When unblocking transport communications in the region, Azerbaijan and Armenia will retain sovereignty over roads in their territories

Armenia and Azerbaijan will retain sovereignty over the highways on their territories as part of unblocking transport communications in the region, Russian Deputy Prime Minister Alexei Overchuk said at a meeting with Armenian Prime Minister Nikol Pashinyan in Yerevan on Friday.

According to him, within the framework of the working group, eight meetings were held with deputy prime ministers from Armenia and Azerbaijan, experts in the field of road construction, representatives of Avtodor and Rosdormash worked on the ground, they examined the condition of roads.

"Relying on this knowledge, on October 22, holding the eighth meeting of the working group at the level of the Deputy Prime Ministers of Armenia, Azerbaijan and the Russian Federation, it seems to us that we are coming to concrete decisions that are based primarily on the fact that sovereignty over roads is preserved for those countries on whose territory these roads will run. You also mentioned, and this was also in the statement ( on Karabakh dated January 11, 2021 - IF), that all types of control should be carried out. We agreed that such control should be conducted on a parity basis. We also discussed how and where to start unlocking the car. We would like to discuss this with you today and already think about how to move forward," said the Deputy Prime Minister of Russia.

For his part, Pashinyan said that he highly appreciates the work of the trilateral working commission, expressing hope that it will be possible to come to concrete solutions.

"Armenia is interested and committed to the statements of November 9, 2020 and January 11, 2021, which relate to the opening and unblocking of all transport and economic ties in the region. But Azerbaijan's statements concerning corridors negatively affect the efficiency of our work and the atmosphere, given that there is nothing about corridors in the statements. And my impression is that Azerbaijan is trying to impose its perceptions on this issue on the commission, and this, of course, is unacceptable for us," Pashinyan said.

Nikol Pashinyan also stated that Yerevan is ready to make concrete decisions, provided that Armenia receives road and rail communications on the territory of Azerbaijan, and Azerbaijan receives rail and road communications on the territory of Armenia. This also applies to the roads connecting Azerbaijan with the Nakhichevan Autonomous Republic. Pashinyan noted that railway and automobile communications that existed during the USSR period should be restored.

As reported, the Presidents of Azerbaijan and Turkey, Ilham Aliyev and Recep Tayyip Erdogan, are actively promoting the idea of creating the so-called Zangezur corridor ( through the territory of the Syunik region of Armenia in the south of Armenia), linking Baku with Nakhichevan.

On September 20, Russian Deputy Prime Minister Alexei Overchuk told reporters in Yerevan that the issue of creating a corridor between Azerbaijan and the Nakhichevan Autonomous Republic through the territory of Armenia is not being discussed.

Funds have been allocated to continue the construction of the North-South corridor

Budget of the Ministry of Territorial Administration and Infrastructure Armenia will receive AMD 335 billion 257 million in 2022, which will be allocated for the implementation of 22 programs and 140 events.

This was stated on November 2 at the parliamentary hearings on the draft state budget of Armenia 2022 by the head of the department Gnel Sanosyan. According to him, 209 billion 594 million drams are planned to be allocated for capital expenditures, and 125 billion 640 million drams for current expenses. Of the total expenditures, 150 billion 504 million drams are credit and grant resources.

In particular, over 116 billion drams will be allocated for the implementation of 3 programs and 33 events in the transport sector next year. Budget allocations in in the field of water management will amount to 45 billion drams, which will be directed to the implementation of 5 programs and 41 events.

As part of the transport programs, it is planned to improve the road network. In particular, 49 billion drams will be allocated for the continuation of the North-South road corridor construction project, for which it is planned to build sections of Talin-Lanjik roads and Landjik-Gyumri. These road sections will be fully ready in next year.


Belarus

Repair of M1, reconstruction of M3 and P53: Golovchenko on plans for the development of the road network

Prime Minister Roman Golovchenko told reporters about the development plans the road network in Belarus.

"Over the past years, Belarus has done a tremendous amount of work on the development of the road network, especially the main one. We are not going to slow down the pace in this five-year plan. Quite stressful planned indicators have been approved. If during the period of the last program (2017-2020) we reconstructed about 250 km of republican roads to the level of the first category and erected 2 thousand linear meters of bridge structures, then for this five-year period the volumes are twice as high. That is, the plans include the reconstruction of more than 500 km of republican roads to the level of the first category and 7 thousand linear meters of bridge structures. We are going according to schedule, there is confidence that we will do everything," Roman Golovchenko said.

