The repair of the Baku-Guba-Russian border road section continues

The second stage of repair work continues on the 14-kilometer section of the Baku-Guba-Russian border highway (from the 16th to the 30th kilometer).

As the State Agency of Highways of Azerbaijan informed Trend on Monday, during the work, the top layer of the road surface that has become unusable is removed, its deformed sections are leveled. Then a new asphalt concrete pavement is laid on the road section.

Asphalt laying works are underway on the section of the highway passing through the village of Jeyranbatan.

Work has already been completed on the four-kilometer stretch.

Also, the replacement of iron road bumpers with reinforced concrete ones is being carried out.

The most important task facing Azerbaijan now is the creation of road infrastructure.

During each trip of President Ilham Aliyev, the foundation of a strategically important object is laid, whether it is a highway or an airport. For example, on January 14 of this year, the head of state laid the foundations of the Fuzuli-Shusha road on the 27th kilometer of the Akhmedbeyli-Fuzuli-Shusha highway, as well as the airport in the Fuzuli district.

The Fuzuli-Shusha road project includes the construction of bridges and tunnels. That is, instead of bypass roads in areas with difficult terrain, the construction of bridges and tunnels is provided. The new road will be connected to the Fuzuli airport, and it is planned to lay a new road from it also to Isa Bulagi.

In this context, we can also mention the Goradiz-Agbend railway line, the foundation of which was laid by the head of state on February 14. The strategic importance of this railway line with a length of 100 kilometers is extremely great, since this transport infrastructure will play an important role in ensuring the travel of Azerbaijani citizens to the liberated lands, and most importantly, will make a great contribution to the creation of a direct railway transport link between the main part of Azerbaijan and the Nakhchivan Autonomous Republic.

In addition, the foundations of the Fuzuli-Hadrut, Zangilan-Goradiz, and Barda-Aghdam highways have already been laid in Karabakh. A new alternative highway is being built to bypass the city of Lachin. Its length will be about 80 kilometers.

During the familiarization of President Ilham Aliyev on August 29 with the final works on the Ahmadbeyli-Fuzuli-Shusha Victory Road, it was noted that the construction of the Victory Road is being completed. The length of the two-three-lane road is 101 kilometers. Asphalt concrete pavement has already been laid on a 92-kilometer stretch of road. Work continues on other sites. Bridges and underpasses have been built on the road.

Taking into account the Karabakh development plan, the Victory Road is being built in accordance with the second technical category. It starts from the Hajigabul-Minjivan-Zangezur highway, stretching to the pearl of Karabakh - the city of Shusha. According to the project, the construction of four automobile bridges has been completed along the road under construction. Bridges with a length of 45, 80 and 90 meters were built on 26.9, 37.2, 37.5 and 57.3 kilometers of road. This ensures comfortable movement along this highway.

On August 30 , at the official opening of the Vagif Poetry Days in Shusha , President Ilham Aliyev said: "The restoration of the city of Shusha began on January 14, and a lot of work has been done in a short time. First of all, a road has been laid. On January 14, we saw the state of the Victory Road, along which you have just arrived. We arrived from Fuzuli in about 2.5-3 hours. It was frosty, snowy weather, there was no road, there was a path buried in mud, covered with ice. And now an asphalt road has already been built, and this is the Victory Road. A trunk road is also being laid. A trunk road is being built from the city of Fuzuli, including tunnels, this will be a shorter way."

We should also note that these days the State Agency of Highways of Azerbaijan presented a map of roads under construction in Karabakh and Eastern Zangezur. It shows ten major highways currently under construction with a total length of 665.4 kilometers. In addition, the map shows the highways planned for construction, the length of which is not specified.

According to the information, at present, along with the 101 km long Victory Road, the construction of roads Akhmedbeyli-Fuzuli-Shusha (81.6 km), Toganaly-Kalbajar-Istisu (80.7 km), Kalbajar-Lachin (72.3 km), Akhmedbeyli-Goradiz-Minjivan-Agbend (123.8 km) continues.

On the highway of international importance East-West, another section of the road is ready for operation.

A two-kilometer section of the East-West expressway on the Rikot Pass will be opened in September, Minister of Regional Development and Infrastructure Irakli Karseladze said.

Karseladze, together with Prime Minister Irakli Garibashvili, inspected the construction work on the Ubisa-Shorapani section.

"The main works on the Rikot Pass will be completed in 2022. Already in September of this year, the first two-kilometer section of the road, with three tunnels and six bridges, will be put into operation," Karseladze said.

Construction work is currently underway on the Ubisa-Shorapani section, where a 13-kilometer road, 27 bridges and 18 tunnels are being built. Also, work is underway on the Chumateleti-Khevi segment with a length of 11.7 kilometers and Khevi-Ubisa with a length of 12.2 kilometers.

In total, 71 bridges and 39 tunnels are being built in parallel. The construction of eight tunnels has been completed.

In general, it is planned to build a modern road of 51.6 kilometers on the Rikot Pass, which will include 96 bridges and 53 tunnels.

The construction of the main sections of the road on the pass is planned to be completed by 2022, and put into full operation by 2024.

The new road will meet all road safety standards. The cost of the project is about $ 1 billion.

As a result, if today it takes 8 hours to travel from the Red Bridge (the border with Azerbaijan) to Sarpi (the border with Turkey from Adjara), then after the completion of the highway construction, the travel time will be reduced to 4-4.5 hours.

