Scottish company to build plastic road in Azerbaijan

The Scottish company MacRebur, which uses plastic waste in road construction, has started cooperation with Azerbaijan.The company has signed a new contract for 1 million pounds to upgrade the road infrastructure of Azerbaijan.
In accordance with the agreement, it is planned to build a plastic road with a length of 1,690 km in the country. To this end, more than 500 tons of non-recyclable plastic waste will be used to improve the roads of Azerbaijan.
Note that recycled plastic is being used more and more in construction, road surfaces, bricks and even tiles are made from it.
The fact is that even well-laid asphalt roads require regular maintenance due to natural wear and the negative effects of climate. Engineer Toby McCartney decided to come up with a technology for building roads using recyclable plastic, because it's no secret that a huge amount of plastic waste has accumulated on our planet, some of which ends up in the seas and oceans, and the situation is only getting worse.
The Scotsman first thought about using plastic for road construction when he saw how locals in India plug potholes on roads, filling them with plastic garbage and burning it. After that, McCartney and two comrades founded MacRebur company to solve two problems at once: to improve the quality of highways and at the same time solve the problem of plastic waste. And they did it! The Scots turn 100% recycled plastic into small pellets, which they called MR6. They replace bitumen in the asphalt mixture — an oil refining product, of which 10% is ordinary asphalt and which is needed for the solidification of the mixture. MacRebur claims that the technology will provide a 60% increase in road strength and a 10—fold increase in service life. The exact composition of the mixture is kept secret.It is expected that the recycled waste used will be more durable in operation and will last ten times longer. In addition to this, the use of such material does not require a change in the laying technology.
MacRebur asphalt has already been tested in many countries: Britain, Estonia, Australia and Bahrain. MacRebur has built a motorway in Cumbria in the north-west of England from an asphalt mixture that uses recycled plastic.
Baku Transport Agency will monitor roads from satellite

As Trend reports with reference to Azərkosmos, a Memorandum of Understanding was signed on Thursday at a meeting between the Azerbaijani Space Agency under the Ministry of Transport, Communications and High Technologies - Azərkosmos and the Baku Transport Agency (BTA), providing for the use of Azersky satellite images.
According to the document, the above-mentioned departments have reached an agreement on the integration of relevant information resources and systems for the selection of territories for a new transport infrastructure, the formation, exchange and use of national spatial data, as well as on the organization of joint trainings on the software of geographical information systems.
A commercial contract has been signed between Azərkosmos and BTA Intelligent Transport Management Center LLC. According to the document, the LLC will use the capabilities of the satellite to implement projects aimed at improving the transport system and optimizing the transport infrastructure in Baku.

According to the press service of the government, Papikyan noted that the agenda of the Armenian-Iranian relations is quite extensive, and it is necessary to make every effort to fully implement it in order to complete the current programs and announce the start of new ones.
The Deputy Prime Minister highly appreciated Iran's official position on establishing stability and peace in the region, noting that in case of multilateral support, the peace agenda can be implemented. Abbas Badakhshan Zohuri pointed to the dynamics of the growth of bilateral trade in recent months, noting that both countries have formed governments of young politicians who will actively work to deepen bilateral cooperation.
During the meeting, the parties discussed the situation on the Goris-Kapan highway. The Deputy Prime Minister stated that the construction of alternative roads is one of the priorities of the Armenian government. He said that the construction of the Tatev-Kapan road is planned to be completed by the end of November, adding that the construction of the Tatev-Aghvani road is underway. The construction of the Tatev-Ltsen road has also begun, which will become much more convenient for large trucks. The Deputy Prime Minister noted that bypass roads will be built on the Vorotan-Goris section.
Referring to the section of the Sisian-Kajaran road of the North-South highway, Suren Papikyan said that the project has already entered the tender stage. The sides also discussed issues related to the Armenian-Iranian economic cooperation, including in the fields of road construction, energy, new technologies and mining. It was mentioned about the development of cultural relations based on the historical identity and friendship of the two peoples. The use of the potential of the EAEU market was considered and the importance of the international transport corridor "Persian Gulf — Black Sea" as a reliable and safe transit route for all participating countries was emphasized.

