On December 8, Deputy Prime Minister of the Republic of Armenia Hambartsum Matevosyan received Paolo Spantigati, Director of the Armenian Office of the Asian Development Bank (ADB).
The Deputy Prime Minister noted the successful partnership established between the Government of the Republic of Armenia and the ADB, stressing that it is effective both in the field of infrastructure and human capital development, and in the issue of programs implemented within the framework of regional cooperation.
Paolo Spantigati thanked for the reception and congratulated Ambartsum Matevosyan on assuming the post of Deputy Prime Minister of Armenia.
The interlocutors discussed the investment program of the North-South road corridor. The Deputy Prime Minister noted that the Armenian government attaches great importance to this program and is actively working to complete the second and third tranches. Ambartsum Matevosyan added that the construction of the southern part of the project is of strategic importance for Armenia, which underlines the need for active work in this direction.
The implementation in cooperation with the ADB was touched upon “Seismic Safety Improvement Program”, within the framework of which it is planned to build and strengthen 46 schools. Emphasizing the effectiveness of the programs implemented in the fields of healthcare and education, the Deputy Prime Minister highly appreciated the support provided by the ADB in the context of the coronavirus epidemic both in terms of developing medical potential and switching to distance learning in crisis conditions.

First Deputy Minister of Transport and Communications of Belarus Alexey Lyakhnovich held a meeting with the Minister of Transport and Road Facilities of Bashkortostan Alexander Bulushev. Alexander Avramenko, First Deputy General Director of Belavtodor Holding, was also present at the talks.
The agenda of the meeting was to discuss bilateral cooperation in the field of road construction.

"We are ready to share the experience of our organizations in the road construction sector. I would like to note that in 2014 the use of cement concrete coating was started. The first object was the M-14 road, and then two artificial runways - at the National Airport and Orsha. Therefore, Belarusian enterprises have serious developments and can provide high–quality implementation of various projects," the first deputy minister said. He also added that a team of specialists will be sent to the Russian region for a more detailed study of objects requiring reconstruction.
In turn, Alexander Bulushev noted that the total length of highways is more than 50 thousand kilometers, the republic has the second place in the branching of the local road network of Russia. In addition, Bashkortostan is crossed by all major federal highways.
"We are very interested in the Belarusian experience in development of the road economy. In addition, it is planned to begin the reconstruction of the Kazan-Yekaterinburg highway, part of which passes through Bashkortostan. We intend to actively develop cement–concrete road construction and are ready to intensify our cooperation in this direction," the Minister stressed. He also noted the interest not only in the construction of federal roads of the highest class, but also in the restoration of regional roads with gravel and crushed stone pavement, which require improved performance.
Alexander Avramenko added that the inter-repair terms of cement-concrete roads are much superior to asphalt-concrete ones. And Belavtodor Holding is currently successfully operating in Russia.
At the end of the meeting, the sides noted the importance of bilateral cooperation, which will have its economic effect and confirmed the reliability of the partnership.

The construction materials industry is the most important component the economy of any country. Today, the construction materials industry is actively developing not only in our country, but also around the world.
The implementation of the State Program for the Support and Development of Entrepreneurship "Business Roadmap - 2025" provides for the priority of using local materials in the construction industry. In addition, the rapid growth of this industry is due to the implementation of the State programs "Nurly Zher" and "Nurly Zhol"; large-scale investments within the framework of the Employment Roadmap and the implementation of major socio-cultural events.
In this regard, a legal framework has been created for the mandatory use of domestic materials in projects financed from budgetary funds. This will undoubtedly reduce the unjustified replacement of domestic materials with imported ones. The introduction of modern new technologies in the production of building materials to create a competitive product is very relevant today.
In recent years, the Kazakhstan Road Research Institute has been developing and implementing new technologies in such priority areas areas of the economy.
One of the new technologies developed by the Kazakhstan Road Research Institute this year is aimed at increasing the stability of low-strength natural stone materials used in the construction of road clothing.
As you know, in many regions of Kazakhstan, especially in the western regions, there are low-strength natural materials with a porous structure, such as limestone and shell rock.
In nature, minerals, as a rule, do not occur in their natural state, but in the form of impurities. Therefore, depending on the chemical composition of the main materials and the stones themselves, we divide them into sour stone materials and base stone materials. The strength of all the materials of the main stone is acidic, low, high porosity compared to the materials of the first group. For example, when it fits into the road surface, that is, on the ground, it absorbs moisture and begins to deteriorate when freezing in winter. In particular, it is rapidly destroyed in the process of cyclic freezing-thawing.
Professor Bagdat Teltaev, President of the Kazakhstan Road Research Institute The Institute said that new technologies have been created to prevent such harmful processes in the road structure.
– One of our new technologies is to prevent moisture from entering every grain of porous stone used in road construction, i.e. creating an insulating layer outside. We are engaged in such research together with chemical scientists and have found a way to make such a layer of insulation, the so-called two-component method. Both components gave positive results in the first laboratory tests. In the future, in semi-industrial conditions, we will begin processing stone materials by this method with chemical additives and compositions. We also intend to build an experimental section of road to prove the viability of such a new technology. "Our scientists will monitor the construction of the experimental road and give the necessary recommendations," the head of the institute said.
The scientist-innovator Bagdat Teltaev also spoke about the economic efficiency of this technology.
– This technology is very economical and can be widely used in practice, especially on local roads values. For example, there are practically no high-strength stone materials in the West Kazakhstan region, except for the Bershigur quarry. Why not use limestone for the construction of roads in the Mangystau region? Firstly, transportation costs are reduced, and secondly, we will get rid of dependence on expensive imported materials," the scientist believes.
It should be noted that the economic efficiency of any construction largely depends on the correct use and selection of building materials, as well as their replacement with local materials. In general, the use of local materials in the road industry will undoubtedly have a positive impact on the country's economy. One can be sure that one of the main problems in the road sector will be solved if a new technology invented by domestic scientists is introduced into production.

Joint projects with Kyrgyzstan in the transport sector will be developed

First, the parties got acquainted with the repair work carried out by the Kyrgyz side on the 29-kilometer section of the Rishton-Sukh highway with a total length of 8 km passing through the territory of the Kyrgyz Republic.

During the meeting, an exchange of views took place on the effective use of the opportunities of this transport corridor by increasing the volume of freight traffic on the international multimodal route "Tashkent – Andijan – Osh – Irkeshtam –Kashgar", creating equal opportunities for cargo carriers of both countries. The parties also discussed the construction project of a new highway ”Fergana – Uch-Kurgan – Daro –Kurgan Saritash-Irkeshtam".
Following the meeting, the parties agreed to consistently continue the implementation of joint projects for the development of transport and transit links between our countries. countries.