The road through the Rikot Pass is part of the East-West highway, or the European Transit Road E-60. It is the second largest European transit corridor, which begins in Brest (France) and ends in Irkeshtam (Kyrgyzstan). In Georgia, the E-60 begins at the border with Azerbaijan and ends on the Black Sea coast near the port of Poti. On the territory of Georgia, the length of the corridor is 392 kilometers.

The Kazakhstan Road Research Institute, together with the National Center for Quality of Road Assets, continues to work on the study of changes in the properties of materials in the layers of the pavement and the roadbed. Today, scientists are analyzing six sections of roads of republican significance, kazlenta reports.kz with reference to the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Studies are carried out to determine changes in strength, grain composition, density of layers of pavement as a result of transport loads, depending on the intensity and composition of traffic, as well as climatic and soil-hydrological conditions. This allows you to study the operational characteristics of the roadway, check for compliance with regulatory requirements and compare with the initial data of contractors during construction.

Today, scientists are working in five regions of the country on the sections of roads "Aktobe-Atyrau", "Petropavlovsk-gr. RF", "South-western bypass of Nur-Sultan", "Kalbatau-Maykapshagai", "Kostanay-Auliekol-Surgan" and "Kostanay- gr. RF to Yekaterinburg".

Based on the data obtained, it is planned to develop a departmental regulatory and technical document, which will provide recommendations for predicting the service life of the pavement, depending on the materials used, traffic intensity and climatic conditions. This will increase the efficiency of the use of funds allocated for the maintenance of highways.

The Ministry of Digital Development announced the installation of multidimensional cameras for face recognition within the framework of the Safe City project.

It is reported that in Bishkek, Osh and Tokmok, work on the installation of supports and hardware and software complexes (APC) has been completed. In Bishkek, they are installed at 16 intersections, in Osh — at 11, in Tokmok — at six and at one intersection in Kant.

Three cameras will be installed on the L-shaped supports — fixing traffic violations, photographing the flow of cars and an overview.

The first modern high-precision digital camera will determine the trajectory of a car with the slightest violation, whether it is a stop line, overtaking in the oncoming lane, speeding or driving through a traffic light forbidding signal.

The second will record the flow of vehicles. He is able not only to fix the speed, but also to take the license plates of cars, run them through databases, identifying violators, the ministry said. The camera "inspects" all cars, captures those that are out of the general flow, determines the speed of movement. The processed information is transmitted to the automated information system "Safe City".

The camera of fixation for violation of improper parking (overview) records information about violation of parking rules in areas where it is prohibited, processes and transmits the recorded information to the system.

A multidimensional camera will be installed on an additional support. It captures the flow of people, recognizes faces and identifies unattended items.

The Safe City project should cover Bishkek, Osh, all regions, 15 cities of regional significance and 73 other settlements. The second stage is scheduled to be completed on March 10, 2022. Within its framework, 306 points will be covered — 266 stationary and 40 mobile.

As part of the first stage of the project, implemented in 2019, 110 hardware and software complexes were installed: 42 in Bishkek, 48 and 20 mobile agricultural complexes on the highways of the Chui region.

Russian political scientist, researcher at the Institute of Economics of the Russian Academy of Sciences Alexander Karavaev told Trend about this.

According to him, it is necessary to take into account that for Uzbekistan, within the framework of strategic programs approved by its president for the development of the economy, this development is aimed at increasing exports in the northwest direction: to the markets of Russia and Europe.

"The trans-Caspian highways, which include ferry service between Turkmenbashi and Baku, are very important here. Uzbekistan is already using this transport route. However, within the framework of the agreement under discussion between the heads of Turkmenistan and Uzbekistan, he will receive a new impetus for Uzbekistan's ties with Iran," Karavayev said.

In his opinion, economic relations between Uzbekistan and Russia will be built within the framework of railway communication.

"Uzbekistan can connect to the North-South transport corridor through the existing railway from Iran through Turkmenistan and Kazakhstan to Russia. This will allow Uzbekistan to provide access to the Caspian and Iranian ports," Karavayev said.

In addition, he noted that the development of the transport infrastructure of these countries discussed by the heads of Turkmenistan and Uzbekistan is aimed at building large trans-Eurasian lines.

"The development of such a line, on the one hand, is part of Eurasia, and on the other – the hub of the Caspian region, connecting its countries with European markets, in the south – with India, in the east – with China and in the north – with Russia.

These interconnected industrial and economic zones of Eurasia have transport communication channels that require further development.

The agreement between Uzbekistan and Turkmenistan is part of the logic of trans-regional development of communications to connect these zones. Accordingly, elements are indicated here that are connected both with the North-South transport corridor of the ITC and with routes that are linked within the framework of the Chinese initiative "One Belt, One Road," he said.

Karavayev stressed that the interests of Uzbekistan and Turkmenistan along the North-South corridor are connected with access to the markets of Iran and India.

"India considers the eastern branch of the North-South MTK as the most important route for itself to enter the markets of Central Asia. Railway and automobile communication between Iran and Turkmenistan is of more paramount importance for (India) than communication directed north through Azerbaijan to Russia," the political scientist said.

In addition, Karavayev said that it is the western branch of the North-South MTK through the territory of Azerbaijan and Iran that is more important for Russia.

"India is not against entering the European market through the ITC, but it still focuses on developing communications with the Central Asian region to sell its textile products, as well as obtaining a raw material base in Afghanistan (mining resources) and Turkmenistan (energy and hydrocarbon resources)," he said.
