Azerbaijan

Construction of the Toganaly-Kelbajar-Istisu highway has begun

In accordance with the instructions of the President of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev, the State Agency of Highways of the country is carrying out large-scale construction work to restore the road infrastructure.

One of the above projects is the Toganaly-Kelbajar-Istisu highway. Currently, construction work is already underway here.

The design length of this road connecting the Kelbajar and Goygol districts is 80.7 km. In accordance with the instruction of the Head of state, taking into account the development plan of Karabakh, it is being built according to the first and second technical levels and will consist of 2-4 traffic lanes.

Given the fact that the road passes through a difficult mountainous and rocky terrain, the main part of it will correspond to the second technical level (consist of two lanes), and on the ascents - along another lane. In areas with tunnels and the bridges are planned to have 4-lane traffic in accordance with the first technical level.

It should be noted that the highway will pass through the village of Toganaly in the Goygol district.

After the Murovdag ridge, it is also planned to build two automobile tunnels with a length of 2,830 and 460 meters, respectively.

As part of the project, three tunnels will be built with a total length of 15 km. They will be 12 meters wide with two lanes in one direction.

The Ministry of Transport and Communications of the Kyrgyz Republic reported on the progress of the project to improve the CAREC corridor 3 Bishkek Osh Highway, Phase 4, 52.5 km long (8.5 km – 61 km), Bishkek- Kara-Balta section.

The reconstructed highway passes through the most densely populated areas of the Chui region. The construction project starts from the outskirts of Bishkek and ends with the beginning of the city of Kara-Balta, reaching a length of 52.1 km. Traffic intensity on the motorway reaches 40,000 vehicles per day.

The project will improve national and regional connectivity by reconstructing and rehabilitating approximately 52.1 kilometers of the most important section of the Bishkek-Kara-Balta road, and will provide for road safety measures such as road signs, road markings, street lighting, parking lots, bus stops, parapets and sidewalks. The main goal of the project is to reduce transport and operating costs and travel time for domestic and regional traffic flow. This will facilitate national and regional trade, as well as improve access of rural settlements to markets, medical and educational institutions.

Length: 52.5 km (sections 45.1 km and 7.4 km)

Consultant: Temelsu International Engineering (Turkey)

Contractor: China Railway No. 5 (China)

To date, construction work and maintenance on the Bishkek-Kara-Balta highway section, 52.5 km long (from 8.5 km to 61 km) is carried out by the contract company China Railway No. 5, implementing a Project to improve the corridor CAREC 3 Bishkek-Osh Highway, Phase 4.

Work on the section of km 15.9 – 61, with a length of 45.1 km, was started in 2017 and has been completed by 72 to date%;

Work on the 8.5 – 15.9 km section, with a length of 7.4 km, was started in 2021, after signing an addendum to the contract with the current contractor, and to date the work has been completed for 2%;

Work on laying the lower layer of asphalt concrete pavement is carried out at the site in the village of Sokuluk (km 24-30), as well as at the site of Kirkomstrom (km 8.5 – 9.02). Work is also being carried out on laying the top layer of asphalt concrete pavement, in various areas where the bottom layer has already been laid.

The total laying of asphalt concrete pavement on the site is 45.1 km:

- Lower layer of asphalt concrete pavement – completed 42.6 km;

- Top layer – completed 31.9 km;

The total laying of asphalt concrete pavement on the site is 7.4 km:

- The lower layer of asphalt concrete pavement – completed about 600 meters;

The plan for 2021:

- The work on laying the entire asphalt concrete pavement on the 45.1 km section is scheduled to be completed in November 2021;

- It is planned to cover a section of 7.4 km continue laying asphalt concrete pavement and finish laying 2 km of asphalt concrete pavement;

Technical parameters of the planned highway - this section is designed according to the standards of the I-b-technical category (main streets of citywide significance), with the following geometric indicators:
- number of traffic lanes – 4 and 6;

- estimated axle load – 11.5 tons.

A two–layer asphalt concrete coating with a thickness of 14 cm, an upper layer – 5 cm, a lower layer - 9 cm and an organomineral layer with a thickness of 9 cm will be laid throughout the project area. In addition, the project provides for the repair of bridges – 7 pcs., small artificial structures – 671 pcs., stops – 114 pcs., sidewalks – 81 285 p/ m construction of 6 new underpasses and repair of 4 existing underpasses.