Among the priority objects for the future are the section of the M3 highway from Minsk to Pleshchenitsy, as well as the Lepel - Polotsk highway with the construction of the Polotsk bypass, the Vitebsk - Orsha section. "In the near future, the reconstruction of the P53 section from the Mound of Glory to Smolevichi will be completed. There is a need to continue the reconstruction, taking into account the large passenger and cargo traffic on the section from Smolevichi to Zhodino. The development of project documentation has begun. There are also plans to bypass the World," the Prime Minister said.

"We still have major repairs of the M1 highway ahead of us. Taking into account the large need for resources for the implementation of this project, the financing scheme is currently being worked out. At the end of last year, the task of conducting surveys was set - the so-called investment justification stage, followed by project work directly," Roman Golovchenko informed.

According to him, special attention is also paid to local roads. Over the five-year period, it is planned to repair 7 thousand km of local roads. The Prime Minister drew attention to the fact that in Belarus almost 100% of the population has access to paved roads at a distance of no more than 2 km.


Kazakhstan

Completion of preparation of winter maintenance of highways

Preparatory works for the winter maintenance of highways of republican significance have been completed in Kazakhstan: special equipment, deicing materials, heating points and production bases.

In particular, Kazakhavtodor LLP has prepared more than 550 production warehouses, boiler houses, production bases and heating points, as well as 1087 units of winter special equipment: augers, KDM, graders, bulldozers and loaders. More than 135 thousand cubic meters of sand and screening, about 18 thousand tons of chemical reagents have been harvested to combat icy phenomena. Grasses are also mowed from the roadsides, culvert openings are closed, temporary road signs and snow shields are prepared.

Currently, precipitation in the form of rain with a transition to snow is observed in Akmola, East Kazakhstan and Karaganda regions. 576 units of specialized equipment are involved in the rapid response. The operational organization of Kazakhavtodor LLP has been transferred to the round-the-clock operation mode.


Repaired 348 km of highways in Aktobe region

348 km of highways have been repaired in Aktobe region since the beginning of this year. This was announced by Akim of Aktobe region Ondasyn Urazalin. "Aktobe region, due to its geographical location, has a significant transport potential. At the same time, the issue of improving the quality of roads in the region remains relevant today. Ten years ago, the share of roads in good and satisfactory condition in the Aktobe region was only 42%, and in 2019 - 56.5%. Currently, the share of roads in good and satisfactory condition is 61%. A lot of work is being done in this direction," Ondasyn Urazalin said at a press conference in the Central Communications Service. According to him, since the beginning of the year, 348 kilometers of roads have been repaired for a total of 14.3 billion tenge. "In general, it is planned to repair more than 450 km of roads by the end of the year. As a result, the share of roads in good and satisfactory condition will reach 66%," the mayor informed.

According to the Akimat, this year it is planned to complete such major projects as the reconstruction and overhaul of sections of highways "Aktobe – Orsk", "Southern bypass of Aktobe", "Kobda - Martuk".


Kyrgyzstan

Plans for the construction and repair of highways

Several roads are planned to be repaired and completed in Kyrgyzstan. This is stated in the National Development Program of Kyrgyzstan until 2026, adopted by decree of President Sadyr Zhaparov.
The document notes that the support of highways and international corridors will be a priority of the state policy.

"Along with the Kashgar— Irkeshtam — Osh, Kashgar— Torugart— Naryn corridors, it is advisable to consider the launch of the Aksu (PRC) — Barskoon—Balykchi international corridor and the creation of a logistics center in Balykchi," the program says.

The following projects are also planned:

  • completion of the construction of the alternative north—south highway and the Issyk-Kul ring road;

  • reconstruction of the Osh— Batken — Isfana—Khujant road;

  • reconstruction of the Tyup — Kegen road;

  • reconstruction of the Taraz—Talas—Suusamyr road.

Recall that there are two routes from China to Kyrgyzstan: Kashgar — Irkeshtam — Osh and Kashgar — Torugart — Naryn.
