both in world practice and in domestic practice," Viktor Ushakov explained.

"Today we are taking another step towards achieving the goal on the instructions given to us by the Head of the Republic Alexander Brechalov, based on our long-term work on citizens' appeals. In particular, these are those the shortcomings that we have fixed as a result of our activities to bring the roads in the north of Udmurtia into a normative state. With the memorandum, we consolidate the efforts of the Government of the Udmurt Republic and the Association of Concrete Roads in order to choose optimal constructive solutions," said Yaroslav Semenov, Chairman of the Government of the Republic of UR.

The Minister of Transport and Road Management of Udmurtia Alexey Gorbachev noted that the problem of soils is not only in the north of the republic, in this regard, the technology will be considered for use throughout the region.

The parties will join efforts in improving the regulatory and methodological framework for the use of mineral binders in road works.

Recall that the experts of the Association have already selected samples for research on the road sections of the north of Udmurtia: Balezino-Sergino, Kez-Kuliga-Karsovai, (Game-Glazov)-Krasnogorskoye and also additionally selected on sections of the Glazov-Karsovai road. The results of laboratory tests will be known in July, after that the visit of specialists will take place again, for the purpose of a more detailed analysis.

The use of modifiers based on recycled tire rubber in asphalt road concrete was discussed at an international scientific and practical seminar in Moscow

ROSAVTODOR

In the event, organized by the Association "R.O.S.ASPHALT", the deputy head of the Federal Road Agency Evgeny Nosov took part.

In his welcoming speech, the Deputy head of Rosavtodor noted the importance of the topic under consideration at the seminar.

"One of the key tasks of Russian road builders is to improve the quality and durability of asphalt concrete mixes. The rubber modifier contributes to the increase of elasticity, elasticity of the bitumen-mineral mass. Rosavtodor has been following developments and technologies in this area since 2016. To date, the Register of new and best technologies, materials and technological solutions for reuse has already included information on existing materials for modification of the entire spectrum of asphalt concrete mixtures developed in accordance with the requirements of the Technical Regulations of the Customs Union," Evgeny Nosov stressed.

The President of the Association "R.O.S.ASPHALT" Nikolay Bystrov paid special attention to the main purpose of the event - the development of a unified approach to assessing the technical and economic effect of the implementation of the considered technologies.

"We must understand that the technology of using modifiers based on recycled tire rubber is high-tech. We need to build a system to prevent the appearance of counterfeit and generally low-quality products. This is a fundamental point. We work closely with Rosavtodor, the Ministry of Industry and Trade and the Ministry of Transport of Russia. We have already done a lot together and I am sure more will be done," Nikolai Bystrov said.

Within the framework of the scientific and practical seminar, experts of the road industry of Russia, the USA and the Republic of Belarus, as well as specialists of government departments of the Russian Federation discussed the experience gained in world practice of using recycled tire rubber in road asphalt concrete, as well as prospects for the development of the tire recycling market and the state approach to the use of secondary resources in road construction.

"Warm" asphalt concrete mixes are used in the repair of roads in St. Petersburg

DORINFO

In St. Petersburg, "warm" asphalt concrete mixtures will be used during road repairs. First of all, the work will be carried out at the facilities of the national project "Safe high-quality roads". This is reported by the press service of the Committee for the Development of Transport Infrastructure of St. Petersburg.

During the production of "warm" asphalt concrete mixtures, the level of harmful emissions into the atmosphere is reduced by more than 70%. In addition, the use of such modern technology helps to reduce the negative impact on the health of workers when laying the coating.

Asphalt concrete mixtures with temperatures from 100 to 150 degrees are considered "warm". This is 20-40 degrees less than the temperature of ordinary hot asphalt concrete. By lowering the production temperature of the mixture, it is possible to obtain an environmentally friendly mixture and improve its compaction performance. It becomes more "mobile" and can be compacted at lower temperatures than hot asphalt. This property has a positive effect on the service life of the coating, taking into account climatic conditions of the North-West and allows you to repair sites in spring and autumn.

This season, the "warm" asphalt concrete mixes in St. Petersburg will primarily be used during the work under the national project of the BCD.

tass

The Unified Traffic Management Center has started work in the Stavropol Territory. The platform will allow monitoring the situation and management in online mode, the Regional Ministry of Roads and Transport told reporters on Thursday.

"A special Traffic Management Center has started working in the Stavropol Territory. The introduction of "smart" technologies is carried out within the framework of the national project "Safe high-quality roads". Now the specialists have set up the equipment. The center operates online. Its main convenience is that all incoming data is managed in one place," the message says.

