The head of the Belarusian department also stressed that the Belgiprodor enterprise expresses its readiness to consider options for cooperation in the field of road construction.

"Thanks to the comprehensive cooperation of design and scientific organizations, many significant infrastructure projects of the road sector have been implemented in Belarus. Having extensive experience in the construction of cement—concrete roads, our enterprises are able to fulfill any ambitious tasks in the construction of the transport infrastructure of Tatarstan," he added.

Alexey Avramenko spoke about future plans, successes achieved, as well as possible options for bilateral cooperation in the field of road construction.

The Ministry of Industry and Infrastructure Development has identified the main problems of the construction of substandard roads and is developing new requirements for the development of design estimates, contractors and expertise. This was announced during a briefing in the Central communications service by Vice Minister Berik Kamaliev.

"Recently, there has been a lot of criticism from the head of state and on social networks about the quality of road construction. We would like to mention some aspects. This is a low quality of design and estimate documentation. When designing, the criteria of SNIPS and GOST standards are applied, which require updating. In order to improve the quality of projects, we plan to revise the design standards taking into account zoning, zoning, climatic conditions, and the depth of soil freezing. New standard solutions for the design of road coverings will be developed taking into account climatic conditions," Kamaliev said.

Another problem is poor quality control at the construction site. In particular, the low qualification of engineers of contracting organizations and technical supervision services. To solve this problem, according to the Vice Minister, it is necessary to attract qualified quality engineers and strengthen the requirements for technical supervision engineers so that "they bear the same joint responsibility as our contractors." It also raises the issue of low qualifications and equipment of road companies.

"The current rules of public procurement do not take into account the specific conditions of road construction. Therefore, we propose amendments to the procurement procedure regarding the inclusion of certain requirements: the transfer of no more than 30% to subcontract work, the availability of 70% of its own machinery and equipment so that the general contractor does all this work himself," the Vice Minister stressed.

The Ministry has developed a comprehensive plan to improve the quality of highways, which provides for increasing the requirements for technical supervision services, revision of regulatory requirements for design and quality control. One of the measures to improve the quality of roads is the conclusion of a single contract with the RSE "National Center for Quality of Road Assets" to control the quality of work not only of the republican network, but also of the local and street-road network. For this purpose, the draft budget for 2022 provides 2.5 billion tenge.
