Repair of an important road section

Reconstruction of 2 sections of the H-32, /M-1/ (Gyumri)-Kaps-Amasia-/M-1/ highway with a total length of 10 km has begun in the Shirak region of Armenia.

The repaired sections of the highway of republican significance pass through the villages of Amasia, Bandivan, Tsogamarg. Currently, earthworks are underway, side channels will be strengthened, asphalt concrete pavement installed, drainage systems built, etc.

Road safety measures will be taken throughout the repaired area. Marking will be carried out, road signs and blocks will be installed. 6 bridges will be repaired on the specified site.

Repairs will make traffic safer. The improved road will make full use of the tourist potential of the region, as well as solve many socio-economic problems of nearby settlements.

The head of the Almaty City Mobility Department, Gani Murzakhanov, spoke about the construction of three transport interchanges. "Currently, three transport interchanges are under construction. This year it is planned to open traffic for vehicles at the interchange at the intersection of Ryskulov Avenue and Emtsov Street, next year it is planned to complete the construction of interchanges of Seifullin Avenue – Zhansugurov Street, Bukhtarminskaya Street – Kulzhinsky Tract," he said during a briefing of the RSK. According to him, this year it is planned to complete construction and installation works and open traffic for vehicles on Abai Avenue, Alatau Street and Auezov Street, in 2023 it is planned to complete Saina Street (subject to timely purchase of plots).

In addition, this year works are being carried out on the construction of roads in eight microdistricts of the Alatau, Turksib and Nauryzbay districts (mkr. Already, Shanyrak - 5, Samgau, Algabas, Nurshashkan, Almerek, Kairat, Kuramys), including 415 streets with a length of 108 km. To date, the construction of roads on 132 streets with a length of 35 km has been completed.

By the end of this year, it is planned to complete the construction of 75 km of roads. Gani Murzakhanov noted that the total length of the street and road network in Almaty is 3,096 km, of which 298 km do not have a hard surface. This year, it is planned to carry out medium repairs on 212 streets with a length of 206 km, including 20 main streets of the city.

Kyrgyzstan's relations with the countries of Central Asia are extremely important, because not only economic and humanitarian ties are being built with neighbors, but also logistical links and interchanges. For example, violations of one of these elements are immediately reflected in a variety of factors. Not so long ago, President Zhaparov paid a visit to Turkmenistan, where the Discussions at the presidential level during the 3rd Consultative Meeting of the Heads of Central Asian States. In addition, the economic forum of the Central Asian countries was held there, during which the economic nuances of the region were touched upon.

The Forum hosted more than 150 delegates from Central Asian countries - representatives of government circles, heads of key ministries and departments of Turkmenistan, the Kyrgyz Republic, the Republic of Kazakhstan, the Republic of Uzbekistan and the Republic of Tajikistan.

It is reported that the work of the forum was in session, such topics as cooperation in trade, economic and investment spheres, cooperation in the energy and chemical industries, as well as in the field of transport and logistics were touched upon. Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic – Minister of Economy and Finance Akylbek Zhaparov took part from Kyrgyzstan.

In his speech, A. Zhaparov noted that the Kyrgyz Republic attaches special importance to the development of cooperation with the countries of Central Asia.

During the forum, it was said that the region can become a link between the North and the South, The West and the East, while increasing their transport and communication potential and access to seaports. It is worth noting that a similar message was made by the President of Kyrgyzstan Sadyr Zhaparov. Recall that during the consultation meeting of the heads of state, the issue of the construction of the China-Kyrgyzstan-Uzbekistan railway was raised. The alternative road project is an important link in the Central Asian section of the Eurasian Railway. This is important because the Central Asian region is already a major trade and transport interchange. According to President Zhaparov, the region may become the most important world trade hub in the future.

"For the region, the further expansion of international roads and railways, the creation of logistics centers and transport terminals is of priority importance. The development of land transportation within the region and the reduction of transportation costs will increase the competitiveness of transport corridors running through the region. Kyrgyzstan is actively developing road transport infrastructure that meets international standards and conditions. Ongoing construction of a new North-South transit highway, which will become part of the international transport artery," Sadyr Zhaparov stressed.

During the economic meeting, it was noted the need to develop new transport and logistics corridors, for example, multi-modal transportation routes - the port of Bandar Abbas (Islamic Republic of Iran (sea route)) – and further along the railway line through the Islamic Republic of Iran - the Republic of Turkmenistan - the Republic of Uzbekistan - the Kyrgyz Republic (Osh). A. Zhaparov proposed to consider the possibility of joint development and use of ports in the Caspian Sea.

In addition, it is worth noting the fact of an increase in the volume of cargo transportation among Central Asian countries at the time of the pandemic. Despite the temporary difficulties with crossing the borders, goods were delivered in greater volume, which indicates the growth of economic relations.

"The growth in freight traffic in Central Asia, which was observed in 2020 despite the restrictions caused by the pandemic, indicates significant opportunities for further expansion of international roads and railways and strengthening transport and logistics infrastructure. In this regard, the parties voiced a proposal to intensify cooperation on the development of transport corridors connecting the Central Asian states, increase the efficiency of using the transit potential of the countries of the region, as well as the harmonization and digitalization of customs clearance procedures for goods," the Ministry of Economy reports.

Such cooperation will help not only strengthen trade and economic relations between the countries of the region, but also introduce various innovations that can be applied within the countries. In addition, some of the proposed trends keep pace with the priorities that are currently being applied within countries, for example, digitalization of various processes. Following the forum, the participants exchanged ideas on further strengthening cooperation in the region.

The President signed the law on transport

President signed the law "On Transport", which will come into force in three months. According to the document, automobile, air, railway, water, electric transport, metro and transport infrastructure facilities make up the unified transport system of Uzbekistan.

State bodies and officials have no right to interfere in the economic activities of transport organizations and involve their employees in other work.

The Ministry of Transport is a specially authorized State body in this area.

The law stipulates that vehicles must have a certificate of conformity or a certificate defining the type of vehicle and be registered.

It is prohibited to import, manufacture, sell or use vehicles in Uzbekistan that do not meet safety requirements.

During transit transportation of goods at checkpoints across the state border, transit goods and documents are identified.

The competent authorities may inspect the vehicle, trunk, cargo, passengers and other persons at the train station, airport, subway and at the entrance to the bus station.

It is also prohibited to design and build objects of transport organizations in the locations of minerals, to place underground structures at their locations. In exceptional cases, the design and construction is authorized by the State Committee of Geology and Mineral Resources.

It is proposed to establish public control over the budget expenditure on road construction

The Ministry of Justice has prepared a draft decree of the President of Uzbekistan aimed at ensuring financial transparency in the field of highways.

The document plans to launch the Shaffof yo'l online platform accessible to the public and its mobile application.

All state and local programs on road construction will be collected on the platform.

"All roads that are planned to be built and repaired will be clearly reflected on the online map, i.e. the roads under repair will not be highlighted with incomprehensible numbers, such as "4K66", but are visible from this platform and a mobile phone with the names of cities and streets," the Ministry of Justice said in a statement.

All receipts to the road funds will be displayed on the "online counter" of the platform in real time.

"For example, when registering your car, you can immediately find out where the money paid to the road fund went," the Ministry of Justice noted.

Citizens, using the platform, will be able to leave photo and video messages about broken roads, as well as emergency technical problems that have arisen on the roads and hinder safe movement.

The Ministry of Justice called on the public to take an active part in the discussion of the draft document.