Employees of the center will be able to monitor the traffic flow, inform motorists about the traffic situation using information boards. In the center will receive data from automatic weight and size control points, photo and video recording complexes of traffic violations.

"The center will consolidate data on the work of the intelligent transport system, which in 2021 began to be implemented in the city of Stavropol. Further development of the center will allow to modernize the intelligent transport system for the needs of not only the Stavropol urban agglomeration and regional roads, and in the future to expand, if necessary, to other large municipalities of the region, including the region of the Caucasian Mineral Waters," the ministry explained.

The national project "Safe and high-quality highways" has been implemented in Russia since 2019. Its goals are to reduce mortality as a result of road accidents and places of concentration of accidents, as well as to increase the share of regional highways that meet regulatory requirements by at least 50%.

Transport framework: a supporting road network is being formed in Russia

DORINFO

In 2021 , work began on the formation of a backbone network of highways in Russia, which will include federal, regional, inter-municipal and local highways.

In August last year, Deputy Prime Minister of the Russian Federation Marat Khusnullin held a meeting of the Presidium of the Government Commission for Regional Development, during which he instructed to form proposals for the development of the backbone road network for the future until 2023. "Today it is especially important to create a backbone network of the country's roads. I ask the Ministry of Transport, the Ministry of Economic Development and the Ministry of Finance, together with the regions, to form proposals for a backbone network of highways for the future until 2035," the Deputy Prime Minister said at the time.

Later, in November 2020, within the framework of the Transport Week 2020 forum in Moscow, Marat Khusnullin noted that the formation of a reference network is necessary to understand which highways have federal, regional and municipal significance, what are the construction and repair deadlines for road facilities, and also added that thanks to the road frame, all facilities they will be linked together.

Work on the creation of a support network began in 2021. According to the decision that was taken on 29 April at a meeting of the Presidium of the Government Commission for Regional Development in the Russian Federation, Rosavtodor is now actively working with the subjects of the country to form balanced road activity programs for 2021 and the planning period 2022-2024, including the reference network of highways.

Which routes will be included in the reference network?

As the correspondent of the portal "DorInfo" was told in the press service of Rosavtodor, the backbone network of highways is the framework of the national automobile and road network of the Russian Federation, which provides stable transport links between the main points of generation of transport demand, urban agglomerations, airports, sea and river ports, railway stations, border checkpoints included in the corresponding backbone networks.

"A coordinated development policy based on uniform principles is being carried out with respect to the highways of the Backbone Network, regardless of the level of ownership. The fundamental goal of forming a backbone network of highways is the spatial development of the Russian Federation and, of course, improving the quality of life of citizens," the ministry stressed the press service of the FDA.

Routes for inclusion in the backbone network are selected according to a certain system of criteria that reflect the connectivity of the territory, the importance of highways for improving the quality of life in the regions, as well as the availability of traffic generation points. In addition, their workload is taken into account: roads with a traffic intensity of more than 10 thousand cars per day are most in demand.

"At the same time, to account for the territorial unevenness of settlement, corrective lowering coefficients were applied for the subjects of the Russian Federation, calculated on the basis of the balance of the number of vehicles and the length of the road network," the press service of Rosavtodor stressed.

According to the press service of the FDA, the development plan for the backbone network includes three successive stages: basic (2021), expanded (until 2024) and progressive (until 2035).

At the basic stage, the road frame is formed from existing roads of federal and regional significance that meet the established criteria. The backbone network connects Moscow and the capitals of the constituent entities of Russia, the capitals of neighboring constituent entities of Russia between cities with a population of more than 100 thousand inhabitants, urban agglomerations - centers of economic growth, support nodes of railway, air, sea and inland waterway transport, as well as automobile checkpoints across the state border.

The length of the reference network at the basic stage will be 138 thousand km - this is 61 thousand km of federal roads and 77 thousand km of regional roads, of which 14 thousand km are planned to be taken into federal ownership.

At the expanded stage, the road network of 105 agglomerations will be additionally taken into account - these are cities with a population of over 200 thousand people. As a result, the length of the support network at the expanded stage will be 195 thousand km, where 61 thousand km of federal highways, 77 thousand km - regional and 57 thousand km - local.

The implementation of the progressive stage additionally takes into account connections with large administrative centers of municipal districts and rural settlements, tourist clusters, single-industry towns with a stable socio-economic situation (3 categories), large industrial enterprises. At this stage, the length of the support network will reach 270 thousand km.