Kazakhstan

The Center-South transport corridor is being actively built in Kazakhstan, which is designed to connect with a high-quality highway Nur-Sultan, Karaganda, Balkhash, Kapchagai and Almaty. The Center-South project is being implemented within the framework of the Nurly Zhol infrastructure development program. The corridor passes through the territory of three regions at once: Karaganda, Zhambyl and Almaty. As the deputy chairman of the national company "KazAvtoZhol" Talgat Smagulov noted, $ 1.3 billion has been allocated for this project. Of these, $665 million has already been disbursed.

The corridor includes roads in the direction of Nur-Sultan-Karaganda-Balkhash-Priozersk-Burylbaital-Merke-Kurty-Shu-Kapshagai-Almaty. Each direction is divided into separate sections. Two sections of the Nur-Sultan-Karaganda and Kapashagai-Almaty highway with a length of 177 kilometers have already been commissioned in 2019. They were built for six years.

Smagulov assures that the remaining sections of the Center-South corridor are planned to be put into operation by the end of 2023. About 60 percent of the work has already been done. Construction works are underway around the clock on the Karaganda-Balkhash sections, Balkhash-Burylbaytal, Burylbaytal-Shu, Burylbaytal-Merke, Merke-Shu, Burylbaytal-Kurty, Kurty-Kapshagai, Kapshagai-Almaty. Contractors work in two shifts. 4.5 thousand people and 2.4 thousand units of road construction equipment and vehicles are involved in the project.

According to Talgat Smagulov, the work is being carried out in two stages. First, a new lane is being built, then it opens for motor transport traffic. At the second stage, the reconstruction of the old road is underway.

The total length of the road sections from Karaganda to Kapshagai, on which construction and installation works are being carried out, is 946 kilometers. The new highway will be four-lane and will correspond to the first technical category.


Uzbekistan
The Asian Infrastructure Investment Bank will allocate more than $ 165 million for the reconstruction of the highway

The Asian Infrastructure Investment Bank (AIIB) will participate in the reconstruction of a 78 km long section of the A380 highway "Guzar— Bukhara — Nukus—Beineu".

Specialists of the Committee on Automotive roads of Uzbekistan have developed technical and economic parameters of the project worth $207.1 million. They have already been approved. The implementation period is 5 years (from 2021 to 2025).

The agreement on financing the project was signed in June last year. The AIIB is ready to allocate a loan of $165.5 million for a period of 30 years with a 5-year grace period.

Uzbekistan's share is $41.6 million, including $24.6 million in tax and customs benefits, $14.8 million in financial expenses of the investment period, and $2.2 million in other expenses.

Uzbekistan is also implementing a project to develop the infrastructure of 300 villages in Andijan, Ferghana, Namangan, Jizzakh and Syrdarya regions with the participation of AIIB loan funds in the amount of $82 million.

The management of the State Road Administration held a consultation meeting with representatives of design companies to update the methodology for calculating road structures and the current standards approved by the Republic of Moldova in this regard. 
When designing transport infrastructure, it is very important to make the correct calculation of construction from an economic and cost-effective point of view, so that the road is strong and retains its load-bearing capacity for a long time. 
Representatives of project companies identified difficulties arising in the application of the methodology used, and as a result, it became necessary to develop a new methodology. 

During the meeting, the leadership of the State Road Administration, together with specialists in road design, analyzed the methodologies used in countries such as Ukraine, Romania, the Russian Federation and the Republic of Belarus. 

The task was also set to study the methodologies used by Hungary, Poland and Germany to determine which of them will be implemented when updating the methodology of the Republic of Moldova.


Uzbekistan and Azerbaijan are working on a new draft intergovernmental agreement in the field of international road transport

As Kholmatov noted, the term of the previous intergovernmental agreement in the field of international road transport between Uzbekistan and Azerbaijan has expired, in connection with which a new draft agreement is being worked out. It provides for the exemption of carriers of the two countries from road tolls. The head of the Department of the Ministry noted that this agreement is under consideration by the Azerbaijani side.
He also said that in Baku, within the framework of the meeting of the Turkic Council, the delegation of the transport and customs departments of Uzbekistan discussed cooperation with Azerbaijan, namely the issues of further development of the Trans-Caspian transport corridor.