Currently, a lot is being done in Belarus to maintain the quality of roads. This was announced at a press conference in Minsk by Sergey Leonchik, Head of the Highway Development Department of the Main Highway Department of the Ministry of Transport and Communications of the Republic of Belarus.
According to him, one of the components of the efforts undertaken in this direction can be called the program of socio-economic development of the Republic of Belarus for 21-25 years approved by the Decree of the President of the Republic, which, among others, includes targets for the road industry.
"According to this program, we have to reconstruct at least 500 kilometers of roads of national significance in five years, as well as carry out work on the reconstruction of about seven thousand kilometers of local roads.
All this should provide a serious contribution to maintaining the republican and local network in proper condition. The only thing I would like is that sufficient monetary and financial resources have been allocated for this - then I think that the road enterprises will cope with this task, as it has always happened," Sergei Leonchik added.
He also recalled that earlier this year the program "Roads of Belarus" for 2021-2025 was approved.
This program approved the main directions in which the road industry will develop, including the development of scientific and technical potential, the renewal of the fleet of road equipment.
"We also expect that all the projects included in this program, all the activities will be properly funded and implemented," the official added.

A new highway was built in the west of Georgia

Construction of a 51-kilometer highway has been completed in the Racha mountain region in western Georgia, Trend reports with reference to Georgian media.
It starts from the town of Sachkhere in Imereti and passes through the villages of Sareki, Kvemo Khevi, Uzunta, Shkmeri, Bokva, Kvashkhieti, Zudali, after which it connects with the Ambrolauri - Oni road.
The new route will reduce the travel time from Sachkhere to Oni (111 kilometers) from two hours to one.
The construction of the road was financed from the state budget. The project was implemented by four Georgian companies, and 900 people were employed as part of its implementation.
Most of the asphalt-concrete road falls on the forest zone and runs at an altitude of 1,000 - 1,500 meters above sea level.

KazAvtoZhol National Company and the European Bank for Reconstruction and Development signed an agreement on cooperation in the implementation of the Kyzylorda-Zhezkazgan highway reconstruction project.
The signing ceremony took place within the framework of the round table "Challenges and Opportunities of digitalization in the transport and Municipal infrastructure of Kazakhstan", which was attended by EBRD President Odile Renaud-Basso, Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Bagdat Musin, Vice Minister of Industry and Infrastructure Development of the Republic of Kazakhstan Berik Kamaliev, Chairman of the Management Board JSC "NC "KazAvtoZhol" Askar Muratuly, as well as representatives of the akimats of Nur-Sultan and Almaty.During the meeting, issues and prospects of road infrastructure and the use of digital technologies to optimize the operation of road assets were discussed.
Vice Minister Berik Kamaliev, welcoming the participants of the round table, noted the fruitful cooperation between the IIR and the EBRD.
The parties are successfully implementing a number of infrastructure projects. One of them will be the Kyzylorda-Zhezkazgan project with a total length of 427 km. The European Bank for Reconstruction and Development will finance the reconstruction of 219 km of the highway passing through the territory of the Kyzylorda region.
It is worth noting that the Kyzylorda-Zhezkazgan road was built in the 70s of the last century, and major repairs have not been carried out until today. The implementation of the project will increase the economic potential of the region, increase the capacity to 7 thousand cars per day, as well as create more than 6 thousand new jobs on the project.
Construction work is scheduled to begin at the end of 2021. After the reconstruction, the road will become the second technical category with 2-lane traffic.
Russia-Kazakhstan: strengthening the transit potential of the two countries