In May-June of this year Meetings were held at the FDA during the year, where the subjects of the Russian Federation presented their three-year road activity programs, providing for the priority development and bringing into the normative transport and operational condition of highways included in the reference network of highways of the Russian Federation. The projects present on-site lists of measures for construction, reconstruction, overhaul and repair, which are planned to be implemented in the period from 2022 to 2024. The documents also indicate the cost and quantitative parameters, broken down by year and sources of financing.

The meetings were attended by the heads of institutions subordinate to Rosavtodor - FKU, specialized departments of the subjects of the Russian Federation, representatives of the Avtodor Group of Companies, the ROSDORNIA FAA, and the RADOR Association. The National Research University "Higher School of Economics" acted as a permanent consultant.

"Regional programs of road works until 2024 should contain all objects of road activity (federal, regional, local significance), which are planned to be implemented in the specified period based on the provided at the time of formation programs of road activity of the volume of financing. The unconditional achievement of the targets provided for the subject within the framework of the national project "Safe high-quality roads" should be ensured," the press service of the FDA said.

The formation and implementation of road programs by the regions for the period from 2022 to 2024 should provide access to new territories for housing construction, optimization of routes and reduction of traffic congestion, strategic development (in particular, departure from Khakassia to Kuzbass and Altai, connection of the Yakut transport hub, development of new territories) and improvement of transport accessibility of key points entrance of international transport corridors.

The press service of Rosavtodor stressed that, thanks to the formation of a backbone network of highways, citizens will receive comfortable and safe trips for work and leisure, business will reduce the time of cargo delivery with an increase in security, and in general the country will be able to fully realize the transit potential.

"Road support network projects are not a static product. The Federal Road Agency provides that the programs of the subjects will be developed and supplemented depending on the changing conditions of the economy. If there are proposals for additional roads from the subject of the Russian Federation, it is necessary to justify the need to include such roads in the reference network in accordance with the established criteria," the press service of Rosavtodor noted.

The Government considered the issues of road construction development

DORINFO

align="left"> Issues of road construction development were discussed at a meeting of the Presidium of the Government Commission for Regional Development under the leadership of Deputy Prime Minister of the Russian Federation Marat Khusnullin. This is reported by the press service of the Cabinet of Ministers.

The Deputy Chairman said that on June 16, the State Duma adopted in the third reading a bill aimed at reducing administrative barriers, and in general, all the legislative work done aimed at regulating the construction industry and increasing the flexibility of urban planning documentation will give a positive result this year. Now the Urban Planning Code provides for 32 measures for the implementation of construction. Previously, this procedure provided for more than 90 coordination procedures.

During the discussion of road construction issues, the head of the FDA, Roman Novikov, stressed that the current budget execution of the industry will exceed the figures of last year.

In addition, the Governor of the Krasnodar Territory, Veniamin Kondratiev, made a report at the meeting. He said that for the implementation of the national project "Safe high-quality roads" more than 8 billion rubles have been allocated in the region this year, of which more than half are federal funds. Thanks to such financing, it will be possible to upgrade about 150 km of roads in the Kuban.

According to the head of the region, the key to the success of the development of the road industry is confidence in contractors, which is enhanced by the conclusion of three-year contracts with them. So, in 2019 and 2020, the region prematurely completed the repair of roads according to the BCD, and today active road construction continues in the region.

Marat Khusnullin noted the successful indicators of the development of the construction industry of the region. Discussing road construction, the deputy chairman focused on laying asphalt: "We have done it better than last year, both in cash and in physical development, but I think that speed still needs to be added." Marat Khusnullin also drew special attention to the need for timely contracting of facilities for 2022 and 2023.

We should add that the day before it was reported that the Cabinet of Ministers allocated 6.9 billion rubles for the completion of road construction and accelerated construction of bridges in six regions of the country. In May, the Government instructed to allocate 100 billion rubles for accelerated the construction of roads, and in March the authorities allocated the same amount for the construction and reconstruction of capital-intensive facilities in 69 regions of the country.

Astrakhan roads are being repaired using the latest technologies

Item A

This year, more than 120 kilometers of regional highways are being repaired in the Astrakhan region thanks to the national project "Safe High-quality roads". We are talking about bringing 14 facilities located throughout the region into a regulatory state. It should be noted that among the indicators of the successful implementation of the national project, according to which the subjects are evaluated, there is not only the length of the "standard kilometers" of the urban agglomeration and the regional road network, but also an increase in the number of contracts providing for the use of innovative materials and technologies in the production of works.