"In this context, the possibilities of using electronic permit forms for international road transport, as well as tariff reduction issues were discussed. Due to restrictive measures in connection with COVID-19, which were established with Turkmenistan, it is very difficult to transport goods in this direction. Therefore, the most optimal route for cargo transportation is either through the north or through the trans-Caspian route. We have come to an agreement that it is necessary to further develop the corridor," Kholmatov said.

According to statistics, in 2020, despite the pandemic, the volume of cargo transportation between Uzbekistan and Azerbaijan increased by six percent. At the same time, cargo transportation tends to decrease over the six months of 2021, which makes it necessary to intensify the preparation of a new agreement in this area.

It is noted that rail freight traffic between the two countries increased by 30 percent in 2020. The transit of Azerbaijani goods through Uzbekistan by rail has almost doubled.

Also, according to Kholmatov, several packages of documents are being developed within the framework of TRACECA, which make it possible to intensify transportation between Uzbekistan and Azerbaijan.

"One of these documents are authorization forms, which give the right to stop and delay to transport cargo to several states. It is also planned to translate all these procedures into an electronic format in order to speed up and simplify this process. At the moment we are actively working in this direction," he said.

Kholmatov described as very important the role of Azerbaijan in the framework of the High-level International Conference "Central and South Asia: Regional Interconnectedness. Challenges and opportunities".

"Despite the fact that this conference is dedicated to the regional interconnectedness of Central and South Asia, we should not forget about the East and the West. Uzbekistan is also actively negotiating within the framework of the five-party agreement. In January of this year, Kyrgyzstan, Turkmenistan, Azerbaijan, Georgia and Uzbekistan signed a protocol on the introduction of tariff discounts in the amount of 50 to 70 percent for cargo transportation, which makes it possible to increase the number of cargo transportation by rail. Last year, more than 30 thousand tons of cargo were sent through Azerbaijan to Turkey. In this direction, the accession of Turkey and China is very important for us, since in this case we will get a full-fledged transport corridor from China to Turkey and Europe. We do not see this corridor towards the West without Azerbaijan," he stressed.

Azerbaijani President Ilham Aliyev on Friday signed an order on measures for the construction of the Hajihatamli–Gideyli– Kurd Eldarbayli highway in the Ismayilli district.

According to the order, for the construction of the Hajihatamli –Gideyli – Kurd Eldarbayli highway connecting three settlements with a population of four thousand people, from the amount specified in subparagraph 1.1.14 "Distribution of funds provided in the State Budget of the Republic of Azerbaijan for 2021 for state capital investments (investment expenses)", to the State Agency of Highways of Azerbaijan $3.3 million has been allocated.

The Ministry of Finance of Azerbaijan has been instructed to provide financing for the amount specified in this order, and the Cabinet of Ministers has been instructed to resolve issues arising from this orders.

The roadway is 7 meters, and the width of the roadbed is 11-12 meters. 168 culverts and underground passages are installed on the road. The construction of four bridges is under completion. In 11 places along the road in mountainous areas, 423 support walls were built for security purposes. The earthworks are fully completed. In general, the work will be completed in September," he said.

TRACECA hopes for Turkmenistan's participation in the implementation of pilot projects transportation with the use of blockchain technologies.

"In 2020, the Permanent Secretariat of the TRACECA Intergovernmental Commission (IPC), together with the International Center for Transport Diplomacy, the Intergovernmental Council of CIS Road Workers and IBM Corporation, carried out a lot of work involving representatives of Turkmenistan to develop the Concept of a global transit document, which is a modern, electronic and universal solution for multimodal transportation using blockchain technologies. Work in this direction continues, preparations are underway for the first pilot application of the Global Transit Document this year," the MPC TRACECA PS said.

Regarding cooperation with Turkmenistan in general, it was noted that since 1993, the European Commission has financed 85 projects within the framework of TRACECA, 83 percent of which are technical assistance projects (14 - investment, 71 - technical assistance). Turkmenistan accounted for more than 50 projects.

"The implemented projects were mostly aimed at harmonization of legislation, improvement of tariff policy, institutional strengthening and development of the transport infrastructure of the corridor. These projects have helped attract large investments from international financial institutions. The beneficiaries of the EU-TRACECA program, including Turkmenistan, highly appreciate the results of the work done within the framework of the projects," the IPC TRACECA PS added.

It was noted that Turkmenistan continues to be an important TRACECA partner in the region.