At the meeting with the Prime Minister of the Republic of Kazakhstan Askar Mamin, the Russian delegation discussed issues of further development of cooperation in trade, economic, industrial cooperation, transit and transport, construction, as well as the implementation of agreements reached within the framework of the XVII Forum of Interregional Cooperation of the Republic of Kazakhstan and the Russian Federation at the highest level.
During the negotiations, special attention was paid to the issues of advanced development of transport infrastructure, strengthening the transit potential of the two countries and regional transport interconnectedness, including within the framework of the corridors "Western Europe – Western China", "North–South" and other routes in the EAEU space.
The state-owned company is implementing the project of the federal expressway M-12 Moscow - Nizhny Novgorod - Kazan. It is part of the International Transport Route "Europe – Western China" (MTM EZK).
The high-speed route on the territory of the Russian Federation consists of sections of the existing road network and new construction projects. From St. Petersburg to Moscow, MTM EZK will pass along the M-11 Neva high-speed highway (607 km), the construction of which was completed in 2019. Further, high-speed traffic at the junction with the Moscow transport hub will be provided by the Central Ring Road (336.5 km), the construction of which was completed in 2021. And the route from Moscow to Kazan will be provided through the implementation of a large-scale project for the construction of the M–12 Moscow– Nizhny Novgorod- Kazan expressway (810 km), which is scheduled to be commissioned in 2024. Avtodor State Company is responsible for this part of the road network.
From M-12 to the border with Kazakhstan (MAPP Sagarchin) MTM EZK will pass through sections of the existing road network (820 km), with measures to bring up to the standard load of 11.5 tons per axle on individual sections. By 2025, the Government of the Samara region plans to implement a project for the construction of a high-speed bypass of Togliatti (97 km).
On the territory of Russia, MTM EZK passes through promising centers of economic growth of the country, a 2-fold reduction in travel time between which will allow attracting up to 70 million tons of domestic cargo traffic in the first year of operation. The main portfolio of products produced in cluster industries is concentrated in the gravity zone of the international corridor being created: 70% of the automotive industry in Russia, 50% of the aerospace and defense industries, 40% of metallurgy, 30% of mechanical engineering and instrumentation, 25% of oil refining, chemistry, petrochemistry and gas chemistry, mineral fertilizers production in Russia, 20% of food production and agriculture in Russia.
After the implementation of the project, at least 11 centers for generating demand for road transportation (promising centers of economic growth and border checkpoints) will be connected by high-speed highways. The speed of cargo transportation from the current 500-600 km/day. it will increase to 1100 km/day.
The project of forming the MTM EZK is a joint project of the Russian Federation, the Republic of Kazakhstan and the People's Republic of China. On the territory of the Republic of Kazakhstan, MTM EZK runs along the following route: MAPP Sagarchin – Aktobe, Kyzylorda, Shymkent, Bishkek, Almaty to the Khorgos border crossing. The total length of the route is about 2.6 thousand km .
Kyrgyzstan

He clarified that 855 million soms were allocated under the current budget. "All the work is almost completed. 2.2 billion soms have been allocated for capital investment, 1 billion of them for the Balykchi —Barskoon road," Nurlanbek Kayynbayev said.
According to him, it is now planned to implement seven investment projects. Tender processes are being conducted at two sites.
According to the results of eight months, the total financing for the road industry amounted to 1 billion 530 million 206 thousand soms, or 68.45 percent of the funds provided for this year.

The agreement on international road transport between Georgia and Tajikistan was ratified by the Parliament of Tajikistan, the Tajik edition of Asia-plus reports on October 1.
The agreement provides for the transportation of goods through the territories of the countries under bilateral and transit permits or, according to quota permits, to the territory of third countries. The agreement also provides for the settlement of legal aspects of cargo transportation.
The agreement was signed by Minister of Economy and Sustainable Development Natia Turnava and Minister of Transport of Tajikistan Azim Ibrohim on April 14, 2021. Prior to that, road transport between the two countries was regulated by an international agreement on customs clearance of goods.
Recall that the Central Asian countries are working on multimodal transport corridors from China through the Caspian Sea basin, the Caucasian republics, the Black Sea, Turkey to European countries. Thus, the TRACECA route has been operating since 1993 with the participation of Azerbaijan, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.Uzbekistan also launched the multimodal transport corridor Uzbekistan— Turkmenistan— Azerbaijan— Georgia— Turkey in 2019. The President signed a decree "On measures to further expand the financing of events formed on the basis of public opinion through the information portal "Open Budget".
According to the document, the republic will establish an order according to which, starting from January 1, 2022, 50 percent of the funds allocated for the repair of local internal roads in the parameters of the budgets of districts and cities will be directed to the repair of internal roads determined on the basis of public opinion through the Open Budget information portal.
The Ministry of Finance has been instructed to develop and approve within two months the procedure for directing 50 percent of the funds allocated for the repair of local internal roads to the repair of internal roads determined on the basis of public opinion through the Open Budget information portal.
The proposals of the Ministry of Finance and the Ministry of Economic Development and Poverty Reduction on the allocation of funds from the republican budget of the Republic of Uzbekistan until October 1, 2021 in accordance with the annex were also approved:
an additional 57.9 billion soums ($5,415,300) – to districts and cities, in the fund of civil initiatives of which less than 1 billion soums ($93,527) have been formed;
