The head of the Federal Service also greeted the participants on supervision in the field of transport Viktor Basargin. Evgeny Smirnov, Director of the Federal State Budgetary Institution "Rosdormonitoring" subordinate to Rosavtodor, clarified that at the moment more than 138 thousand applications have been registered in the system for issuing special permits, in general, the state service has been completed for 82% of applications. The maximum number of permits issued per day reaches three thousand.
In the course of further modernization of the system, a mobile application has been created with the carrier's personal account (now it is being registered in the Google and Apple app stores), as well as issuing a single invoice to pay for damage caused by heavy vehicles along the entire route. From January 1, 2023 all permits will be issued by Rosavtodor in the "one window" mode. Subjects and municipalities will only coordinate subordinate sites. It is assumed that the number of special permits will increase by more than 2.5 times and the annual volume of permits issued will exceed 750 thousand.
Deputy Head of the Federal Road Agency Andrey Samaryanov in his report drew attention to the fact that overloaded and oversized vehicles pose a particular threat to the safety of highways and artificial structures. Through the existing automated points located on the roads subordinated to Rosavtodor, about a sixth of the flow of cargo vehicles moves with a significant advantage (on average by 41%). The share of violations by weight parameters for a separate category of vehicles (for example, a five-axle road train) reaches 25%. The same category is the most widespread – about 70% of the total number of all violators. Transport exceeding the permitted dimensions also causes great damage. On federal roads, trucks with a raised body repeatedly hit overpasses and ground pedestrian crossings with damage to load-bearing structures.
As the participants of the meeting noted, the most common violations are the closure of state registration plates (GRZ) by drivers in front of the APVGC with foreign objects, intentional distortion of letters and/or numbers on them, detour of APVGC measuring equipment along the roadsides, oncoming lane or off–road, as well as the movement of vehicles in a "caravan" - at a minimum interval from each other, which at the same time is a threat to the safety of road users.
"An automated weight and size control system is being created not to punish unscrupulous carriers in the form of a fine, but in order to ensure the safety of highways and road safety. The consequences of unauthorized operation of excess vehicles can be different: from the track directly affecting road safety, before the catastrophic destruction of roads and bridges that can lead to to human victims," Andrey Samaryanov summed up.
The existing mechanism for detecting offenses recorded at the federal APVGC is based on the interaction of federal information systems: traffic flow monitoring and the issuance of special permits. The monitoring system automatically correlates the data coming from the APVGC with the established requirements, and also checks the availability of a special permit.
A plan for the development of the weight and size control system has already been outlined: a device on federal roads is included in the federal project "System-wide measures for the development of road facilities" as part of the national project by 2027, 387 APVGK, and by 2030 - 417 APVGK. The Federal Road Agency is working to coordinate the draft decree of the Government of the Russian Federation on the conclusion of a concession agreement in respect of ASVGC facilities with federal executive authorities (the Ministry of Transport of Russia, the Ministry of Finance of Russia and the Ministry of Economic Development of Russia).

Students of the course will be able to work out practical knowledge on the specialized software PTV Visum and PTV Vissim. After successful completion of the course program, SIMETRA will provide graduates with the opportunity to complete an internship with the prospect of further employment.

And this is the highest figure in the last few years. We have achieved it thanks to well-coordinated and productive work with both subordinate institutions and and with project teams on the ground. By the way, a significant increase in these indicators is also observed for objects performed by regions. For comparison, financial obligations were fulfilled in 2016 in the amount of 136 billion rubles, in 2020 - 254 billion. And last year – almost 301 billion rubles, and this amount amounted to 37% of all budget expenditures of the Federal Highway Agency, which is also an unprecedented achievement. This fact once again demonstrates how seriously the subjects take the funds that go to co-finance regional road programs. If we talk about 2022, then we face the task of 100% fulfillment of the cash plan for key road works by December 1."
Special attention was paid at the meeting to the following methodological aspects that should form the basis of work to achieve this target. The region has all this information since the formation of the draft of the next budget. 10 transport interchanges are being built on the M-12 Moscow - Kazan highway

At the eighth stage of the M-12 highway in Tatarstan, three interchanges are being built. At the intersection with the federal highway R-241 "Kazan - Buinsk - Ulyanovsk" and the interregional road "Kazan - Ulyanovsk - Kama Estuary", several supports were erected and spans were mounted. At the construction site of the interchange with the interregional road "Stolbyshche - Atabayevo", the foundations of the supports are arranged. In total, six interchanges will be built within Tatarstan.
According to the State-owned Company, at a number of interchanges on the M-12 Moscow - Kazan highway, only those exits that are most in demand (in the direction from Moscow to Kazan and back) will be organized. They will provide traffic-free traffic at different levels at the intersection with the existing road network and communication with settlements.