The use of advanced solutions for road construction of the State Institution of JSC "Astrakhanavtodor" provides for the development of design and estimate documentation for the overhaul of facilities. The register of new and best technologies, materials and technological solutions helps designers in this. applications approved at the federal level. It already contains 789 names of materials, about 250 structures and 360 technologies that road workers can rely on when repairing objects.

According to experts, this ensures the effective use of budget funds, improving the quality of road works and increasing the service life of road structures.

When repairing the road network of the Astrakhan region, the adhesive additive in bitumen "AMDOR-10" has proven itself. It is a surfactant that provides a high degree of adhesion of road bitumen with mineral materials of various nature, including granite rubble and sand, which have increased acidic properties. The additive is injected into the bitumen immediately before the preparation of the mixture at the asphalt plant. Due to its use, the moisture resistance and frost resistance of asphalt increases, which increases the service life of the pavement, increases the productivity of the equipment of asphalt concrete plants and compacting road machines. AMDOR-10 also allows road workers to perform work at lower temperatures, which prolongs the season of road construction works for 1.5 - 2 months.

This year, the additive is already being used at several facilities of the national project - during the repair of sections of the Astrakhan-Kamyzyak, Kamyzyak-Karalat highways, access roads to the village of Tuluganovka. Last year, it was used in the repair of a / d Novourusovka - Bely Ilmen, Volgograd - Astrakhan, Seitovka - Vatazhnoye - the border of the Republic of Kazakhstan, Razdor - Caspian, entrances to the village of Yandyki and the village. Cowardly.

It should be noted that after the commissioning of the facilities, during the operation of highways, the State Control Committee of JSC "Astrakhanavtodor" conducts diagnostics, with the help of which it monitors the effectiveness of the use of innovations for increasing the repair time and improving operational characteristics.

Roads will be repaired using new technologies in Tatarstan

GTRK "Tatarstan"

In Tatarstan, new technologies have begun to be used in the construction of roads. Instead of conventional bitumen, polymers are now used in the coating. They are able to protect roads from small cracks in the future. The builders tested it in practice - they conducted tests as in European countries.

Tangible changes are not noticeable in appearance, and innovative technologies are at the core. The explanation is given by road builders, clearly demonstrating a new high-strength crushed stone-mastic asphalt concrete on polymer.

"Now polymer-binder. Polymerically more flexible, more resistant to frost, more resistant to high temperatures. And the bitumen used earlier floats in the heat, cracks in the cold," said Damir Huseynov, head of the construction site of the road enterprise "Alekseevskdorstroy".

New technologies in Tatarstan began to be used at 49 objects of the regional network. All within the framework of the national project "Safe high-quality roads".

New technologies for laying asphalt are used on new special equipment. Now road vehicles have become more spacious - up to three hundred tons and productive. In fact, you can control the machines remotely.

Before the new component appears on the roads of the city, the material is thoroughly analyzed in the laboratory. The asphalt heated to 160 degrees is first brought to the state of cereals.

Already in this asphalt mixture, the amount of bitumen is determined, and the more of them, the stronger the coating will be. And the density of the material.

"The sample goes through a cycle of freezing and thawing, and as a result of these cycles, the strength drops at some point. And by what percentage this strength has fallen, it speaks about the strength of asphalt concrete to resist frost and thawing," the laboratory experts comment.

The composition of the new asphalt now includes 80% of crushed stone, stone materials and granules of cellulose additives - they hold the coating, they contribute to the self-healing of the road surface from small cracks.

"Our testing methods have changed. Now we are conducting tests, as in European countries. We had and still have such a problem as a track. Our laboratory is acquiring equipment to combat this problem," said Rustem Gayfutdinov, Deputy Head of Laboratory Control at Glavtatdortrans.

"The target indicators of national projects are not only the repair and mileage of roads, but also the improvement of the quality of highways. This is the introduction of new materials and technologies," added Artem Chukin, Deputy Minister of Transport and Road Management of the Republic of Tatarstan.

New technologies on the roads will be actively implemented. Now all GOST standards are consolidated into a single register. This is more than three hundred advanced road technologies. This year, according to the national project "safe high-quality roads", 90 road facilities will be repaired in Tatarstan. More than half of them are using new polymers. The coating, which has already proven itself in Europe, will take root with us, experts are sure.
